Pilkada ternyata tidak diikuti oleh jumlah pengguna hak pilih. Penelitian ini bertujuan untuk menganalisis partisipasi politik masyarakat Kecamatan Medan Maimun pada Pilgub Sumut 2018. Dalam penelitian ini metode yang digunakan yaitu kualitatif deskriptif. Teknik pengumpulan data dengan cara dokumentasi dan wawancara mendalam, dilakukan kepada informan yang berasal dari lembaga penyelenggara Pemilu, politik, sosial dan masyarakat Kecamatan Medan Maimun. Analisa data menggunakan teknik Miles dan Huberman antara lain: reduksi data, display data dan menarik kesimpulan. Hasil penelitian menunjukkan pertama, hierarki partisipasi politik masyarakat Kec. Medan Maimun didominasi partisipasi dalam pemberian suara dan apathy total. Kedua, faktor -faktor yang mempengaruhi partisipasi masyarakat pada Pilgub Sumut 2018 yaitu: kesadaran politik, kepercayaan terhadap pemerintah, status sosial dan status ekonomi, afiliasi politik orang tua dan pengalaman berorganisasi.
Flood management system in Medan City is very poor, because there is no institutional coordination resulting from sectoral egos. Effective institutional coordination in urban flood management is needed. Condition is based on problem of flooding in Medan City which has not been effectively implemented, so an alternative solution for integrated urban flood management is needed. Purpose of this research is to explain implementation of flood control policies in Medan City and how coordinate flood control institutions in Medan City in Mebidangro cooperation scheme. This type of qualitative research with descriptive methods is used in this research. Primary data collection techniques with deep interviews through FGD activities with stakeholders. In addition, secondary data is collected by citing journals, books, documents, online media, and other materials support research. Data analysis techniques are carried out through data reduction activities, data display and drawing conclusions. Results showed implementation Presidential Regulation No. 62 of 2011 on flood control in Medan City has not been optimally implemented. Condition is influenced lack of understanding authority and lack of coordination between related agencies to safeguard river basins, river norms and establish primary drainage channels. In addition, coordination of Medan City flood control institution in Mebidangro cooperation scheme has been carried out in a procedural manner. However, actualization still requires visionary leadership and command to support success program.
Updating voter data is one of the most important indicators of the success of the elections in Indonesia. However, the classic problem of voter data in the city of Medan, until now, has not been resolved. This phenomenon has an impact on the constitutional rights of the community, determines the number of polling stations, the availability of ballots and the preparation of the budget. This study aims to analyze the Medan City KPU policy in updating voter data and the impact of updating voter data on participation in the 2018 elections in Medan, by referring to Edwards’ theory of policy implementation as a tool for analysis. This research uses descriptive qualitative method. Data collection techniques through in-depth documentation and interviews. Data analysis using Miles and Huberman techniques include: data reduction, data display and drawing conclusions. The results showed that voter data problems in the 2018 elections in Medan were influenced by a number of factors including: accuracy of fixed voter data, HR of the Voter Data Updating Officer and regulations that tended to be consistent without looking at other factors, such as fixed voter data deletions with very large numbers
Due to the impact of the flooding issues in Medan City, which are driven by the occurrence of sedimentation, narrowing, and law enforcement, it is required to offer alternate options for watershed management through a strategy to increase community involvement in spatial design. This study uses a qualitative, descriptive methodology. Techniques for gathering data include documentation, holding FGDs with seven stakeholders, and conducting in-depth interviews with riverside communities. According to the study's findings, Medan City's watershed management has not been carried out to its full potential through community participation. The situation gets worse as a result, as evidenced by the growth of riverbank communities, deteriorating water quality, poor health, and extensive floods. The primary issue that has to be fixed is the lack of communication between the community and the government. Low public knowledge and ineffective law enforcement in policing and securing river borders are barriers to community participation in spatial planning. This study suggests that pertinent organizations set up a watershed management coordination forum and educate and engage the local population in watershed management. This study offers a thorough understanding of how the quantity and quality of watersheds in Medan City are worsened by poor community participation.
Pemerintahan desa merupakan bagian dari pemerintahan terendah didalam negara kesatuan Republik Indonesia. Peraturan desa yang terdapat dalam UU No. 6 tahun 2014, menjadi landasan yuridis bagi pemerintahan desa untuk mengurus rumah tangganya.oleh sebab itu,Pemerintahan Desa Bandar Khalipah dalam Mewujudkan Kewenangan Desa harus mampu menghasilkan peraturan desa yang menjadi landasan maupun pedoman dalam penyelenggara pemerintahan Desa Bandar Khalipah. Penelitian ini mencoba untuk menguraikan faktor-faktor apa saja yang membuat pemerintahan desa tidak berdaya dalam membuat Peraturan desa, menganalisis mengapa faktor tersebut berpengaruh dalam membuat peraturan desa dan usaha-usaha apa saja yang dilakukan pemerintah tingkat atas dalam memberdayakan pemerintah desa untuk membuat peraturan desa. Metode yang digunakan pada penelitian ini ialah deskriptif kualitatif. Teknik pengumpulan data diperoleh dari observasi, wawancara, buku, jurnal dan media online. Analisis data penelitian ini menggunakan reduksi data, display data dan menarik kesimpulan. Terdapat temuan penting terhadap faktor yang mempengaruhi Pemerintah desa tidak berdaya dalam membuat peraturan desa yaitu :Pertama, SDM, waktu dan dana. Kedua, hal tersebut dikarenakan pemerintah kecamatan tidak melakukan pembinaan dan pengawasan terhadap pemerintahan desa.
