<p><em>Community participation at the time of the North Sumatera Governor Election is a very important aspect so that the General Election Commission uses a special strategy to increase public participation in the Gubernur Pemilihan of North Sumatera. The nature of this research is descrptive. The result of the research shows that the strategy of North Sumatera Provincial Election Commission in increasing the society participation in Sumatera Governor Election 2018 is seen from three stages namely the formulation stage shows there is clarity of socialization plan. The stage of action selection shows the implementation of sosialization to the voters segment with the methode of socialization third stage of resource allocation namely by doing technical guidance to the committee. The constraints experienced by the Election Commission of North Sumatera Province is located on the allocation of human resources is very limited in the region.</em></p>
Flood management system in Medan City is very poor, because there is no institutional coordination resulting from sectoral egos. Effective institutional coordination in urban flood management is needed. Condition is based on problem of flooding in Medan City which has not been effectively implemented, so an alternative solution for integrated urban flood management is needed. Purpose of this research is to explain implementation of flood control policies in Medan City and how coordinate flood control institutions in Medan City in Mebidangro cooperation scheme. This type of qualitative research with descriptive methods is used in this research. Primary data collection techniques with deep interviews through FGD activities with stakeholders. In addition, secondary data is collected by citing journals, books, documents, online media, and other materials support research. Data analysis techniques are carried out through data reduction activities, data display and drawing conclusions. Results showed implementation Presidential Regulation No. 62 of 2011 on flood control in Medan City has not been optimally implemented. Condition is influenced lack of understanding authority and lack of coordination between related agencies to safeguard river basins, river norms and establish primary drainage channels. In addition, coordination of Medan City flood control institution in Mebidangro cooperation scheme has been carried out in a procedural manner. However, actualization still requires visionary leadership and command to support success program.
<p>Penentuan status hara dengan analisis jaringan daun pada tanaman jeruk lebih tepat menggambarkan konsentrasi hara yang berhubungan dengan perubahan produksi. Penelitian bertujuan menetapkan daun yang tepat untuk diagnosis status hara N, P, dan K pada tanaman jeruk pamelo. Survei dilaksanakan di lahan petani jeruk pamelo Pangkep pada Bulan Maret sampai Juni 2012 dengan ketinggian tempat 17–35 m dpl., dan analisis kimia di Laboratorium Tanah Balai Pengkajian Teknologi Pertanian Sulawesi Selatan. Penelitian menggunakan 150 pohon tanaman jeruk produktif yang berumur 5–8 tahun dengan pengelolaan yang relatif seragam. Pengambilan sampel daun ketiga-empat dan kelima-enam dari terminal dengan posisi cabang bagian atas dilakukan setelah panen. Analisis daun dilakukan dengan metode semi-mikro Kjeldahl untuk N, Spectrophotometer UV-VIS untuk P, dan Flamephotometer untuk K di Laboratorium Tanah BPTP Sulawesi Selatan. Hasil penelitian menunjukkan bahwa daun ketiga-empat memiliki korelasi terbaik dengan hasil serta mengandung konsentrasi hara N rendah (1,15–1,38%), P sedang (0,11–0,20%), dan K tinggi (2,31–2,94%). Konsentrasi N, P, dan K optimum dengan produksi relatif 85% masing-masing sebesar 1,77, 0,16, dan 1,67%. Hubungan konsentrasi hara dengan umur tanaman menunjukkan korelasi yang lemah tetapi rasio daun per buah yang tinggi menunjukkan konsentrasi hara N, P, dan K yang menurun, baik daun ketiga-empat maupun kelima-enam. Hasil penelitian ini dapat digunakan sebagai pedoman dalam menyusun rekomendasi pemupukan untuk tanaman jeruk pamelo.</p>
Updating voter data is one of the most important indicators of the success of the elections in Indonesia. However, the classic problem of voter data in the city of Medan, until now, has not been resolved. This phenomenon has an impact on the constitutional rights of the community, determines the number of polling stations, the availability of ballots and the preparation of the budget. This study aims to analyze the Medan City KPU policy in updating voter data and the impact of updating voter data on participation in the 2018 elections in Medan, by referring to Edwards’ theory of policy implementation as a tool for analysis. This research uses descriptive qualitative method. Data collection techniques through in-depth documentation and interviews. Data analysis using Miles and Huberman techniques include: data reduction, data display and drawing conclusions. The results showed that voter data problems in the 2018 elections in Medan were influenced by a number of factors including: accuracy of fixed voter data, HR of the Voter Data Updating Officer and regulations that tended to be consistent without looking at other factors, such as fixed voter data deletions with very large numbers
<h1>Public policy has two main functions: budget and regulation. Similarly, the Progressive Tax Policy of Motor Vehicles regulated in the Regional Regulation of North Sumatra Province No. 1 of 2011 which began in force in 2012. This researcher uses descriptive qualitative research method. The data collection procedure used by interview, observation, documentation. Data analysis is done by data reduction, data presentation and conclusion. The results of this study indicate that the implementation of policies on the implementation of motor vehicle progressive taxes, including communication, human resources, executor attitude, and bureaucracy has been well implemented by Upt Samsat South Medan, namely: (1) Communication carried out externally by publishing a progressive tax to the public or taxpayer using print media and electronic media. (2) Human resources shall be carried out by preparing the personnel of the progressive tax service personnel of the vehicles in accordance with their respective fields of work and supported by adequate facilities and infrastructure of public services. (3) The executing attitude is carried out by Samsat employee by giving good service attitude to the taxpayers who pay the progressive tax in accordance with the operational standard of the established procedure; (4) Bureaucracy implemented implemented by simplifying the bureaucracy of vehicle tax payment service by forming working group, so taxpayers become easier in obtaining progressive tax service in Upt Samsat South Medan.</h1><br /><p class="Howtocite"><strong> </strong></p>
