Indonesia is the number one country with the highest number of Covid patients in Central Asia. This has an impact on various sectors including the education sector. In Indonesia, approximately 45 million students in Indonesia or it can be said that 3% of the total data globally, students who cannot take part in learning, the government issued a learning process policy in the midst of a pandemic, this policy determines the learning process which is usually carried out face-to-face, changes be learning online. This research uses a qualitative descriptive approach, with the type of library research, which is the collection of data related to the object of research in the form of literature or studying and deepening the literature literature books, reports and scientific journals, research results and other sources. The obstacles faced in implementing this learning method, namely the unpreparedness of students in the online teaching and learning process,Several studies have stated that not all of the teaching staff in Indonesia in various regions are equalized in carrying out the learning process online based on quality, competency in the use of communication and technology). Not only that, the weak education of the elderly to accompany students in using online media and not supported by facilities to carry out online learning. The problems in the world of education amid the Covid-19 pandemic must be a serious concern of the central and local governments.
<h1>Aim and scope that research is namely whether the election smart home program has an influence on community political participation (case studies at the Medan city electoral commission office), and to find out whether election smart home programs have an influence on community political participation (case studies at the commission office Medan city elections). The form of this study is to use descriptive research with a quantitative approach with the aim of knowing the effect of variable X (free) with variable Y (bound). This research was conducted at the General Election Commission of Medan City. While data collection is done by distributing questionnaires, interviews and observations. The results of the study showed that there was an influence between the electoral smart actions towards public political participation in the General Election Commission of Medan City. This can be seen from the calculation of R-Sqare which is equal to 0.219 or equal to 21.9%, which means that there is a relationship between the Election Smart House variable (X) on the variable Political Participation of the Community (Y). The presence of Election Smart House (RPP) in Medan City is to increase the level of community participation in the city of Medan. With the presence of the Election Smart House (RPP) in the city of Medan, it is expected that the community can come to visit as a form of community participation to answer the low level of community participation.</h1><h1> </h1>
This study aims to determine government policies that affect tourism, the role of village governments in tourism development, the relationship between village governments and capital owners and the use of traditional home homestay as Lake Toba tourism icons in Situngkir Village. The research used was a qualitative descriptive study and the location of this study was in Situngkir Village, Pangururan District, Samosir Regency. Data collection is carried out in research using observations, interviews, and documentation as data collection techniques. Based on the results of research that in the Situngkir Village there is a village government system policy that affects tourism, the role of the village government in fostering tourism in the community and maintaining the relationship of the village government with capital owners for the development progress and the economy of the community in the tourism area. In terms of the use of traditional home homestays as tourism icons that have not been maximized, which of course government policy here is urgently needed to develop the progress of tourism and the community's economy.
This research focuses on analyzing the empowerment of social institutions as village government partners in the participatory development process. The location is in Percut Village, Percutseituan District, Deliserdang Regency. The background that is used as a reference for this research begins with the understanding that the urgency of villages in development in Indonesia is so urgent. The village is given authoritative to grow and develop in line with the development of its own community. Furthermore, the village holds millions of pieces of knowledge of the virtues of life and harmony of local wisdom that should be maintained, can be recognized from the mantra of three orders, namely; ordinances, manners, and manners (Zamroni, 2017). This kind of thinking construction is important to restate in order to examine the current relationship between the village government and the community (social institutions). Social institutions as partners of the Village Government have a very strategic role; start to formulate participatory development plans, implement, control, utilize, maintain and develop participatory development, mobilize and develop participation, mutual cooperation and community self-help, and foster dynamic development of the community in the context of community empowerment. Seeing the huge role that village community institutions have, it is important and interesting that this research is carried out to see the existence of community institutions as village government partners in the participatory development process. With this research, it will provide reference data for stakeholders related to community institution empowerment. In addition, it is an academic study in public policy and provides input to the village government regarding the reference to the model of community institution empowerment as a partner of the village government in order to work together to manage development in a participatory village. As for answering the problem of this study using qualitative methods and types of research with a descriptive approach. The targeted research output is a journal article and as a follow up will create a model in the institutionalization of village community organizations.
<h1>Public policy has two main functions: budget and regulation. Similarly, the Progressive Tax Policy of Motor Vehicles regulated in the Regional Regulation of North Sumatra Province No. 1 of 2011 which began in force in 2012. This researcher uses descriptive qualitative research method. The data collection procedure used by interview, observation, documentation. Data analysis is done by data reduction, data presentation and conclusion. The results of this study indicate that the implementation of policies on the implementation of motor vehicle progressive taxes, including communication, human resources, executor attitude, and bureaucracy has been well implemented by Upt Samsat South Medan, namely: (1) Communication carried out externally by publishing a progressive tax to the public or taxpayer using print media and electronic media. (2) Human resources shall be carried out by preparing the personnel of the progressive tax service personnel of the vehicles in accordance with their respective fields of work and supported by adequate facilities and infrastructure of public services. (3) The executing attitude is carried out by Samsat employee by giving good service attitude to the taxpayers who pay the progressive tax in accordance with the operational standard of the established procedure; (4) Bureaucracy implemented implemented by simplifying the bureaucracy of vehicle tax payment service by forming working group, so taxpayers become easier in obtaining progressive tax service in Upt Samsat South Medan.</h1><br /><p class="Howtocite"><strong> </strong></p>
