Considerando que a democracia é um pressuposto dos Conselhos de Políticas Públicas, é importante que desde a sua criação, nas leis que os instituem, essa preocupação esteja presente. Por isso, o presente artigo tem como objetivo realizar uma análise comparativa das normas que regulamentam os Conselhos Municipais de Turismo [COMTUR] de Curitiba-PR e Belo Horizonte-MG, sob a ótica dos bens democráticos propostos por Graham Smith (2009). Para tanto foi realizada uma pesquisa qualitativa, pautada na análise documental de leis municipais e outros documentos relacionadas aos referidos Conselhos. Como resultado constatou-se que o Conselho de Curitiba demonstra ter normas que favorecem a institucionalização da voz, do controle popular e do julgamento ponderado. Já as normas jurídicas inerentes ao Comtur de Belo Horizonte cumprem satisfatoriamente a voz e o julgamento ponderado. Dessa forma é possível concluir que apesar de as instituições analisadas não cumprirem satisfatoriamente todos critérios, a democratização do Turismo passa pelos Conselhos e essa interação é adequadamente avaliada pelos bens democráticos. ABSTRACTConsidering that democracy is a presupposition of the Public Policy Councils, it is important that in the laws that institute them, this concern is present. Therefore, this paper aims to perform a comparative analysis of the rules that regulate the Municipal Tourism Councils [COMTUR] of Curitiba-PR and Belo Horizonte-MG, from the perspective of democratic goods proposed by Graham Smith (2009). A qualitative research was conducted, based on the documentary analysis of municipal laws and other documents related to these councils. As a result, it was verified that Curitiba Council have norms that favor the institutionalization of the voice, popular control and the weighted judgment. The legal norms inherent to the Belo Horizonte COMTUR satisfactorily fulfill the voice and the weighted judgment. It's possible to conclude that although the analyzed institutions do not satisfactorily fulfill all the analyzed criteria, the democratization of Tourism passes through the councils and this interaction is adequately evaluated by the democratic assets.
