Most people misperceive economic inequality. Learning about actual levels of inequality and social mobility, research suggests, heightens concerns but may push people’s policy preferences in any number of directions. This mixed empirical record, we argue, reflects the omission of a more fundamental question: under what conditions do people change their understanding of the meritocratic or non-meritocratic causes of inequality? To explore mechanisms of belief change we field a unique randomized survey experiment with representative populations in Australia, Indonesia, and Mexico—societies with varying levels of popular beliefs about economic inequality. Our results highlight the importance of information, perceived social position, and self-interest. In Indonesia, information describing (high) income inequality and (low) social mobility rocked our participants’ belief in meritocracy. The same information made less of a splash in Mexico, where unequal outcomes are commonly understood as the result of corruption and other non-meritocratic processes. In Australia, the impact of our informational treatment was strongest when it provided justification for people’s income position or when it corrected their perception of relative affluence. Our findings reveal asymmetric beliefs about poverty and wealth and heterogeneous responses to information. They are a call to rethink effective informational and policy interventions.
We test a key assumption underlying seminal theories about preferences for redistribution, which is that relatively poor people should be the most in favor of redistribution. We conduct a randomized survey experiment with over 30,000 participants across 10 countries, half of whom are informed of their position in the national income distribution. Contrary to prevailing wisdom, people who are told they are relatively poorer than they thought are less concerned about inequality and are not more supportive of redistribution. This finding is consistent with people using their own living standard as a “benchmark” for what they consider acceptable for others. (JEL D12, D31, H23, I31, I32)
Amartya Sen's famous study of famines found that people died not because of a lack of food availability in a country but because some people lacked entitlements to that food. Is a similar situation now the case for global poverty, meaning that national resources are available but not being used to end poverty? This paper argues that up to three-quarters of global poverty, at least at the lower poverty lines, could now be eliminated -in principlevia redistribution of nationally available resources. This paper finds that even at lower poverty lines ending global poverty by growth alone could take over 200 years. At the higher poverty lines ending global poverty by growth alone could take 300-500 years. We argue that the findings imply rationale for a stronger consideration of some national redistribution for purely instrumental reasons: to end global poverty quicker. We find that at lower poverty lines ending global poverty may now be within the financial capacities of most national governments of developing countries either in the form of potential new taxation or reallocation of existing public finances though this is not the case at higher lines. In summary, reducing global poverty at lower poverty lines is increasingly a matter of national inequality.
Vaccine hesitancy is proving to be a significant impediment to COVID-19 vaccination campaigns in some developing countries. This study focuses on vaccine hesitancy and means of reducing it. Data come from a large, representative phone survey and online randomized survey experiment, both run in Papua New Guinea, a developing country with low vaccination rates. Less than 20% of relevant respondents to the phone survey were willing to be vaccinated, primarily because of fear of side effects and low trust in the vaccine. Although vaccine hesitancy was high in the online experiment, participants who received a message emphasizing that the vaccine was safe and COVID-19 dangerous were 68% more likely to state they planned to be vaccinated than those in the control group. A message appealing to social norms was also effective in reducing vaccine hesitancy, although its efficacy was limited to certain types of people.
