The article provides an analysis of the current state of the agro-industrial complex of the Republic of Tatarstan in the digital economy. Indices of Russia’s position in readiness for the digital economy are given. The priority directions of digitalization of agriculture in the Republic of Tatarstan are described. Practical experience of implementing the elements of the digital economy in the agricultural sector of the region is given. The analysis of strengths and weaknesses, opportunities and threats in the digitalization of agriculture is presented. Measures are proposed to increase the efficiency of digital transformation in the Republic of Tatarstan.
The article discusses the features of the provision of public services in electronic form. The dynamics of the provision of public services in the Republic of Tatarstan is given. A review of the existing methodologies for assessing the quality of the provision of electronic public services is given. The authors' methodology for assessing the quality of the provision of state and municipal services in electronic form is proposed. An authorized executive body has been identified which is responsible for organizing the assessment of the quality of services. Formulas of individual indicators of the technique are developed. As an example, the assessment of the provision of the public service "Providing information obtained in the course of accounting for reclaimed land" is calculated. A polygon of the effectiveness of the provision of state and municipal services in electronic form is proposed. Measures to eliminate identified deficiencies in the provision of services are proposed. The authors make the conclusion about the importance of assessing the quality of services and the relevance of the proposed methodology.
The article is devoted to research into the phenomenon of the Tatar literary critical thought in the context of evolution of the Tatar culture amidst Western and Eastern philosophies. The authors proceed from the analysis of the genesis of the Tatar literary critique and highlights bifurcation assembly points, i.e. contribution of certain authors of the early XX century (1906)(1907)(1908)(1909)(1910)(1911)(1912)(1913)(1914)(1915)(1916)(1917)(1918)(1919)(1920) into the development of the literary critique as one of the branches of literary studies essential for the development of the literary process as a whole. The evolution of the scientific concept of the national literary critique is traced back to numerous factual materials pertaining to different types and genre of literary critical thought of such renowned national authors as S.
The research was carried out in order to study the state of human resource development in agriculture of the Republic of Tatarstan, the current causes and factors affecting the training of personnel and the provision of them in the industry. The work was carried out on the basis of data from the state statistics bodies, the Ministry of Agriculture and Food of the Republic of Tatarstan, as well as the results of their own observations and surveys. In 2015-2019, the number of employees in agricultural enterprises of the republic decreased by 5.9 %. The largest decrease during this period occurred in such professions as tractor drivers (by 24.3%), machine milking operators (25.5%), pig workers (26.3 %) and sheep workers (57.5 %). In general, the number of people employed in agriculture decreased by 34.5 thousand people, which, on the one hand, was the result of the processes of consolidation and automation of production, on the other, due to the ongoing urbanization. In the last 5 years alone, the city's population has grown by 3.6 %, while the rural population has decreased by 0.6 %. There are also problems in the higher education system. Today, about 25 % of the chief specialists (agronomists, veterinarians, accountants) do not have a higher education. There is an increase in the number of bachelor's degree students in the humanities and social areas to 37.5 and 32.7%, respectively, with the share of graduates in agricultural areas of training about 3 % of all graduates. According to the authors ' personal opinion, the increase in the active load on university teachers, as well as their distraction from the main educational classroom work, as well as the lack of professional standards in agricultural specialties that take into account the specifics of the industry, do not contribute to the training of competent specialists
The paper touches upon the relevant issue connected with the processes of digital transformation of the modern economy of the country. It describes the current state of development of informatization of rural areas and provides data on the use of information and communication networks in households of the Russian Federation, including urban and rural settlements. The data on the skills of working with a personal computer are analyzed by types of settlements of the Russian Federation. It is concluded that it is necessary to improve the computer literacy of rural residents of the country. As an example, it is proposed to use educational resources for mastering digital skills. A comparative analysis of the use of the Internet by urban and rural residents, including during the provision of electronic state and municipal services, is carried out. The fact of the presence of a digital inequality in the use of the network between cities and the villages is established. The factors of the formation of the digital divide between urban and rural population when receiving state and municipal services in electronic form are determined. The main reasons for the refusal to use the Internet for remote interaction of rural residents with public authorities during the provision of public services are found. The measures for the popularization and expansion of the system for the provision of electronic state and municipal services among rural population are proposed. As additional measures, the authors give recommendations to use the premises of local self-government bodies in rural areas as free access points to the Unified Portal of State and Municipal Services of the Russian Federation. The main direction of popularizing electronic interaction between rural population and state authorities is to conduct specialized digital literacy courses when receiving state and municipal services. It is proposed to scale up these courses at the regional and federal levels.
