National inventories of anthropogenic greenhouse gas (GHG) emissions (implementation of the National Communications) are organized according to five main sectors, namely: Energy, Industrial Processes, Agriculture, Land-Use Change and Forestry (LUCF) and Waste. The objective of this study was to review and calculate the potential of greenhouse gas mitigation strategies in Brazil for the Agricultural and LUCF. The first step consisted in an analysis of Brazilian official and unofficial documents related to climate change and mitigation policies. Secondly, business as usual (BAU) and mitigation scenarios were elaborated for the 2010-2020 timeframe, and calculations of the corresponding associated GHG emissions and removals were performed. Additionally, two complementary approaches were used to point out and quantify the main mitigation options: a) following the IPCC 1996 guidelines and b) based on EX-ACT. Brazilian authorities announced that the country will target a reduction in its GHG between 36.1 and 38.9% from projected 2020 levels. This is a positive stand that should also be adopted by other developing countries. To reach this government goal, agriculture and livestock sectors must contribute with an emission reduction of 133 to 166 Mt CO 2 -eq. This seems to be reachable when confronted to our mitigation option values, which are in between the range of 178.3 to 445 Mt CO 2 -eq. Government investments on agriculture are necessary to minimize the efforts from the sectors to reach their targets. This work presents the SEEG platform, a 46-year long dataset of greenhouse gas emissions (GHG) in Brazil (1970–2015) providing more than 2 million data records for the Agriculture, Energy, Industry, Waste and Land Use Change Sectors at national and subnational levels. The SEEG dataset was developed by the Climate Observatory, a Brazilian civil society initiative, based on the IPCC guidelines and Brazilian National Inventories embedded with country specific emission factors and processes, raw data from multiple official and non-official sources, and organized together with social and economic indicators. Once completed, the SEEG dataset was converted into a spreadsheet format and shared via web-platform that, by means of simple queries, allows users to search data by emission sources and country and state activities. Because of its effectiveness in producing and making available data on a consistent and accessible basis, SEEG may significantly increase the capacity of civil society, scientists and stakeholders to understand and anticipate trends related to GHG emissions as well as its implications to public policies in Brazil.
Food systems (FSs) emit ~ 20 GtCO2e/y (~ 35% of global greenhouse gas emissions). This level tends to raise given the expected increases in food demands, which may threaten global climate targets. Through a rapid assessment, evaluating 60+ scenarios based on existing low-emission and carbon sequestration practices, we estimate that intensifying FSs could reduce its emissions from 21.4 to − 2.0 GtCO2e/y and address increasing food demands without relying on carbon offsets (e.g., related to afforestation and reforestation programs). However, given historical trends and regional contexts, a more diverse portfolio of practices, including diet shifts and new-horizon technologies, will be needed to increase the feasibility of achieving net-zero FSs. One likely pathway consists of implementing practices that shift food production to the 30th-percentile of least emission-intensive FSs (~ 45% emissions reduction), sequester carbon at 50% of its potential (~ 5 GtCO2e/y) and adopt diet shifts and new-horizon technologies (~ 6 GtCO2e/y). For a successful transition to happen, the global FSs would, in the next decade (2020s), need to implement cost-effective mitigation practices and technologies, supported by improvements in countries’ governance and technical assistance, innovative financial mechanisms and research focused on making affordable technologies in the following two decades (2030–2050). This work provides options and a vision to guide global FSs to achieving net-zero by 2050.
Since 2013, clearing rates have rapidly increased in the Amazon and Cerrado biomes. This acceleration has raised questions about the efficacy of current regional public and private conservation policies that seek to promote agricultural production while conserving remnants of natural vegetation. In this study, we assessed conservation and agricultural outcomes of four potential policy scenarios that represent perfect adherence to private sector, zero-deforestation commitments (i.e., the Amazon soy moratorium—ASM and the Amazon cattle agreements—CA) and to varying levels of implementation of the Brazilian Forest Code (FC). Under a zero-clearing scenario, we find that the extent of croplands as of 2017 within the two biomes (31 MHa) could double without further clearing if agriculture were to expand on all previously cleared land that is suitable for crops. Moreover, at least 47 MHa of land that is already cleared but unsuitable for crops would remain available for pasture. Under scenarios in which only legal clearing under the FC could occur, 51 MHa of additional natural vegetation could be cleared. This includes as many as 1 MHa of nonforest vegetation that could be cleared in the Amazon biome without triggering the ASM and CA monitoring systems. Two-thirds of the total vegetation vulnerable to legal clearing is located within the Cerrado biome, and 19 MHa of this land is suitable for cropland expansion. Legal clearing of all of these areas could reduce biodiversity persistence by 4% within the two biomes, when compared with the zero-clearing scenario, and release up to 9 PgCO2e, with the majority (75%) coming from the Cerrado biome. However, when we considered the potential outcomes of full implementation of the FC, we found that 22% (11 MHa) of the 51 MHa of vegetation subject to legal clearing could be protected through the environmental quotas market, while an additional 1 MHa should be replanted across the two biomes, predominantly in the Amazon biome (73% of the area subject to replanting). Together, quotas and replanting could prevent the release of 2 PgCO2e that would otherwise be emitted if all legal clearing occurred. Based on our results, we conclude that ongoing legal clearing could create additional space for cropland and cattle production beyond the substantial existing stocks of cleared areas but would significantly impair local carbon and biodiversity stocks.
