This article aims to scrutinize the extent of participation of Indigenous Papuan Women in the Skouw Border Market and the challenges they encounter. The Skouw market contributes to Indonesia’s economic development where Indigenous Papuan traders and Nusantara traders (non-Papuans) are the drivers. This study adopted qualitative research, while primary and secondary data were collected through interviews, observations, and library research. By using an Indigenous feminism approach, this article demonstrates several points: 1) the participation of indigenous Papuan women in the Skouw market is pretty deficient compared to Nusantara traders, thereby providing guidance and initial capital from the government to enable Papuan women is required; 2) commodities sold by Indigenous Papuan women should be expanded – not only focusing on farming products but need to sell commodities similar to those of Nusantara traders; 3) if indigenous Papuan women continue to face marginalization and get limited access to the Skouw market, this could be seen as a new form of colonization for Papuan women. Although many studies have been carried out on the living conditions of Papuan refugees in Papua New Guinea, little is known about what happens to them once they have been repatriated to the Indonesian province of Papua. This study seeks to fill this void. By focusing on two areas of repatriants’ settlement in Papua Province (Kwimi village of Keerom and Nasem village of Merauke), this article examines their living conditions in the post-repatriation period and identify ways in which the Indonesian government can improve its repatriation program. Data were gathered through focus group discussions, observation, and library research between the second and third week of December 2021. This research, based on a qualitative descriptive approach, found that Papuan repatriants faced difficulties adjusting to life after repatriation. Among their challenges are reintegrating into the community, finding employment, funding their children’s education, gaining livelihoods, and clashing with land settlements. These difficulties stem from the government’s inability to provide proper assistance to repatriated individuals within the first five years of their settlement, which results in challenges for them during the reintegration process. This research also offers recommendations for Indonesia’s central and local governments to formulate a coordinated policy in handling repatriants; develop a project plan in the first five years covering the principles of safety, protection, mentoring, empowerment; and consider the repatriation issue in the country’s best interest. The issue of humanitarianism in international relations is a vital topic to probe deeper. Activist groups, individuals, and institutionalized groups or organizations, such as the United Nations International Children's Emergency Fund (UNICEF), have been carrying out humanitarian actions in Papua. UNICEF has been around for a long time in Papua, running several programs, including children's education program in Papua. However, education in Papua remains relatively low due to high rates of illiteracy and school dropouts, and poor literacy. This research explains that international organizations working in the humanitarian field can carry out the basic principles of humanitarianism, specifically, how UNICEF's programs adhere to these principles during the Covid-19 era. Direct interviews and secondary data collection were conducted in this qualitative descriptive research. The results show that UNICEF, as an international humanitarian organization, managed to uphold four basic principles in carrying out its role, particularly in improving the quality of education in Jayapura City. However, the Covid-19 pandemic has posed such obstacles to UNICEF related to donors, program implementation, and personnel that the practiced humanitarian principles became blurred and somewhat questionable. While the best practice promotes faithful adherence to the basic principles of humanity, it is undeniable that almost all organizations cannot exist without assistance from third parties which would ignore the principle of impartiality.
