PurposeIn responding to global issues of creating sustainable development, the Indonesian government has enacted regulations (i.e. Ministry of Public Works and Housing No. 05/PRT/M/2015) on the implementation of sustainable construction in infrastructure project execution. The purpose of this paper is to evaluate the means of implementing sustainable principles in the execution of infrastructure projects in Indonesia by the main construction service providers and their partners. A lesson-learned is presented as a source of knowledge to underpin the extensive implementation of sustainable principles in the construction of infrastructure projects leading to an integrated approach in creating a sustainable infrastructure that fulfills the requirements of sustainable development.Design/methodology/approachThe method used is questionnaire surveys with Indonesian construction practitioners who are working on building construction, road and bridge construction, water facilities construction and house and settlement construction.FindingsFrom the results, the practices of sustainability principles by construction service providers in infrastructure project execution are imperative from the project procurement phase. The evaluation continues to the phase of construction project execution, which reveals the inconsiderable performance of sustainability indicators due to current constraints on the implementation of sustainability principles.Originality/valueThis research looks into the existing gaps between sustainable construction principles and their practical implementation in Indonesian infrastructure projects. This will foster a holistic approach in the practice of undertaking sustainable procurement processes, thus reinforcing project management techniques in the phase of sustainable construction project execution. This also strengthens the interrelated roles and responsibilities of project stakeholders by taking into account principles of safety, balance and the harmony of infrastructure and the environment.
Penerapan sistem mutu/ sistem manajemen mutu (SMM) pada penyelenggaraan konstruksi telah menjadi salah satu persyaratan bagi para kontraktor agar layak mengikuti pelelangan proyek-proyek infrastruktur di Indonesia. Seiring upaya para BUJK kualifikasi K, M, dan B mengembangkan dan menerapkan sistem mutu secara efektif, masih terdapat hambatan yang mengakibatkan sistem mutu perusahaan kontraktor belum maksimal diterapkan sehingga belum menerima manfaat yang maksimal pula. Studi ini bertujuan mengevaluasi hambatan-hambatan yang signifikan dialami oleh para BUJK kualifikasi K, M, dan B dalam menerapkan sistem mutu/SMM ISO 9001, serta mengevaluasi jika terdapat perbedaan hambatan yang signifikan. Metode penelitian yang digunakan adalah kuantitatif menggunakan survei kuesioner, yang melibatkan 102 profesional BUJK di daerah Provinsi Sulawesi Utara. Hasil studi memaparkan dalam masa satu dekade menerapkan sistem mutu, perbeadaan hambatan yang signifikan diantara ketiga kualifikasi kontraktor yaitu, kontraktor K memahami SMM sebatas memenuhi persyaratan pelanggan proyek, dan pemeriksaan mutu berkala proyek yang sementara dikerjakan belum sesuai dengan prosedur. Kontraktor M mengalami kendala atas komitmen manajemen untuk menyediakan biaya khusus pengembangan SMM, biaya pelatihan dan promosi, dan kendala mengendalikan kegiatan proyek agar memenuhi target waktu dan biaya. Kontraktor B tidak mengalami hambatan signifikan penerapan SMM, namun berupaya agar penerapan SMM bermanfaat mengurangi biaya operasional. Hasil studi bermanfaat bagi para BUJK untuk menetapkan strategi dan skala prioritas dalam mengatasi hambatan, serta secara bersama-sama saling koordinasi untuk meminimalisir hambatan implementasi SMM.
Sectoral development activities, lack of standards on eco-systematic approach, prioritizing short-term outcomes, and ignoring the holistic and comprehensive prospects of sustainability have led to environmental degradation. Therefore, the Indonesian government has realized the importance of implementing sustainable development concepts in every phase of infrastructure project life-cycle. This paper reviews the existing government regulations on sustainable construction implementation guidelines, which underlie the execution of infrastructure project throughout five phases of project life-cycle, namely (1) programming, (2) technical planning, (3) construction execution, (4) utilization, and (5) demolition. A relook at existing regulation in term of providing more technical concepts on implementing the sustainable principles throughout the infrastructure project life-cycle is necessary to help both the construction services users and providers in implementing sustainable construction principles in Indonesia. The outcome of this review can serve as a guide to develop a technical concept for the implementation of the sustainable construction in infrastructure projects in order to create sustainable development in Indonesia.
Likupang is one of the national tourism development areas and has been designated as a special economic zone (SEZ). It makes Likupang as the central development of infrastructure such as: Hotels, Resorts and Private Docks. In the SEZ development, several obstacles were found, including the implementation of sustainable construction regulations based on the Minister of Public Works and Public Housing Number 05/PRT/M/2015. These development activities will certainly cause problems in both economic and environmental aspects when sustainable development management is not carried out. This study is an effort to create infrastructure development by using Sustainable Development Construction Approach that supports the development of the Likupang SEZ. This paper is one of the stages of research that will report the results of literature review and conceptual framework as well as the stages that will be carried out from the research. The research result descriptionis the formulation of the application of model concept of sustainable development which will be input to all stakeholders, both government and private sector, in the development of the Likupang SEZ.
Tingkat produktivitas tenaga kerja merupakan salah satu faktor yang menentukankeberhasilan suatu pelaksanaan proyek khususnya dalam bidang industri jasa konstruksi. Salahsatu cara untuk mengadakan pengukuran tingkat produktivitas tenaga kerja yaitu denganmengadakan penelitian besarnya tingkat LUR(Labour Utilitation Rate) dari masing-masingpekerja. Tujuan penelitian ini adalah (1)untuk mengukur produktivitas kerja tukang padapekerjaan pasangan dinding bata ditinjau dari segi waktu efektif tukang bekerja dalam 1 harikerja (2)untuk mengetahui luasan dalam m2 yang dihasilkan oleh tukang pada pekerjaanpasangan dinding bata, dalam beberapa kondisi kerja yaitu : a)Pekerjaan dilakukan sendirioleh tukang, pada ketinggian 0-1,5m, dalam 1 hari kerja. b)Pekerjaan dilakukan oleh seorangtukang dibantu oleh seorang pekerja, pada ketinggian 0-1,5m, dalam 1 hari kerja. c)Pekerjaandilakukan oleh 1 tukang dibantu oleh seorang pekerja, pada ketinggian 1,5m–3,0m, dalam 1hari kerja.Penelitian ini terdiri dari enam tahap yaitu tahap studi literatur termasuk jurnal dan artikelyang relevan, tahap survey lapangan, tahap penentuan subjek dan objek pengamatan, tahappengambilan data, tahap pengolahan data. Dari hasil perhitungan dan analisis data diperolehjumlah waktu efektif dan jumlah luasan dalam m2 yang berbeda antara pekerjaan pasangandinding bata yang dilaksanakan seorang tukang dan pekerjaan yang dilakukan oleh tukangdibantu seorang pekerja.
