Ленина, 28, 400005 г. Волгоград, Российская Федерация Аннотация. В работе обоснована актуальность изучения различий уровня фи-нансовой грамотности и практик финансового поведения у мужчин и женщин. Проде-монстрированы подходы к определению понятия «финансовая грамотность», широко используемые в зарубежных исследованиях. Аргументирована необходимость изуче-ния процессов формирования финансовой грамотности в ходе социализации, обоснова-на необходимость оценки роли и задач мужчин и женщин в этих процессах. Предложе-ны различные уровни финансовой грамотности с точки зрения этапов социализации: а) активная, пассивная; б) развитая, неразвитая; в) сформированная, несформирован-ная. Предложенные уровни сведены в единую схему. Выполнен обзор российских и зарубежных исследований, направленных на изучение гендерных особенностей финан-сового поведения и финансовой грамотности. Выявлена недостаточность проработан-ности данной проблематики, отсутствие российских исследований по гендерным осо-бенностям финансовой грамотности. Исследования, выполненные в разных странах мира (Бразилия, Великобритания, Китай, Малайзия, Новая Зеландия), фиксируют сре-ди мужчин более высокий уровень финансовой грамотности, более ответственные фи-нансовые решения, принимаемые ими, более широкий спектр финансовых возможнос-тей, им доступный. Introduction. The large-scale work to improve the financial literacy of the population of Russia, initiated by the leadership of the country in 2011, has enhanced the developments aimed at studying the peculiarities of the financial behavior of the population of individual regions. The purpose of the study is to resolve the contradiction between the irrational financial behavior of people living in the Republic of Kalmykia, described by scientists and journalists, and the results of a nationwide sociological study, according to which Kalmykia is among the regions with a high level of financial literacy. Materials and Methods. The results of the nationwide sociological study ‘Financial Literacy Ranking of the Regions of Russia 2018’ and the official statistics from the websites of the Russian Federal State Statistics Service (Rosstat) and the Bank of Russia formed the information base of the conducted study. In terms of methods, tools for time series analysis were used. Results. A detailed analysis of the statistical data describing the financial behavior of the population of the Republic of Kalmykia has been performed, namely: per capita income of the population, the volume of loans granted to individuals, the share of overdue loans and the volume of deposits made by individuals. A negative ratio has been revealed between the value of loans provided to individuals in the region and the volume of deposits made by them. A conclusion has been drawn that it is necessary to study the reasons for such irrational financial behavior of the population of the Republic of Kalmykia and to develop effective measures to improve financial literacy. Discussion and Conclusion. The irrationality of the financial behavior of the population of the Republic of Kalmykia has been objectively confirmed by the dynamics of statistical indicators characterizing the levels of the loan debts and savings. At the same time, an analysis of financial literacy ranking results has shown that the Republic of Kalmykia received a high ranking due to a higher level of use of the Internet banking services and plastic cards, however, a low level of savings activity and a high level of trust in banks in the Republic of Kalmykia have also been confirmed. The results obtained can be used in the development of financial education programs for residents of various regions with similar problems.
Slowing economic growth, failures of a number of reforms, and rising social tensions are problems encountered in many countries. K.V. Rudy, assistant to the President of the Republic of Belarus for economic issues (2013–2016), brought together a number of leading scientists of the Republic of Belarus and attempted to analyze the failure of the economic policy implemented by him during his public service. As one of the main reasons that the reform of the Belarusian economy could not be carried out according to the planned plan, he calls the culture of Belarusians and offers his view on the cultural matrix of Belarus. The monograph also offers a solution to the identified problem through decoding the economy by changing the cultural matrix, which should proceed in three directions: economic, institutional and socio-logical. The authors see economic decoding in improving the investment climate in order to attract foreign investment; institutional decoding – in changing existing economic, social and innovative development institutions; socio-logical decoding – in using educational paternalism through improving the education system, socio-political transformation by means of nudge ("nudge") and the renewal of the political system, which implies a multi-party system. Discussing the experience of a particular country, the authors of the monograph touch on an important topic of studying the influence of culture on the economy. The history of research on the relationship between economy and culture is rich, but the materials of the post- Soviet countries are of an isolated nature. The review discusses methodological issues that are fundamentally important in the organization of such research and substantiates the relevance of scientific analysis of this topic on the example of Russia.
The article discusses the key points of the sociological study of the symbolic space of the city of Izhevsk, performed by T. A. Vlasova and K. N. Obukhov in 2019-2020 and the results, which the researchers have designed in the form of a monograph. When studying the problems of urban development, T. A. Vlasova and K. N. Obukhov managed to get away from the dry bureaucratic language inherent in official documents and reports, and create a «living» picture of the modern Russian city of Izhevsk, reflecting the opinion of the expert community living in this city and ordinary citizens. At the same time, the book contains a lot of «fairy tales», a thoughtful acquaintance with which can be useful both for scientists specializing in the study of the city and urbanism, and for practitioners implementing projects of urban improvement and the formation of the city's brand.
