The authors of the paper set the goal of examining the theoretical aspects of migration and showing the relationship between the influence of this social phenomenon on the political processes of the state and state policy in general. The authors highlight the main interdisciplinary approaches to the definition of the term “migration” with the aim of concretizing it in political science within the framework of the study. The study also answers the question of the relationship between "policy" and "politics" within a migration policy by comparing "state migration policy" and "migration policy", concerning which there is a different interpretation. The object of research is migration. The subject is migration policy and state migration policy. The topic is relevant because in the early 2000s migration acquired a new global scale under the influence of many heterogeneous factors often caused by adverse economic, social and socio-psychological conditions, as well as military conflicts of an interreligious and ethnopolitical nature. The research uses systemic, comparative, institutional, and ethnopolitical approaches. The systematization of approaches presents the scientific novelty to the definition of migration, as well as by the mutual influence of migration processes and political and administrative decisions.
The purpose of this scientific article is to determine the characteristics of youth socio-political organizations that act as an actor in public policy. The authors established the arachaism of the approach that differentiates youth associations according to the territorial criterion. The article analyzes such a significant feature as the influence of youth organizations on political processes, including the processes of making government decisions. Conclusions. In the political science sense, a youth organization as a participant in political relations at the domestic or international levels has certain properties. The authors refer to them as: representing the interests of youth groups; availability of a resource base; participation in political communication; the desire to influence government decisions. But the differences between youth organizations are limited to the scale of influence and to the subject of political relations. The authors state that the presence or absence of resources is not a determining criterion for the recognition of a public organization as an actor of public policy. In this interpretation, the ability of a public association to formulate and express its own interests, and not the implementation of the will of another political actor (for example, a political party or state), acquires significance.
This article explores the features of the implementation of individual parliamentary rights by members of the Federation Council, the upper house of the Russian legislative assembly. The relevance of the study is since in recent years there has been a transformation in informal practices of political influence on parliamentarians. In this sense, the object of the study was the analysis of individual legal norms, the regulations of the Federation Council and the practice of holding parliamentary hearings. The authors focused on the negative consequences expressing the responsibility of senators, considering the ambiguous statutory regulation of such measures in modern Russian politics. During the development of the scope of activities carried out by the upper house of the Federal Assembly, the reasons by which its members could lose their powers were significantly expanded. By way of conclusion, it was noted that, despite the rarity of the application of such sanctions, the authors recorded a systematization of forms and measures of responsibility used for political purposes. Such tendencies create artificial barriers to the implementation of certain senatorial powers and acquire a political character.
This paper discusses the features of the political rights of ethnic minorities in individual European states. The relevance of the study is due to the fact that this institution is undergoing its transformation. In connection with this fact, object of research in the paper is the analysis of individual international and constitutional acts. The emphasis on ethnic minorities in revealing the essence of political rights is by no means accidental. Legislative registration as a state recognition of the rights of ethnic minorities is a prerequisite for combating discrimination and, at the same time, protecting small groups of people. Therefore, the policy in the field of these rights is a socially significant reality recognized today by the international community. It is the result of ethnosocial consensus. The assertion that the political rights of ethnic minorities are universally recognized is often accompanied by arguments based on modern international norms. But when referring to the main international acts, this issue does not look as clear as it is presented in a number of scientific studies. It does not at all follow from these international acts that these rights belong only to ethnic groups. The term “people” is interpreted as a community of citizens residing both in independent states and in dependent territories. Thus, it is not entirely clear whether a particular European state is obliged to exercise these rights in relation to a single ethnic group, since these international documents do not directly contain such an obligation.
