With China's economic development and international competition intensifications, the society requires for talents from number requirements into the quality requirements, especially. Complex and high-class trend of modern industrial development demands compound talents. There are eight majors in college of the economics and management in Changchun University of Science and Technology, so it is an urgent for the university how to cultivate compound talents of high-quality. In September 2012, new "University undergraduate course catalog" and "University Undergraduates professional setting regulations" issued by the Ministry of Education of the People's Republic of China require all universities to amend the training programs to further promote the reform of education. To some extent, the quality of talent training is determined by talent training model. In view of this, the training program revision is discussed in the paper. By Surveying universities and enterprises, based on needs of local economic and social development, considering university conditions, cultivating complex talent as a basic orientation, three-dimensional training model is constructed that merge imparting knowledge, culturing capacity, improving quality. The following aspects are included to revise training program: professional orientation and characteristics of training objectives, training standard, curriculum systems (theoretical teaching systems and practice teaching systems).

It is the consensus of the Chinese enterprises to focus on the sustainable development of enterprises and society and emphasize responsibility and contribution. Compared with the large and medium-sized enterprises, the small and medium enterprises (SME) have fulfilled certain social responsibility and played an irreplaceable role in promoting economic growth, increasing employment, technological innovation and social harmony and stability. However, there are some problems for corporation of China to fulfill their social responsibilities that the paper will discuss, then put forward the measures how to strengthen social responsibility fulfillment.

As is shown in the latest achievements in scientific research and major developed countries' relevant experience, industry-university-research strategic alliance serves as a crucial way to improve independent innovative ability. With such alliance being an important path to achieve independent innovation and innovative system with Chinese characteristics, government is expected to enhance its policy guidance and create favorable policy environment during industry-university-research cooperation.Keywords: Industry-university-research, Strategic alliance, Policy suggestions Industry-university-research alliance is an organizational form of three fields' cooperation with enterprises taking the dominance, a new cooperation pattern relying on knowledge, technology and information interaction as its major means as well as an effective way for the combination of economics and technology and for economy guided by science and technology. During the process of promoting the cooperation among the three sides and constructing industry-university-research strategic alliance, government's guidance role has to be exerted to produce more and better policy suggestions for the innovation and development of such alliance.

China is the world first country to produce cement. It is necessary for concrete construction project to implement environmental impact assessment according to national legal requirements. Applying the theory of the environmental impact assessment and environmental impact laws and regulations ,based on engineering analysis and environmental status investigation and evaluation, the paper studies on environmental impact assessment about technological transformation project of X Corporation and analysis and forecast the extent and scope of the environmental impact on the area where the technological transformation project is located, to put forward possible preventive measures and mitigation measures in order to minimize the adverse impact which provides the scientific basis for environmental management department decision-making.
