The main responsibilities of vice presidents and ministers were revised under the title of "Vice Presidents, Deputies for the President and Ministers" in Article 106 of the Constitution with the help of the revision of 2017 Constitutional amendment.Parallel to this, the responsibility of vice presidents and ministers has been perceived under three head topics such as political, criminal and legal liability. About those who are liable for the President in terms of political responsibility vice president and ministers, the criminal liability mechanism tasks to be performed by the Grand National Assembly of Turkey allegedly committed crimes relating to voting after, can be operated with the judge, upon receipt of referral decisions to the Supreme Court and will be held here. Vice-presidents and ministers benefit from the provisions on legislative immunity in crimes not related to their duties. One and for all, the subject has been tried to be explained according to general provisions in terms of legal liability. We use a descriptive and discursive methodology in which we mainly review primary and secondary resources within the framework of critical analysis in this study.
One of the most important problems of the countries that have just proclaimed the democracy and are governed by democracy is being experienced at the point of preference for the government system within the process of the third wave of democracy. With the transition to the Presidential System of Government, the existence of the Council of Ministers was ended and the Executive Power has been left to the discretion of the President. Neverthless, in the new system, ministers who have a different position than those in the Parliamentary system keeps going on. In our study, I will try to explain the tendency to strengthen the President within the position of Executive authority during the transition to the Presidential Government System, the reasons for the abolition of the Council of Ministers and, based on these reasons, to hit the target that is appropriate to abolish the Council of Ministers.
This study was initiated by 7-hydroxy-4-methylcoumarin 1 synthesis according to the Peckmann reaction with resorcinol and ethylacetoacetate. This compound was converted into 8-formyl-7-hydroxy-4methylcoumarin 2 by the Duff reaction. This aldehyde obtained was reacted with 6-amino-1,4benzodioxane and 2-amino benzamide, which have their specific biological activities, to synthesize the original two novel compounds. While 3 (7-Hydroxy-4-methyl-8-[(2,3-dihydro-1,4-benzodioxin-6yl)iminomethyl]-2H-1-benzopyran-2-one) is obtained as a coumarin schiff base, ring closure was observed at 4 (2-(2'-Hydoxy-5-methyl coumarin-1-yl)-2,3-dihydro quinazoline-4(1H)-one). Our compounds are thought to exhibit biological activity. Their structures were identified by IR, 1 H NMR, 13 C NMR, MS analysis.
