This study was aimed to develop a Model of Management Capacity Building for Improving The Quality of Elementary School in Bandung, West Java. The research method used the research and development prosedure and the main stages were: a preliminary study, development of the design and the product model, expert analysis judgment, operational testing, validation testing through pre-experiment, and product dissemination. The model developed consisted of six components, i.e. vision, skills, resoures, insentive, action plan, and partnership. The study revealed that this model had a significant influence on improving the quality of education through capacity building school management in an integrative model of partnership between school, university and ministry of education.
The main objective of this research was to depict school as professional learning community (PLC) as a way of continuous professional development (CPD). In this research, case study is used with 4 stages namely: (1) pre-field; (2) field work; (3) data analysis, and (4) evaluation and reporting. The findings of this research indicated that the elements of PLC construction covered commitment, responsibility, usefulness, collaboration collegial, as well as school culture and climate. In school, PLC is formed as a parallel group of teachers dealing with formal and informal forms of activities, having coordinators, focusing themes on improving the quality of teaching-learning services, teacher participation, and internal and external sources. The impacts of PLC on teachers included increasing self-reflection and self-renewal capacities, understanding characteristics, developing potentials, and improving the quality of teaching-learning services. Meanwhile, the role of the principal in this PLC was not only as an instructional leader but also as a motivator and a facilitator. The conclusion of this research states that PLC was able to promote CPD which led to the improvement of teaching-learning service quality. Furthermore, this research suggested a reinforcement of PLC characteristics; a need of schools to be PLCs; an improvement of teacher qualified and teaching-learning service; required integration and synergy of internal and external school resources; providing understanding to the teacher by school principal, the development of school's structural and cultural conditions, establishment of cooperation with various parties, and local governments willingness to take a big role in teacher development.
The purpose of this study was to analyze the effect of managerial competence and supervision on teacher performance. In this study, the research method used by the author in this study is an empirical study method, namely research on empirical facts obtained based on observation and experience. The sample in this study were all teachers at three SMPN Banjaran with the technique of taking it by census, that is, the entire population was used as the research sample. The analysis technique used in this research is correlational. Managerial competence based on the results of hypothesis testing statistically shows a positive and significant effect on teacher performance. Principal supervision activities based on the results of statistical hypothesis testing showed a positive and significant effect on teacher performance. Managerial competence and supervision of principals based on the results of statistical hypothesis testing simultaneously show a positive and significant effect on teacher performance
In many schools, the vision mission just "exist" and not become a guideline especially implementation of learning. The school just execute school routine without knowing the meaning of implementation. This is unfortunate, because the vision and mission is a unique destination that covers the activity and can be utilized as the power of quality of the service organization. How is the capacity of school management in developing the vision and mission? The goal of the research is to describe and analyze the capacity of school management in developing the vision and mission. This study used a qualitative approach with case studies. Data collection methods used are interviews, observation, and study of the document/artifact. The validity of the data is done with credibility, transferability, dependability, and confirmability. The results shows that schools which establish vision and mission based on noble values of the founders have a strong base for the development.
