This methodology is based on the selection of indicators reflecting the availability, level of investment and efficiency of the following types of resources: labor resources, fixed and circulating funds, agricultural land area. To bring the system of heterogeneous indicators to a single basis, the normalization procedure is applied. An integral assessment is formed for each group of indicators, and then, by simple summation, an integral assessment of the resource potential. To consider the dynamic processes of the resource potential and its impact on the production and commercial economic results of agricultural entities, it is proposed to take into account the average annual growth rates of the entire resource potential of the territory, its functional components, as well as revenue from sales. This allows you to assess the degree of sensitivity (elasticity) of income for the main activity to a change in the level of use of a particular type of resource. At the end of this methodology, the distribution of territories by the level of elasticity of revenue from products' sales and the aggregate integral indicator of the resource potential of the territories is given. The calculations made it possible to group the Kurgan region's districts according to the final indicator and thereby form a "map" of the investment attractiveness of these territories. Food supply is the most important component of the life support system and indicator of the population quality of life [1, 2]. In the scientific work, the assessment of the food supply level of the region was carried out, using the example of the Saratov region. The authors have identified the dynamics of indicators characterizing the food security of the region: acreage, livestock and poultry population, cost of agricultural products produced, cost of importing food and agricultural raw materials. The production dynamics of certain types of products, their production and personal consumption, as well as losses by volume are considered. With the help of these indicators, the level of self-sufficiency of the Saratov region with food resources of its own production is determined. The dynamics of the staple food consumption and the diet compliance with the recommended norms in kilograms per person per year are considered. The consumption by residents of the Saratov region of such types of food as potato, meat and meat products, vegetables, milk and dairy products does not comply with scientifically established medical standards, which causes a high share of imported products in actual food consumption and threatens the food security of the region.
The private consumption issue is classified as a global one. The urgency of the problem considered is due to the dramatic quantitative, qualitative and structural changes in the system of needs of the Russian population; a reduction in the level of financial resources of the predominant part as well as increased differentiation in terms of consumption between social groups. We consider the dynamics of changes in rational rates of food consumption on average per year by the Russian population from 1960 to 2020, as well as the actual values of consumed food and durable goods for 2018-2020. We have calculated the differentiation coefficient of food consumption based on the comparison of the food consumption by population groups, depending on the level of well-being. The dynamics of the monetary income of the Russian population for 2016-2020 is given. The structure of monetary income is presented. The largest share of it falls on the remuneration of employees.

Oil flax was a less common crop, but its cultivation is of great interest.In recent years, worldwide interest in the use of flaxseed oil has increased due to its healing properties and high content of linolenic acid. Flaxseed oil removes cholesterol, improves the metabolism of proteins and fats, normalizes blood pressure, and reduces the likelihood of blood clots and tumors. Flaxseed oil reduces the risk of cardiovascular and oncological diseases and allergies. Whole flaxseed is used in various countries as an additive to bread and cereal mixtures. Proteins extracted from flaxseed have a gelatinizing effect and can be used in cooking.Oil flax is a valuable food and industrial crop (seeds, oil, short-fiber, cake and meal). Its seeds contain up to 50% of the most valuable vegetable oil which is the richest source of omega-3 and omega-6. Linseed oil ranks first among industrial oils by the volume of production. It is used in the manufacture of environmentally friendly varnishes, paints, drying oils, which serve as a standard for reliability and durability. Linseed oil is widely used in printing, rubber, electrical and many other industries.
Oilseeds and products of their processing, both for the individual and for the entire economy of the country, are of great importance. This is also due to the fact that in recent years there has been an increase in interest in the production of oilseeds due to the high demand for oilseeds and products of their processing on the world and Russian markets. Oil flax provides a high-quality technical oil used in the paint and varnish and leather and footwear industries for the production of paints, varnishes, putties, soaps, oilcloths, waterproof fabrics, linoleum and rubber substitutes. It is also used in metalworking, electrical engineering and other industries. Flax is an environmentally friendly culture. When cultivating it, a minimum amount of chemical protection and fertilizers is required. Flax crops free the earth from heavy metals and radionuclides. Flax seeds obtained from contaminated land do not even show any trace of radiation. In the last three years, a kind of oil flax boom has been observed in Russia. The high demand for products made from it makes it very profitable to grow, which explains the annual growth of the cultivated area.The article provides an economic substantiation of the project for organizing the cultivation of oil flax. With the help of technological maps, the costs of production are calculated.
