In recent years, the attention of the world community to the Arctic has increased significantly. Moreover, not only the so-called Arctic States, but also countries that do not have direct access to the Arctic territories are showing active interest. What is the reason for such interest? It’s simple, the Arctic contains the main reserves of natural gas and oil, which are so necessary for the further development of energy-intensive economies of most countries. The Russian Federation is no exception, the strengthening of sanctions pressure, as well as the processes of globalization create prerequisites for the most effective use of both the Arctic territories themselves and the natural resources they possess. Decrees of the President of the Russian Federation defined the boundaries of the Arctic zone of the Russian Federation and the Strategy of economic security of the Russian Federation and national, are in the active stage of implementation. One of the features of the Russian Arctic territorial systems is that almost all of them are coastal regions. These regions have specific features in the development due to the prevalence of marine economic activity and severe natural and climatic conditions of life. At the same time, regional public authorities, for making objective administrative decisions, are interested in taking into account the designated specific features in the development of subordinate territories. However, the coastal Arctic regions, from the point of view of ensuring economic security, as an object of study, are not currently allocated to a separate category. In this paper, the authors identify specific features in the development of coastal Arctic regions, and propose to use a number of indicators that take into account this specificity.

Предметом рассмотрения данной статьи является социальная активность местных сообществ Мурманской области. Рассматриваются проблемы взаимодействия территориального социума и местной власти, еще не в полной мере нашедшие отражение в научных исследованиях. Эта тематика приобретает особую значимость, поскольку в процессе формирования постсоветского гражданского общества активность местного сообщества, направленная на решение актуальных социально-значимых проблем территории проживания, в значительной мере способствует консолидации общества в целом. На основании результатов анализа обширного объема социологической информации сделан вывод о низкой включенности жителей в процессы развития местных сообществ, отмечается слабая степень самоорганизованности, солидарности, недоверия населения к структурам власти. Со стороны муниципальных органов самоуправления отмечается формализм в выстраивании взаимодействия с местным сообществом, игнорирование общественного мнения и крайне слабое использование ресурса обратной связи.
The article systematizes information on approaches to economic security on the example of a number of countries. It is established that economic security in many countries is understood as a way to confront internal and external threats in order to ensure conditions aimed at protecting the economic interests of countries on the basis of effective use of competitive advantages. This article presents an analysis of the experience of European countries in the formation of financial, organizational, institutional and legal framework to ensure the economic security of these countries. The possibilities of cooperation between the Russian Federation and European institutions in the new geopolitical conditions, which significantly affect the strategic vector of economic development and security of the Russian Federation, as well as the conditions for the creation of an effective system of security in the economic, political and military spheres, are also considered. Based on the analysis of international experience, the study of materials and research results on strategic partnership in the field of interregional cooperation in order to strengthen economic security, the key factors that can be the basis of such cooperation are identified. The conclusions about the need to ensure an effective state policy in the field of regional security, taking into account the importance of the territory and priority areas. Such priorities should include: the determination of the competence of the regional bodies of state power and bodies of local self-government; aspects of improving the quality of life of the inhabitants of the Arctic coastal regions; efficient use of local resources in the framework of interregional projects and programmes; effective mechanisms of state support aimed at regional integration.
The article presents the results of a sociological analysis of the opinions of experts – the heads of a number of municipalities (MO) of the Russian Arctic and the Far North on assessing the degree of impact of anti-Russian sanctions on the processes of self-development of the MU of the specified territory. Problems associated with sanctions (rising prices for raw materials, equipment, reduction in investments, difficulties in import substitution, violations in supply logistics, etc.) are identified. Estimates are revealed for the development of a number of measures to support the economic sphere of the Moscow Region (modernization of production, concessional lending, subsidizing investors, etc.).
The article presents the results of a sociological study – an expert survey on the problems of selfdevelopment of the municipalities of the Far North and the Russian Arctic. Comparisons, generalizations on the most significant issues characterizing the dynamics of self-development of a number of municipalities of the specified territory are made. The constancy of the problems limiting the self-development of municipalities was revealed: lack of financial resources and budget revenues, logistical difficulties due to the focality of settlement and poor transport accessibility, problems of employment and training of in-demand personnel. The importance of expert opinions on the assessment of urgent problems for the development and adjustment of appropriate management decisions is shown.
