evidence suggests that worker absenteeism and its concomitant costs are increasing,' yet the causes and consequences of absenteeism are at best poorly understood. The little that is known on the subject is the result of research done in the private sector.2 Public sector absenteeism, however, can be even more costly, affecting both the employer and the individuals receiving the public services.3 Absent teachers, This study estimates the effects of sick-leave policy variables on short-term absenteeism among public school teachers in California and Wisconsin. Using a model that controls for personal and job characteristics, the author finds that policies requiring the teacher to report every illness directly to the principal or to show proof of illness are related to lower absenteeism. On the other hand, he finds that staff size and the proportion of teachers covered by income protection plans are positively related to higher absenteeism.
