Purpose This paper aims to discuss and present the regional-innovation cluster policy for R&D efficiency and the creative economy. In particular, the R&D efficiency and creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. In this research, the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization are presented as policy proposals for R&D efficiency and the creative economy. Design/methodology/approach In this research, the universities, research institutes and enterprises of Daedeok Innopolis were studied. Thirty people from the universities in the area, 30 from the research institutes and 30 from the enterprises were surveyed through the quota sampling of the non-probability sampling method for this research. These survey respondents were science and technology policy specialists for the R&D, industrialization and entrepreneurial activities of Daedeok Innopolis. The methodological material is a questionnaire. The study’s investigation factors were the government’s role, knowledge creation and the network. Also, F-test, ANOVA and chi-square independence test were utilized for the survey data analysis. Findings Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. This research was found through the analysis that the government policy is very useful for innovation ecosystem development. The knowledge capability has been enhanced in connection with knowledge creation. Also, the network has been vitalized. New-dimension industry–university–institute collaboration and a human resource management system are needed for R&D efficiency and the creative economy. Daedeok Innopolis needs consistent support for industrialization and foundation. Social implications Movement of and cooperation among humans, goods, knowledge, technologies, etc., occur in many areas (science, the economy, culture, arts, etc.) because of the compression of time and space through informatization and globalization. This has brought about changes in cross-border, regional and national relations and has stimulated competition in the aforementioned areas. To date, a state-dominated system has been operated to deal with these changes, but it has been shown to be inefficient because it cannot reflect the conditions in the region and does not allow quick reaction. The advantages of the region must be identified and utilized to boost the survival and development of the region. Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. Originality/value The innovative feature of the study is proposed the science and technology policy (the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization) for the R&D regional-innovation cluster through the survey data analysis. In this paper, the R&D efficiency and the creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. The science and technology policy for the R&D regional-innovation cluster development is examined for the first time in this paper. This research is expected to make a significant contribution to the establishment of a development strategy for the regional-innovation cluster, and to the decision-making regarding the science and technology policy.
Rising unemployment among the youth has become a major social issue for many nations globalwide. This paper would be discussing the rising unemployment among the youth in South Korea. Also, a policy proposal to increase the employment rate would be suggested. It is the objective of this paper to present the policy aiming to increase the employment rate and address the rising unemployment among the youth. In this paper, we surveyed 100 university students to study the effect of their career decisions and job search anxiety as they prepare for employment. The employment rate calculation is based on the data obtained from 'Higher Education in Korea' by the Minister of Education of South Korea. The result of the analysis show that job search anxiety had a positive effect on job-seeking activities. Also, career decisions did not have a positive effect on job-seeking activities. First, we discussed the problem of rising unemployment among the youth. Then, the causes of unemployment among the youth were analyzed through the examination of demand and supply at the labor market. The employment rate of university majors was analyzed to determine the employment trends among the youth in South Korea. The employment rate for Medical Science and Engineering majors was higher than the employment rate for Art, Physical Education, Humanities, and Education majors. This paper presents and discusses the solution to the rising unemployment among the youth through a policy proposal aimed at improving youth employment rate.
The government conducts feasibility studies as a way of determining allocated amounts in the government budget. It rationally adjusts the priorities of policymakers regarding new projects that will receive large budgets in the process of budgeting. In this article, efficient improvement plans and policies are proposed through research on preliminary feasibility studies for the government research and development (R&D) innovation strategy. First, the concept of a preliminary feasibility study and its methods are presented and discussed. A questionnaire survey was conducted on professional groups for the improvement of preliminary feasibility studies. The survey results were then subjected to influence factor analysis, and the results were used for research on the preliminary feasibility study improvement for the government R&D innovation strategy. These findings are expected to significantly contribute to improving the government's public investment and science and technology policies.
Excessive marriage-related expenses have become a serious social problem in South Korea. This has led to marriage delay, a low birthrate, the acceleration of an aging society, decreased national economic growth, and employment problems, among others. In South Korea, the young unmarried men and women cannot adequately prepare to shoulder the excessive expenses related to getting married in the future, as well as the high cost of purchasing a house. In fact, almost all of them are being supported by their parents in their marriage preparations or have secured a loan for such purposes. Small weddings and desirable consumption are thus aggressively being promoted for the prevention of excessive marriage-related expenses in South Korea. The reality, however, is very different. In this study, 1,000 persons (500 men, 500 women) in Seoul, South Korea with less than 5 years of marriage were surveyed for the analysis of excessive marriage-related expenses. The analysis results show that marriage expense support has long-term reciprocity and is statistically significant. The economic support beneficiary model is statistically significant both among the men and the women for childcare, housework, and economic support provision. The economic support provision model, on the other hand, is statistically significant among both the men and the women in terms of housework support. This paper discusses and presents the policy direction for addressing the problem of excessive marriage-related expenses in South Korea. It is believed that the policy direction proposed by this study will also have global implications and will become useful for addressing the problem of excessive marriage-related expenses through research result sharing.
In the same way that it is difficult for individuals to develop a way of evaluating themselves, it is also difficult for organizations and their employees to develop a perfect way of evaluating the performances of their personnel. As such, research on this is still actively being carried out at present, and the personnel performance evaluation methods continue to evolve from the methods that have been developed through research. Discussed in this article are measures of improving personnel performance evaluation. The existing performance evaluation theories and pitfalls are discussed and presented, and the public organizations in South Korea are analyzed to derive practical improvement measures and to improve the personnel performance evaluation methods they are currently employing. The five factors of effectiveness can be considered to encompass the emotional and cognitive responses of the employee, and to cover both the human and the impersonal aspects of evaluation as well as tool usability. Based on the results of the study, a personnel performance evaluation improvement plan was formulated, as presented in this article. It is hoped that this study will be able to make several academic contributions and that the proposed personnel performance evaluation improvement measures will prove useful.
