The government implements fiscal policy with rising excise almost every year. Increasing in excise tariffs can affect in economic growth, especially state revenues and tobacco production. Considering the magnitude of the impact, this study would like to review the implementation of the excise tax policy and its relation to state revenue, the number of cigarette factories and the production of tobacco products. Results of the study found that fiscal policy with rising excise tariffs on tobacco products give a positive influence on state revenues. The evidence from the increase in excise revenue every year despite the challenges facing the government. But on the other hand, it has a negative impact on the number of cigarette factories and tobacco products. The number of tobacco products has declined due to the implementation of the policy. The same thing happened to the production of tobacco products that experienced negative growth. Thus the implementation of fiscal policy with rising excise tariff is in line with the purpose of imposition of excise tariffs, namely reducing the consumption and circulation of taxable goods, and increase state revenues. Pemerintah menerapkan kebijakan fiscal dengan menaikkan cukai hampir setiap tahun. Adanya kenaikan tarif cukai tersebut, memberikan dampak terhadap terhadap perekonomian khususnya penerimaan negara dan produksi tembakau. Melihat besarnya dampak tersebut maka penelitian ini ingin meninjau pelaksanaan kebijakan kenaikan tarif cukai sehubungan dengan penerimaan negara, jumlah pabrik rokok dan produksi hasil tembakau. Penelitian ini menggunakan metode kualitatif deskriptif untuk menjelaskan hubungan kausal kenaikan tarif cukai terhadap penerimaan negara dan produksi tembakau domestik. Dari hasil penelitian ditemukan bahwa kebijakan kenaikan tarif cukai hasil tembakau yang dilaksanakan pemerintah memberikan pengaruh positif terhadap penerimaan negara. Hal ini terbukti dari meningkatnya penerimaan cukai setiap tahunnya meskipun terdapat tantangan-tantangan yang dihadapi pemerintah. Namun pada sisi lain memberikan dampak negatif terhadap jumlah pabrik rokok, dan produksi hasil tembakau. Jumlah pabrik hasil tembakau mengalami penurunan karena adanya pelaksanaan kebijakan tersebut. Hal yang sama juga terjadi pada produksi hasil tembakau yang mengalami pertumbuhan negatif. Dengan demikian implementasi kebijakan kenaikan tarif cukai sesuai dengan tujuan pengenaan tarif cukai, yaitu mengurangi konsumsi dan peredaran barang kena cukai, serta meningkatkan penerimaan negara.
The number of tourists visiting and the number of hotel rooms available in Central Lombok Regency are growing in line with the development of tourism in Central Lombok Regency. To estimate the need for the number of hotel rooms in Central Lombok Regency, it is necessary to research the property market condition of the hotel sector in Central Lombok Regency. This study aims to analyze the property market conditions in the hotel sector in Central Lombok Regency by using the theory of six steps of property market analysis to get the conclusion that the property market conditions in the hotel sector in Central Lombok Regency are in an undersupply or oversupply state. This research is a quantitative study by calculating the level of demand and supply of hotel rooms in Central Lombok Regency based on historical data on the growth of the number of tourists and the number of hotel rooms in Central Lombok Regency.
This study determines the attributes that affect the market rental value of dormitories using the Hedonic Pricing Model. The proportional stratified random sampling technique was used to obtain data from 1,292 PKN STAN students in levels 1 to 3, which was analyzed using the SPSS statistical application. Based on the calculation, the dormitory value varies between IDR11,719,521 (RM3,424.82) to IDR15,482,242 (RM4524,41). The determinants that have a significant positive effect on dormitory value are bathroom location, average remittances per month, earnings per month, room size, gender, and origin, while the type of residence attribute has a negative correlation effect. The results of this study will be beneficial inputs for the PKN STAN in determining the market rental value, the quality of buildings and facilities are in accordance with the market preference.
BMN idle merupakan peluang sekaligus tantangan bagi seorang Asset Manager. Sebagai peluang karena pola pemanfaatan yang baik akan menghasilkan penerimaan bagi negara, juga disebut sebagai tantangan karena dalam prakteknya diperlukan research yang cukup kompleks, kemampuan berinteraksi dengan investor, serta penyesuaian atas keterikatan BMN idle pada peraturan. Di Kabupaten Jember terdapat 13 unit aset Eks BMN idle berupa tanah dan/atau bangunan dalam status tanpa pemanfaatan. Beberapa dari aset tersebut memiliki potensi nilai yang tinggi karena terletak di kawasan strategis, salah satunya Eks BMN Idle di Jalan Letjend Suprapto No. 31 Jember. Untuk mengetahui potensi aset tersebut, penulis melakukan analisis pasar dan analisis keuangan sehingga terbentuk Higest And Best Use (HBU) atas objek optimalisasi. Hasil analisis menunjukkan bahwa alternatif pengembangan yang mencerminkan HBU objek optimalisasi adalah gedung pertokoan (ruko). Setelah HBU objek optimalisasi diketahui, penulis mengidentifikasi bentuk pemanfaatan yang paling sesuai dengan tipe pengembangan. Berdasarkan idenitifikasi tersebut, ditentukan bahwa bentuk pemanfaatan yang paling sesuai adalah Kerja Sama Pemanfaatan (KSP). Bentuk pemanfaatan ini akan menghasilkan penerimaan negara berupa kontribusi tetap dan Profit Sharing selama masa KSP, serta bangunan ruko dan fasilitasnya di akhir masa KSP.
