The Construction Cluster "DUNDJER", together with a number of its members, is participating, as a leading partner, in a national project co-financed by the National Agency for Regional Development, which deals with innovative implementation of LED lamps in the system of public enlighting by introducing distance control. Although outdoor lighting is imperative to illuminate sidewalks, parking lots and driveways for safety and convenience reasons, it can alter a site's nocturnal ecosystem and limit sky observations. According to LEED and BREEAM norms, the method for assessment of light pollution is developed. This method will be used in design and calculation of enlighting in frame of noted project. The key study is realized in the Municipalities Knjaževac, Bela Palanka, and Preševo. The assessment methodology is presented in this paper.

From the adoption of the Criminal Code in 2006 until the latest amendments of 2019, the Serbian criminal legislation treated recidivism as an optional aggravating circumstance, which had its specific legal status in comparison with other mitigating and aggravating circumstances. According to the new legal solution, instead of being optional, recidivism has become a mandatory aggravating circumstance, which together with clearly specified conditions for harsher penalties narrows down the possibility of free judicial decision-making when meting out punishment. The paper answers several questions: whether harsher penalties for recidivists are only the result of continuous tightening of repression at a normative level, whether and to what extent the criminal-law framework has been improved, and whether returning to some solutions, which were not normally applied in court practice, can be marked as approriate to achieve the desired degree of crime prevention. Final critical conculusion is that the new legal solution on recidivism appears regressive, given that the court is strictly bound by the law through oblitatory conditions regarding prior and persistent offending, which is in compliance with the general trend of tightening repression at the normative level and reducing the role of the court to the level of administrative application of the norm.
Construction Cluster DUNDJER from Niš took part in an European FP7 project (FP7, Grant Agreement No. 244130) entitled OPEN HOUSE, having as a main goal to create and propose new method for assessment of buildings using more general and detailed criteria. The proposed methodology consists of the following assessments: • environmental quality, • social-functional quality, • economic quality, • technical quality (characteristics), • process quality (design and construction), • position of the building (location). Acidification potential of buildings belongs to criteria for assessment of environmental quality of buildings. Those criteria are not a part of standard curiculae on universities and high schools. Therefore, there are very important topics to study in the frame of non-formal, dual, and corporate education, what is this paper dealing with. As a part of collaboration between industry and high education and research institutions, Construction Cluster DUNDJER and Faculty of Civil Engineering and Architecture of University of Niš are developing methods and procedures for assessment of quality of buildings in whole "life cycle" of buildings (so known LCA-Life Cycle Assessment) what should be a basis for new curricula in high schools and on the university and in addition in appropriate dual education. This pilot project should be implemented in three construction firms, members of Cluster DUNDJER.
