This trend persists for НАЦИОНАЛЬНАЯ ЭКОНОМИКА: ВЕКТОРЫ РАЗВИТИЯ NATIONAL ECONOMY: DEVELOPMENT VECTORS № 4 (145) Volume 4 No. 145 19a long time. Research on the trend of parameters of structural shifts in the export of agro-industrial complex of the Republic of Kazakhstan showed the stabilization of the structure of agro-food export, strengthening the specialization and concentration of domestic agro-food export. However, the main share of exported products is agricultural raw materials, which negatively aff ects the development prospects of the national agro-food complex.
The article analyzes the resource potential of export opportunities of the agro-industrial complex of the Republic of Kazakhstan. It presents a study of agro-industrial exports over the last 5 years, highlights the main problems in this area and the measures taken by the state to solve them, and emphasizes the problems of non-tariff regulation of exports of agro-industrial products of Kazakhstan. The creation of accredited laboratories for the examination of agricultural products according to international standards is proposed as one of the directions for solving this problem. Purpose of the study: To study the export potential of the food industry of the Republic of Kazakhstan and to develop proposals to increase its share in the structure of the country's exports. Methodology: As a result of the study of the scientific problem, such methods as: monographic, abstract-logical and economic-statistical were used. The theoretical aspect of the study of the export potential of the agro-food complex and the food industry of Kazakhstan as a whole was based on the basic principles of economic and institutional theory, contributing to the identification of some reserve opportunities for its growth. In the course of researching the issues, economic and statistical methods were used to assess the dynamics of food production and to give a forecast assessment of the growth of export potential of Kazakhstan's agro-food complex. For a comprehensive study of the problem the authors also used such scientific methods as dialectics, abstraction, deduction, induction, analysis and synthesis. The following official sources served as data for analysis of the export potential of the Republic of Kazakhstan and calculation of forecast estimates: statistical data from the Bureau of National Statistics of the Republic of Kazakhstan, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, and COMTRADE international trade databases. Originality: Presented a study of exports of agro-industrial complex products of Kazakhstan for 2016-2020, identified the primary problems in this area of research, the steps of state support for their solution, described the problems of non-tariff regulation of exports of products of the country. One of the possible ways of solving this problem is the opening of accredited laboratories for the examination of agricultural products in accordance with international standards. Results of the study: Based on the study of the level of expansion of the range of exports of the Republic of Kazakhstan in the context of consolidated commodity groups, the authors show that the highest concentration of exports is in the export of mineral products. In addition, stable growth of diversification is observed in the export of agricultural products of both animal and plant origin. The need for certification of agricultural products through the creation of a network of its own laboratories that meet the requirements of international standards in the exporting countries is conditioned.
Purpose – the resource potential and export opportunities of the agro-industrial complex of the West Kazakhstan region are explored. Methods – monographic, abstract-logical, economic-statistical, on the basis of which the tendencies and prospects for the growth of food production and the dynamics of export supplies of Kazakhstani agricultural market are assessed. The calculations used the official statistical data of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. Results – based on the analysis of the level of export diversification of the republic in the context of enlarged commodity groups, the authors note that there is a steady upward trend in exported products of animal and vegetable origin. The necessity of regulating the certification of goods by creating own network of food quality control laboratories that meet the standards of exporting countries has been justified. One of the important directions for solving the problem is the creation of accredited laboratories for the examination of agricultural products based on international standards. Conclusions – food testing can be performed using various methods, each of which is highly technological to provide accurate information about their nutritional value and safety, as well as to prepare for export and conclude agreements with distribution networks. The development of competition and activation of market incentives for economic management in the branches of agricultural sector and in the commodity markets is a prerequisite for increasing their production and export reserves and entering the third countries markets with highly competitive final agricultural products.
