The article examines the issues of financing the development of the Russian Arctic territories and the participation of banking structures in this process. A set of strategic documents for the development of the Arctic zone of the Russian Federation is considered, the dynamics of approved amounts of funding for Arctic development programs are analyzed, and the structure of sources of financing for investment in fixed assets in regions whose territory belongs to the Arctic zone of the Russian Federation is studied. It is concluded that banks are not sufficiently involved in investment activities in most of the Arctic regions (except the Yamal-Nenets Autonomous district, where the active role of banking institutions is due to participation in the financing of large gas and oil production projects in the Northern part of the region), and in recent years, foreign banking structures decline investment activity. The article describes the prospects of participation of the largest Russian banking structures in implementing large-scale projects in the Arctic, such as VTB Bank, Sberbank of Russia, and Gazprombank. The analysis of the possibilities of concentration of banking capital, as well as the use of mechanisms of public-private partnership based on the creation of a single financial institution with state participation is performed. The most effective form of improving the efficiency of financial flows management in the framework of strategic development of the Arctic territories can be the creation of The Bank for reconstruction and development of the Arctic.
Issues relating to financial management at the level of individual regions of the Russian Federation become increasingly relevant. At the present stage, it is the regional level that faces the priority challenges of economic development underpinning the economic growth of both individual region and the country. Regional banking sector plays an essential role in formation of financial base. This sector involves interacting regional banks that accumulate and distribute the funds for maintaining ongoing production and consumption of goods and services within the region, wire transfer payments and clearing, lending to social and economic entities, supporting investment projects through provision of loans. One of the key correlations that can be used to describe the extent of investment activity of the banking sector in the RF region is a ratio between the amount of funds attracted by the lending institutions located in the region and the bank loans granted to legal entities and individuals. Systematization provides for twelve types of the regional banking system involvement in the formation of the financial base that can be grouped into six models. This article describes the results of analysis of the banking system impact on the economic development of the Arctic regions of the Russian Federation.
Настоящая статья посвящена исследованию состояния и тенденций развития региональных банков Арктической зоны РФ. В статье представлена современная банковская система России, включающая на сегодняшний день три уровня: системно значимые банки, банки с универсальной лицензией и банки с базовой лицензией. Показано, что, несмотря на низкую долю региональных банков в ключевых показателях функционирования банковской системы, деятельность кредитных организаций в регионах оценивается положительно. Отмечено, что примерно в 20 субъектах РФ региональных банков нет, хотя их присутствие очень важно для регионов, особенно для регионов, расположенных в Арктической зоне РФ. Показана динамика количества региональных кредитных учреждений в субъектах АЗ РФ за 2011-2021 гг., которая свидетельствует об уменьшении количества региональных банков за последние десять лет более чем в три раза. Практически 13 региональных кредитных учреждений прекратили свое существование. Определены основные причины прекращения деятельности региональных кредитных организаций. Выделены два типа действующих региональных банков. В статье представлены предложения по поддержке деятельности региональных банков, направленной на стимулирование инвестиционной активности в регионах базирования.Ключевые слова: банковская система, региональные банки, банковское законодательство, финансовые ресурсы, Арктическая зона Российской Федерации
