Москва, решение которой в настоящее время является одной из актуальнейших экологических задач. До сих пор основным способом утилизации остаётся захоронение отходов, но в последние годы были также приняты программы по авторециклингу и гидросепарации. Сделан вывод, что существующие программы по ав-торециклингу и гидросепарации не в состоянии кардинально решить проблему утилиза-ции всего объёма отходов, который фактически образуется в городе. Решение проблемы видится на пути осуществления комплексного подхода, при котором методы утилизации предусматриваются ещё на стадии производства товаров потребляемых в мегаполисе.

ON THE NECESSITY OF AN INTEGRATED APPROACH IN THE IMPLEMENTATION OF THE WASTE MANAGEMENT PROGRAM IN MOSCOW

The problem of waste disposal is currently one of the most actual environmental problems in Moscow. The solution of this problem is carried out mainly through the disposal of waste. In recent years, programs have been implemented based on autorecycling and hydroseparation. Programs of autorecycling and hydroseparation cannot fundamentally solve the problem of disposal of waste that is currently produced in the city. The problem must be addressed using an integrated approach. Methods of disposal shall be provided at the stage of manufacture of the goods.
This study aims to identify the intra-system problems and determine the prospects for their solution by influencing the managerial factors, with the ultimate goal of improving consumer cooperation activities in Russia. As a result, the study has proved that the intra-system problems are the main obstacles to the development of consumer cooperation in Russia. These problems include: (1) incomplete transparency of the national budget; (2) low efficiency and flexibility of the legislative framework; (3) strict state regulations; (4) inefficient dispute resolution legislation; (5) high corruption; (6) insufficient protection of property rights; (7) instability of state economic policy; (8) lack of the government responsiveness to changes; and (9) short-sighted government policies. On average, the favorability of intrasystem parameters of economic regulation in Russia is at 48.8 points (low score). To address the identified issues, the study proposes a set of three applied recommendations for influencing management factors and optimizing state management of consumer cooperation activities in Russia. These include improving the regulation of conflicts of interest in the activities of consumer cooperatives, popularizing stakeholder-oriented management, and expanding the participation of Russia in the International Co-operative Alliance.
