El artículo pretende determinar, bajo el enfoque de políticas públicas, los principales factores que condujeron a generar una política de emprendimiento en Colombia en el periodo 2002-2010, resaltando el papel del Servicio Nacional de Aprendizaje (SENA) y las universidades. El trabajo corresponde a una investigación exploratoria-descriptiva. Se utiliza información primaria (encuestas y entrevistas a expertos en el tema) y secundaria (revisión de documentos varios). Se obtienen dos lecciones principales: 1) para generar una política de emprendimiento no es condición previa contar con una ley o documento que la impulse, sino con voluntad política y visión clara de lo que se persigue por parte de los actores involucrados, y 2) las entidades gubernamentales que lideran su diseño y ejecución, al igual que sus directivos, deben contar al menos con amplia credibilidad, experiencia y estabilidad.The article seeks to determine, under the public policy approach, the main factors leading to the generation
of an entrepreneurship policy in Colombia during 2002-2010, highlighting the role of Servicio Nacional de
Aprendizaje (SENA) and universities. An exploratory-descriptive study was conducted, usingsource
information (surveys and interviews with experts in the field), and secondary (multiple document review).
Two main lessons were learned: 1) to generate an entrepreneurship policy is not a prerequisite to have a
law or document that drives it, but with political will and clear vision of what is intended by the actors
involved, and 2) government agencies leading its design and execution, as well as their managers, must
have at least credence, experience and stability

The methodology is descriptive and exploratory and the population corresponds to inhabitants and governmental entities; primary information was obtained through surveys and interviews, and secondary through documentary review. It is concluded that the coffee culture is the result of the fusion of different elements throughout its history, and although some have been forgotten, the most traditional expressions are still preserved.
At the end of XIX century, Economists attention was centered in the study of business capabilities and some facts that determinate a type of benefit improperly studied until that moment, arising the concept of entrepreneur. Knight considers the entrepreneur as unique productive factor; he settles down a clear distinction between risk and uncertainty and by means of them explains the benefit perceived. The entrepreneur is conceived by Knight, as a dynamic and innovating agent of development. Knight explains that the entrepreneur’s benefit comes from his ability to manage uncertainty.
