Digitalization and automation in all sectors of the economy have increased the efficiency and effectiveness of various systems and processes. Online technologies are also widely used in the higher education system. Online learning, e-learning, e-learning tools and digital assessments are not innovations in the full sense of the word, but the widespread use of these technologies took place in mid-2020, due to the COVID-19 pandemic. The using the online format of training by universities and schools in the spring of 2020 was mostly spontaneous and forced, but later, due to the complication of the sanitary and epidemiological situation in the world, as well as in order to improve electronic pedagogical technologies in the field of certification of university students, this technology became the subject of consideration by specialists from different industries and, above all, from the field of pedagogy. The authors made attempts to study the main problems of University students passing exams and tests in an online format in order to avoid them in the future, and also developed ways to improve this technology.
Настоящая статья посвящена конституционно-правовому анализу деятельности, актов и решений Федерального Собрания Российской Федерации как объекта общественного контроля. Авторы обосновывают положение о том, что институт общественного контроля выступает в качестве важнейшей гарантии реализации конституционных принципов народовластия и участия граждан в управлении делами государства. Однако организация и осуществление данного института гражданского общества сталкиваются с многочисленными проблемами, одной из которых является отсутствие закрепления в действующем законодательстве понятия и перечня объектов общественного контроля. В связи с этим функционирование общественного контроля в отношении такого объекта, как деятельность, акты и решения Федерального Собрания Российской Федерации связано с многочисленными проблемами. В статье проводится анализ данных проблем, а также сформулированы и обоснованы пути их разрешения, в том числе путем усовершенствования российского законодательства. Это позволит не только создать оптимальные условия для осуществления полноценного контроля за деятельностью Российского парламента, но и в целом укрепить данный институт гражданского общества. This article is devoted to the constitutional and legal analysis of the activities, acts and decisions of the Federal Assembly of the Russian Federation as an object of public control. The authors substantiate the position that the institution of public control acts as the most important guarantee of the implementation of the constitutional principles of democracy and the participation of citizens in the management of state affairs. However, the organization and implementation of this institution of civil society faces numerous problems, one of which is the lack of consolidation in the current legislation of the concept and list of objects of public control. In this regard, the functioning of public control over such an object as activities, acts and decisions of the Federal Assembly of the Russian Federation is associated with numerous problems. The article analyzes these problems, and also formulates and justifies ways to resolve them, including by improving Russian legislation. This will not only cre-ate optimal conditions for full control over the activities of the Russian Parliament, but also strengthen this institution of civil society in general.
