The Arctic currently holds a prominent place in global policy. It is a sparsely populated region experiencing major consequences of global change, such as climate change, shifting demographics, and globalization. These substantial and rapid changes create both opportunities and risks for economic development. Informed policy-making for sustainable development in the Arctic will require an understanding of the specific structures of arctic economies, with a focus on the existence of mixed economies that contain both subsistence and market aspects, the interplay among different economic systems, and the broader contexts in which they function. This paper presents a conceptual framework that allows for comparative analysis of arctic economies within their institutional, social, cultural, and environmental contexts. Utilization of the conceptual framework will enable more complete system-level analyses by helping to describe the complex relationships among apparently disparate parts of the Arctic's diverse economic systems. The framework can be used across the social and natural sciences, practice, and policy-making. Furthermore, this framework is applicable to regions outside of the Arctic that also have distinct mixed subsistence and market economies. The article presents an overview and analysis of international legal regulations on climate change. The authors examine how the international regime related to climate change has evolved in multilateral agreements. A special focus is put on the principle of common but differentiated responsibilities which became the basis of discord among states in discussing targets and responsibilities in climate change mitigation. The authors note that in 2015 the international climate change regime entered a new stage where the most important role is determined for developing countries, both in the legal and in the financial infrastructure, and in the formation of an international climate change policy. The importance of the participation of Brazil, Russia, India, China, and South Africa (BRICS) in an international climate change regime has been recognized for some time. The article describes the policy and regulations on climate-related issues in BRICS. The authors compare the key actions and measures BRICS have taken for complying with international climate change documents. They highlight that global climate change action cannot be successful without BRICS countries' involvement. BRICS must therefore make adequate efforts in emissions reduction measures and significant commitments in respect of the international climate change regime. The authors propose three major steps for BRICS to take the lead in dealing with climate change. Aims: Historically, health research in the Arctic has focused on documenting ill-health using a narrow set of deficit-oriented epidemiologic indicators (i.e., prevalence of disease and mortality rates). While useful, this type of research does not adequately capture the breadth and complexities of community health and well-being, and fails to highlight solutions. A community’s context, strengths, and continued expressions of well-being need to guide inquiries, inform processes, and contextualize recommendations. In this paper, we present a conceptual framework developed to address the aforementioned concerns and inform community-led health and social research in the Arctic. Methods: The proposed framework is informed by our collective collaborations with circumpolar communities, and syntheses of individual and group research undertaken throughout the Circumpolar North. Our framework encourages investigation into the contextual factors that promote circumpolar communities to thrive. Results: Our framework centers on the visual imagery of an iceberg. There is a need to dive deeper than superficial indicators of health to examine individual, family, social, cultural, historical, linguistic, and environmental contexts that support communities in the Circumpolar North to thrive. A participatory community-based approach in conjunction with ongoing epidemiologic research is necessary in order to effectively support health and wellness. Conclusions: The iceberg framework is a way to conceptualize circumpolar health research and encourage investigators to both monitor epidemiologic indicators and also dive below the surface using participatory methodology to investigate contextual factors that support thriving communities.
Th e paper is an overview of the participation of the northern indigenous peoples in the public management of the Arctic territories in Russia. Diff erent forms of participation are described, and most attention is paid to the co-management of the governments and the indigenous peoples when their mutual aim is protecting the Arctic and its natural landscapes in the period of extensive industrial development.Th e principle objective of the paper is to analyze the international and national legal regulations and to show some eff ective legal mechanisms through which participation can be developed in Russia.Th e authors study defi nitions of participation, the main international principles of participation and give a deep analysis of the legislation of the Russian Federation, which provides the framework for indigenous participation. Much attention is paid to the legislation of the federative regions of Russia which are inhabited by the northern indigenous peoples. Mostly the authors study the example of the Yamalo-Nenets Autonomous Area, the Arctic area of Russia with the biggest gas reserves, inhabited by the Nenets.Th e fi rst conclusion made in the paper is that the Arctic countries must not only prioritize the exploitation of rich Arctic resources, but also be aware that the Arctic is primarily the home and the area of the traditional lifestyle and occupations of the northern indigenous peoples who have lived there for a long time. Th e northern indigenous peoples are interested in cooperation with the governments according to their traditional values and knowledge; they want to be involved in the decision-making process and management of their territories and resources. Th e second conclusion is that a patchwork of federal laws regulating indigenous issues in Russia does not grant any special rights that let the northern indigenous peoples participate in the decision-making process concerning the lands and resources in the Arctic areas. Th e federal government mostly implements the concept of paternalism but not the concept of participation. Th e federative regions in their regulations provide considerably more opportunities for participation. However, the regions are quite restricted by the federal legislation. Th e regulations are fragmentary on both the federal and the regional levels, there is no system of public authorities providing for consultation, cooperation, agreements and other forms of indigenous participation. Moreover, in Russia there is very little experience in the realization of the participation of the Arctic territories and resources.Th e third, and most important, conclusion is that participation in the management of the Arctic territories should become a new element of the Russian Arctic policy. From this perspective it is necessary to ratify and sign two international documents -Indigenous and Tribal Peoples Convention No. 169 and the United Nations Declaration on the Rights of Indigenous Peoples -and to incorporate the basic principles of participation into the Russian federal ...
