Financial globalization definitely has an overall effect on globalization in the banking sector. This is reflected in averaging of banking risks for all parties, which occurs due to the impact of the markets, economies, private corporations and monopolies as well as states on each other. As a result, just the opposite priorities in monetary policy may have the same beneficial effect. The aim of the study is to develop conceptual scientific and methodological research areas concerning diversification of banking risks in the context of financial globalization. As part of a comprehensive analysis of the resulting indicators of financial and economic activities of the Russian banking sector, the authors have assessed the key financial performance of the major lending institutions of the Russian banking system in order to identify the dependence of the Russian banking sector on external factors. Financial globalization in general, of course, affects the globalization in the banking sector in particular. This is reflected in averaging banking risks for all parties to the process as a result of the integrative impact of markets, economies, private corporations and monopolies. In this study the authors have presented the mechanism of integrative motion of economic processes with regard to the financial globalization impact on the results of the countries' monetary policy. Development of market relations and rapid financial globalization lead to permanent transformations of risks that require new approaches and methods of management.
The insurance market of the Russian Federation is currently demonstrating the trend of slower growth rate of insurance premiums and problems, rising in certain sectors. The loss ratio of insurance operations is increasing along with reducing profitability of internal funds and assets, operational costs are growing. All these factors affect the financial stability of insurance companies and reduce the profitability of insurance business. There is no doubt that maintaining financial stability of insurance companies in the Russian insurance market under current conditions is an extremely important issue since this sector maintains stability of economic subjects in the most difficult economic situation, ensures the continuity of social reproduction and acts as the main provider of long-term investments to the country's financial market. To keep their position on the market, the insurance companies should pay special attention to maintaining stable positive cash flow and reducing the cash outflow. The approach to cash flow management in the insurance company proposed in the article accounts for existing challenges and opportunities can maintain the financial equilibrium of the company and can improve the efficiency of performance as well as reduce the need for debt capital and the insolvency risk of the insurer. The purpose of work is to identify the problems of financial stability and cash flow management in the insurance company and to develop practical recommendations aimed at addressing these problems based on generalization of the theoretical aspects and analysis of financial indicators. The scientific novelty of the research is in developing theoretical and methodological provisions and elaborating practical recommendations in the field of the insurance company's cash management in order to ensure financial stability.
Water resources are an integral part of energy, industry, food and human life. Water efficiency is given a special place in the area of achieving the Sustainable Development Goals (SDGs) promoted by the United Nations (UN). Water is used everywhere in everyday life and in the manufacture of products, which leads to the depletion of the water potential of a country or an entire continent. Currently, companies are actively introducing new standards for water use, keeping records of water consumption, applying innovative technologies to provide water desalination and wastewater treatment. There is a shortage of drinking water in the world, especially in overpopulated countries and the southern regions of the planet. No state can solve water use issues on its own. Currently, countries are focusing on developing technologies for desalination and wastewater treatment plants. These industries are science-intensive, innovative and require raw materials, financial resources and policy favors from the states. On the territory of the Sverdlovsk region of the Russian Federation, all known types of common minerals were found, and a special economic zone the “Titanium Valley” also operates on this territory.
The subject of this research is the socially oriented government programs of the Sverdlovsk region and the system of state financing for the social support of the population.Result-oriented budgeting is a relatively new phenomenon in Russia. In the context of reducing the state financial resources, the budgeting process modernization, aimed at improving the efficiency of the resources use, will allow to solve a number of problems in financing many governmental tasks. First of allthose of a social nature.The state made several attempts to find the most convenient mechanism for effective management of state budgetary resources. This process began in 1995 with the introduction of such tool as the Federal Target Program. In the course of reforming the budget process, this approach has been improved. The final result of the reform was the creation of a mechanism for government programs development and implementation, and also the introduction of digital and telecommunication technologies in budget planning. The government program allows to solve specific issues, tasks and multiscale problems. It helps in strategic planning at any level of management with its reference to the financial resources of the government authorities.The aim of the research: to analyze the system of social support of citizens and consider the possibility of improving the system of financing socially oriented programs. The research includes various methodological principles: a method of systemic and logical analysis, a causal and investigative analysis of regulatory legal acts, and relevant literature searches. These materials contain the theoretical, practical and methodological foundations for the development and implementation of government programs.Main results: 1. The study of the program-target method of budget planning was conducted; 2. The implementation of socially oriented programs funded from the budget of the Sverdlovsk region was studied and analyzed; 3. The structure and dynamics of financing the state program "Social support of citizens and social services for the population of the Sverdlovsk region until 2020" was analyzed; 4. The problems uncovering in the process of developing and implementing the government program "Social support and social services for people of the Sverdlovsk Region by 2020" were identified, and directions for its improvement were proposed. Key findings of the research:There are two main issues in structuring the social programs financing. 1. The problem of budget planning: the actually executed budget allocations were lower than planned for this program.2. The problem of objective evaluation of the target indicators calculation. In this case, the subjective factor plays an important role, that is, the target indicators are determined and set subjectively, using the research method of the executor.
