In Portugal, two levels of public policy implementation are relevant: the national, under government responsibility, and the local, under the responsibility of municipalities. The importance of municipalities in defining cultural public policies has grown, given the expense and the responsibility in launching and managing cultural equipment and arts support. The growing significance of municipalities in the cultural-public-policies scene takes place along with the growing importance of culture in the context of their development policies. The two movements cannot be dissociated. This review considers some critical issues, from the perspective of academic research and planning: namely, the autonomy of local policies in a country marked by the territorial concentration of resources; the interaction between public policies and structural properties of urban areas; the suitability of municipal policies to new cultural forms, audiences, consumer practices and cultural production; and the local challenges in plans of social support, financial resources, governance and sustainability.
<span>The article suggests a framework for the analysis of local cultural policies. Its basic assumption is the idea that the articulation of the sociological and the economic approaches — geographically enriched — provides the best perspective and method for research. The article considers the scientific knowledge that is being accumulated, in Portugal, on cultural policies. It can be conceived of, and used, as a methodological development, oriented towards future research. Its aim is to offer a roadmap, to be specified and adapted to each case, both to the academic studies and to political institutions and agents.</span>
A análise do problema da habitação nas cidades portuguesas tem vindo a demonstrar que, nas últimas décadas, a função habitacional nos núcleos centrais das cidades tende a desaparecer ou a reduzir-se a segmentos de mercado de menores recursos e qualidade e menos competitivos. Este esvaziamento dos centros das cidades, no que respeita à habitação e à população, está infalivelmente associado ao crescimento desmedido da oferta de habitação nas zonas de expansão dos centros urbanos e nas periferias, o qual, atualmente, constitui um problema fulcral no mercado imobiliário em Portugal. Os esforços mais recentes de reestruturação da política nacional para as cidades despoletaram novos desafios para o planeamento e a gestão das zonas urbanas consolidadas, particularmente, em matéria de regeneração urbana. Neste contexto, foram criados novos instrumentos de planeamento, de gestão urbanística e de financiamento, com condições para influenciar o setor da habitação e o mercado imobiliário. Contudo, as práticas de aplicação e execução do novo quadro legal e político têm demonstrado dificuldades diversas: a interdependência dessas práticas com os contextos políticos locais no que respeita à formulação de estratégias territoriais globais; a articulação e a compatibilização entre os diferentes quadros legais e instrumentais, da política de solos, de reabilitação urbana e de habitação; a capacidade de interação e de cooperação entre o setor público e o setor privado. A presente comunicação procurará concretizar algumas das principais linhas de reflexão propostas através da apresentação do caso concreto do Programa Estratégico de Reabilitação Urbana do Centro Histórico de Braga, enquadrado no regime jurídico da reabilitação urbana (D-L 307/2009).
