Abstract. Strategic planning with a focus on world-class university status is an option that cannot be avoided by universities today to survive and succeed in competition as a provider of higher education. The objective of this research is to obtain exploratory research results on the strategic plans of universities that are prepared to generate world-class university status. This research utilised exploratory qualitative research method and data was collected by in-depth interviews method. Interview transcripts were analyzed by using thematic content analysis through NVivo software analysis and manual systems. The main finding of interview shows that most interviewees agreed that UNIMA has been engaged in strategic planning. Contribution from faculties and schools are acknowledged and inform the planning process. However, a new model of strategic planning should be adopted by UNIMA due to the shift towards a "corporate university". The finding results from documents, literature review and interview were the addition of world-class university characteristics and features to current strategic planning of UNIMA and how to upgrade by considering to use the characteristics and features towards world-class university.
One of the remarkable advantages of globalisation is people having more access to adequate education, both for formal and informal. Although education is not shared evenly all over the world, through globalisation, there is an awakening process when most countries realise that education is not only a crucial factor in developing human resources, but also essential for economic improvement and technology expansion. Education is a primary need and a fundamental right for everyone, yet many women still lack of education, which has the potential to enhance their lives, particularly to fight against poverty. This article will argue that education needs in rural areas in Indonesia are not being shared equally by both genders. The results show that globalised standards of education are falling short for female students due to several reasons, such as financial constraints and cultural preferences for males. Therefore, the roles of the government and NGOs are vitally important in empowering women, particularly in rural areas. This article also draws the ethnographic data from rural areas in Minahasa Regency in North Sulawesi, Indonesia. This article recommended that the government should enhance the access to all educational stages, improve the education quality and distribute more funds in education to implement the educational fees exemption program. It can be concluded that NGOs can play the important role in assisting the government strategies. The roles may be conducted by embarking on campaigns for education. It may lead to increasing number of education enrolment and enlarging the opportunity for children and women to attain sufficient education.
School based management (SBM) is one strategy for providing school and community with more opportunities to make decisions that determine the goals and future direction of the school by relocation decision-making authority. This paper examines the concept of SBM, approaches and processes for its institutionalisation and provide the example of implementation in Indonesia. SBM can improve educational outcomes by improving accountability of principals and teachers to students, also parents and teachers by allowing local decision-makers to determine the appropriate inputs so that the education policies can be suitable to local realities and needs. The process of SBM implementation should begin by defining roles, responsibilities and accountabilities of the SBM team members, so the whole stakeholders can understand what SBM is and how it is implemented. After SBM implemented in Indonesia there is an increased of school attendance, created a sense of responsibility, raised the level of trust, motivation and support from parents and the community and raised the amount of funding from the community to support their schools. However, SBM implementation is not a simple effort and should be carried out under right condition. To create a school-level decision making team, should be composed of representatives from a variety of stakeholder groups which may need several stages and requires support of different level of governance as well as the community.
The purpose of the study is to examine the real process of strategic planning and performance measurement within public universities in Sulawesi, Indonesia. The specific objective is to focus on strategic planning, performance measurement and associate the findings with the objectives of Higher Education Long Term Strategy from Indonesian Directorate General Higher Education. Quantitative methodology approach with an empirical survey was conducted based on questionnaires. The findings revealed that the process of strategic planning in public universities was consistent with the Higher Education Long Term Strategy guidelines. However, public universities faced challenges to their achievement of all targets. The relationships between strategic planning and performance measurement were positively related, however, the organisational performance could be improved if programs in strategic planning could be more fully implemented. This influenced the refinement of the balanced scorecard approach into a performance measurement model for public universities. The study culminated in the development of a performance measurement model.
