Indonesia is becoming the largest palm oil producer in the world. This commodity estate farm is carried out by smallholder, government, as well as big private companies. As the law rules it, both government and big private companies are urged to run the oil palm plantation in partnership system. This study is aimed to compare the oil palm estate revenue between smallholder and partnership farmer in Jambi Province. Data is analyzed in quantitative descriptive model analysis. The results showed that the average farm income of smallholder is significantly higher than the oil palm partnership farmer. Statistical Analysis also showed that the fresh fruit bunches price (TBS), fertilizer, and labour factors used were significantly affected the oil palm estate benefit.
Pinang merupakan komoditas unggulan di Provinsi Jambi. Peningkatan produksi tanpa diikuti dengan adanya tataniaga yang efisien tentu tidak akan mencapai tujuan pembangunan pertanian, tingginya biaya tataniaga cenderung akan menyebabkan perbedaan atau selisih harga yang diterima petani dengan biaya yang dibayar konsumen semakin besar. Penelitian ini bertujuan untuk mengetahui Structure Conduct Performance (SCP) tataniaga pinang pada pasar produsen di Kecamatan Muara Sabak Timur Kabupaten Tanjung Jabung Timur. Pemilihan lokasi dilakukan secara sengaja dengan pertimbangan bahwa Kabupaten Tanjung Jabung Timur merupakan salah satu penghasil pinang terbesar di Provinsi Jambi. Alat analisis yang digunakan untuk mengetahui struktur pasar digunakan metode deskriptif sedangkan alat analisis yang digunakan untuk mengetahui efisiensi pemasaran tiap saluran menggunakan metode analisis margin pemasaran dan analisis bagian harga yang di terima petani pada setiap saluran tataniaga, selanjutnya di analisis menggunakan metode analisis indeks efisiensi teknis dan indeks efisiensi ekonomis. Dari hasil penelitian diketahui sktruktur pasar mengarah kepada struktur oligopsoni. Hasil analisis diketahui bahwa besarnya bagian harga yang diterima petani pada saluran III lebih tinggi dibandingkan saluran I dan saluran II, untuk saluran III bagian harga yang diterima petani yaitu 82,13%, pada saluran II yaitu 65,92%, dan saluran I yaitu 59,71%. Secara teknis saluran III lebih efisien dibandingkan saluran lainnya dengan angka indeks efisiensi teknis terkecil yaitu sebesar Rp. 3,05/Kg/Km, saluran II yaitu Rp. 4,25/Kg/Km, dan saluran I yaitu 4,49/Kg/Km. Sedangkan secara ekonomis saluran yang efisien adalah saluran III sebesar Rp. 7,24/Kg, seterusnya saluran II sebesar Rp. 14,44/Kg, dan saluran I sebesar Rp. 17,29/Kg. Oil palm plantations have contributed great to national growth. It is noted that Indonesia has been the leading crude palm oil (CPO) producers since Year 2006 in the word. The sustainability of oil palm plantations is an important part of the sustainability of the national economy. The replanting oil palm program is one of the programs developed by the government this study was to identify internal and external factor in replanting oil palm. The method used is the Focus Group Discission (FGD) was attended by relevant agencies, stakeholders, literatures and previous research studies. This study showed that in the replanting oil palm, farmers will be faced with internal and external factors which are divided into strengths, weaknesses, opportunities and threats.
Oil palm has become one of the most important sources of national income in Indonesia’s economic system. Jambi Province contributed 5.87 percent of palm oil to national production, with 8.54 percent of the national land area, that supplies 57 Palm Oil factories (PKS) in Jambi Province. From an area of 791,025 hectares of oil palm, 66.66 percent was cultivated by smallholders. However, the independent smallholder has constraints replanting the old or damaged tree from the financial side, technical and social, and institutional. In terms of that condition, it is essential to analyse the priority pattern for replanting the independent smallholder’s oil palm in Jambi Province. Research carried on eight districts in Jambi Province. Focus Group Discussion held to collect the data from experts purposively and analysed it by Analytical Hierarchy Processes (AHP). The result showed that independent smallholders should prioritize the partnership pattern and the independent pattern with institutional replanting in Jambi Province. It is expected to become oil palm plantation institutions and increase the income and yield of independent smallholder fresh fruit bunch.
