Resumo: A fiscalização de contratos na administração pública, conquanto fundamental para o bom funcionamento dos projetos e programas, não tem merecido o mesmo cuidado
Palavras-chave: Gestão do conhecimento; Aprendizagem organizacional.; Administração pública.Abstract: Contract inspecting in public management, though essential for the functioning operation of projects and programs, have not been given the same care and support other bidding procedures have. The contract inspectors are not an organically-structured group, and this hinders the utilization of conventional training. The role of contract inspectors in public universities requires heterogeneous skills and knowledge, including thorough knowledge of legislation and operational practices of maintaining efficient management policies that satisfy the public interest. This paper investigates the challenges faced by these professionals and analyzes the learning mechanisms associated to the inspecting activity. The methodological tool is based on the case study strategy, making use of structured interviews and document analysis. The results point to the existence of weaknesses in the inspection process, confirming the need to hone and develop the skills of public agents assigned to the monitoring of outsourced service contracts in the university in question.
Este trabalho identifica desafios na implantação de modelo de gestão por competências (GpC) no Jardim Botânico do Rio de Janeiro (JBRJ), ocorrida em 2010. O pano de fundo são as avaliações dos resultados obtidos em órgãos públicos durante os 10 anos de vigência do decreto que insere GpC como instrumento da política de pessoal no serviço público. O método utilizado foi o estudo de caso, tomando como unidade de análise o grupo de servidores que participaram da experiência no JBRJ. A coleta de dados utilizou fontes documentais do próprio JBRJ e de outros órgãos públicos, além de materiais empíricos da literatura examinada e entrevistas realizadas com servidores que atuaram na experiência do JBRJ. Os resultados mostraram convergência entre os limites percebidos a posteriori pelos servidores e aqueles sistematizados nas reuniões de avaliação nos 10 anos em estudo, com destaque para a construção de ambiência organizacional prévia e adequada.Palavras-chave: gestão de pessoas, gestão por competências -implantação, modelo de gestão, administração federal [Artigo recebido em 31 de outubro de 2016. In a world where innovation assumes the strategic role of organizations and countries, the training of people, particularly engineers, is fundamental for debates that present its advantages and disadvantages. The present study will examine what happens to Production Engineering students at the Federal University Fluminense who are newly graduated and/or are about to graduate in relation to the alignment between the expectations of their probable employers and their own perceptions of the acquired knowledge and skills during the course. The research strategy used was the case study, on the one hand we collected data from three companies of different sectors through focal groups which involved the managers responsible for recruitment and selection and, on the other hand, through a survey applied to students under the circumstances of the examination. The results showed that there are significant mismatches between business demand and students’ perceptions of what has been offered to them and what they effectively dominate.
