The agricultural sector is important in national economic development, especially as a provider of employment and as the main source of income for rural communities. Development in the agricultural sector requires the support of all stakeholders, the government's limited role in accommodating the needs in this sector then gave birth to a concept of a collaboration called Collaborative Governance. This research was conducted in Bandung Regency, aimed at finding out the implementation of Collaborative Governance, knowing the reach of farmers to the market, knowing the marketing media used and the problems faced by farmers in accessing the market. Data in this study were collected through interviews, then analyzed using qualitative data analysis techniques. The results showed the role of local government was very dominant and vice versa universities contributed very minimally. The reach of farmers to the market is still very low, only a small proportion of farmers have marketed their products outside the region. In marketing their agricultural products, farmers have started to utilize online media. The government is expected to assist farmers in opening market access through the use of marketing technology or by bringing farmers together with investors.
This study aims to analyze the development of tourism destinations in Kampung Gamis Soreang by studying the socio-material relationships that underlie the development process. This study employed a qualitative approach to answer the research objectives. The data collection techniques were carried out by interviews, field observations and document analysis to answer research questions. The sampling was done by purposive sampling involving the Bandung Regency government and the local community of Kampung Gamis. The analytical framework developed describes the socio-techno-economic interaction of the surrounding actors with Kampung Gamis to obtain possible outcomes. The findings showed that there are at least four main actors in the stakeholder analysis of the tourism destination of Kampung Gamis, Soreang District, Bandung Regency; they are the government, associations or local tourism communities, entrepreneurs, and the local community. There are also some identified potentials in the development of Kampung Gamis as Tourism Destinations and several important obstacles such as lack of experience of business actors in the tourism destination of Kampung Gamis. Finally, pattern of actor and network relations in Kampung Gamis Tourism Destinations development reflects how crucial the development of kampung gamis is.
The Quadro helix concept is used in the innovations for economic development. The Quadro helix elements include the government as an innovator and facilitator to facilitate the growth of business opportunities, the business as entrepreneurs, and the civil society as a source of labor, service users, innovation developers and academics as laboratories that have not run well. Meanwhile, Micro Small and Medium Enterprises (MSMEs) is a business unit of creativity and innovation that created to mobilize the economy. Boyolali's potential develops with its MSMEs in the village. In terms of Village Development Index (IPD) are 215 developing villages, namely 45 independent villages and one underdeveloped village. This has become a problem because empowering the village economy did not optimal. Referring to the regional superior potential and IPD, Boyolali Regency requires strengthening capacity especially those related to MSMEs. Total of 26,210 MSMEs and 1,103 MSMEs spread across 19 districts in all districts that are under various conditions at Boyolali Regency. This research was conducted a descriptive method by looking at the roles and conditions of various MSMEs. The results indicate the lack of the role of educational institutions or academics in participating of developing MSMEs.
Program Pamsimas merupakan salah satu program Pemerintah untuk meningkatkan akses jumlah warga miskin perdesaan yang dapat terlayani perbaikan pelayanan fasilitas air minum dan sanitasi serta untuk meningkatkan nilai dan perilaku hidup bersih dan sehat menggunakan pendekatan partisipasi masyarakat. Penelitian ini dilakukan untuk memberikan kontribusi kajian evaluasi Pamsimas dengan tujuan utama mengevaluasi Pelaksanaan Kebijakan Program Pamsimas tahun 2018-2019 di Desa Cikadu Kecamatan Cibatu Kabupaten Purwakarta. Evaluasi pelaksanaan kebijakan program Pamsimas dianalisis dengan menggunakan enam aspek evaluasi program yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Metode penelitian yang digunakan pendekatan kualitatif dengan strategi penelitian studi kasus. Validasi data diperoleh dari observasi, wawancara, dokumentasi dan studi pustaka. Hasil penelitian menunjukan bahwa pelaksanaan program Pamsimas tahun 2018-2019 di Desa Cikadu Kecamatan Cibatu belum memberikan pengelolaan program Pamsimas dengan optimal sehingga belum bermanfaat secara menyeluruh untuk masyarakat Desa Cikadu Kecamatan Cibatu. Program Pamsimas baru mencapai sebanyak 45 KK dengan jumlah penduduk 132 jiwa dari data awal berdasarkan Rencana Kerja Masyarakat (RKM) yang telah disepakati adalah 322 KK, maka pencapaian kinerja pada penyediaan air minum/bersih sangat rendah yaitu baru mencapai 14 %. Hambatan yang paling utama mempengaruhi dalam keberhasilan pelaksanaan program Pamsimas Di Desa Cikadu yaitu kurang terjalinnya koordinasi dengan baik antar anggota Pokja AMPL Kabupaten Purwakarta. Kegiatan kolaborasi, peran program Pamsimas sangat penting untuk mendorong SKPD terkait melakukan percepatan pengembangan akses air minum dan sanitasi perdesaan.
