ÖZ. Bu araştırmanın amacı 2014'te teftiş yönergesinde ders denetimleri ile gerçekleşen değişikliğin, maarif müfettişleri, okul yöneticileri ve öğretmenler tarafından nasıl değerlendirildiğini ve uygulamanın etkililiğini ortaya koyarak, sürecin daha etkili yürütülmesine yönelik öneriler geliştirmektir. Araştırmada, nitel araştırma desenlerinden durum çalışması deseni kullanılmıştır. Çalışma grubu 122 öğretmen, 66 okul müdürü ve 43 müfettişten oluşmaktadır. Veriler araştırmacılar tarafından geliştirilen görüşme formu aracılığı ile toplanmıştır. Verilerin çözümlenmesinde içerik çözümleme tekniği kullanılmış, betimsel istatistiklere (f, %) de yer verilmiştir. Bulgular şöyle özetlenebilir: Katılımcıların, uygulamanın niçin hayata geçirildiğine ve uygulamayı benimsemeye ilişkin görüşleri farklıdır. Uygulamayı öğretmen ve müdürler olumlu, müfettişler ise olumsuz olarak değerlendirmiştir. Uygulama ile yanlılığın artabileceği, müdürlerin mevcut yeterlikleri ile eğitim öğretimin niteliğine yeterince katkıda bulunamayacağı yönünde kaygılar bulunmuştur. Müdürler, bu alanda bir eğitimden geçmemiş, bu süre içerisinde nadiren ders denetimi yapmış, yapılan ders denetimleri öğretmenler tarafından etkisiz bulunmuştur. The purpose of this research was to develop suggestions for the effective implementations of course inspections which have been assigned to the school principals by means of a regulation in the year 2014, based on the evaluations of supervisors, teachers and supervisors. In this qualitative research case study design was used. The participants of the study were composed of 122 teachers, 66 principals and 43 supervisors. The data were collected via the interview form developed by the researchers. Content analysis technique was used for the qualitative data and descriptive statistics such as frequencies and percentages were also reported. The findings were summarized as follows: The participants' views about the reasons for this application and their levels of acceptance differed. Teachers and principals evaluated the application positively and inspectors considered it negative. Concerns such as implementation might increase bias and that principals with their current competencies would not be able to contribute adequately to the teaching, were mentioned. The principals were not trained in course inspection, they rarely did inspection in the past and those inspections were found to be ineffective by the teachers. In this study, it was aimed to determine what the expectations of teachers and school administrators were from students and how these expectations were perceived by the students in order to increase the quality and effectiveness of education and to develop sensitive practices. Findings obtained without working; it has been seen that teachers are expected to be successful, to be school rules, to be moral, virtuous individuals when they are ready to learn from the lessons, actively participate in the lessons and fulfill their assigned duties and responsibilities and be virtuous individuals. On the other hand, the students stated that the teachers were expected to be hardworking and successful, to be prepared for the lessons, to attend the class during the lesson and to be silent without speaking if they did not participate. In addition, the teachers stated that they should take good grades from themselves and at least they should wait for passing grades in the courses they fail. They stated that administrators should be disciplined, obey school rules, be diligent and successful, do not harm the environment, donate to school, and expect to smoke and that they were not responsible for their social and academical development.
