Public services in Indonesia have many complaints from the public due to unclear procedures, limited access to information, and inadequate infrastructure. The enactment of the Law on Public Information Disclosure gives the public the right to supervise governance and improve the quality of information management and services within the Public Agency. The DIY Regional Government PPID which has been established since 2013 has not shown good performance. The purpose of this study was to analyze the performance of PPIDs and the factors that influence the acceleration of bureaucratic reform to create a culture of information openness. Performance evaluation is measured based on aspects of productivity, service quality, responsiveness, responsibility, and accountability. Meanwhile, the influencing factors are seen from personal / individual, leadership, team, system, and contextual (situational) factors. This research method uses a qualitative descriptive approach. The data collection technique is done through interviews, observation, and documentation study. An important finding from the performance evaluation results is that PPID productivity and accountability are still low. Meanwhile, factors that hinder performance are limited understanding of PLID, lack of intensity of communication between the Regional Head and Assistant PPIDs and the absence of budget support for PPID. Strategies that need to be carried out include improving the quality of PPID service performance by compiling a community satisfaction index, updating the classification of information regularly, monitoring and evaluation by giving awards and punishment, improving personality and utilizing various social media.
The high public demand for quality improvement on KIA becomes the basic fundamentals for the government of Yogyakarta to upgrade the quality and efficiency of KIA services. One of the implemented policies is the application of smart city in the health sector, primarily focusing on e-Health development. This research aims reviewing innovation in the implementation of e-Health in health centers Mantrijeron by employing a qualitative approach with interviews, observation, and documentation. The results showed that innovation of e-Health was divided into four categories: man, money, methods and machine. In terms of man (human resources) there were Simpus facilitation officer and adequate number of qualified human resources. Meanwhile money innovation occurred by adequate financial support from APBD, BOK and BLUD budget. Method innovation came in with the application of SOP in each service which also describes the associated use of Simpus. Machine innovation occurred through adequate computer devices, efforts to restore the hardware restoration efforts, routine network maintenance by a team of Service Level Agreement (SLA) and assistance from the Department of Communications, Information and Coding of Yogyakarta City.Keywords: e-Health, SIMPUS, Innovation, Service Quality
HIV and AIDS cases in Yogyakarta city until March 2017 experience case addition. Increased cases of HIV & AIDS can be caused due to the transmission of cases, also caused by increased awareness to check themselves. This issue is become responsibility together so that the effort in treatment need collaboration. The purpose of this study was to determine Collaborative Governance in HIV & AIDS Prevention in Yogyakarta City and to find out how far Collaborative Governance contributes to tackling HIV & AIDS in Yogyakarta City. This study uses a qualitative descriptive approach with data collection techniques carried out through participant observation, in-depth interviews, and documentation studies. The results showed that Collaborative Governance in the prevention of HIV and AIDS in the city of Yogyakarta had been carried out quite well, the implementation of collaboration was not binding and there was no hierarchical structure. The collaboration takes place in accordance with the work program and duties and functions of each institution. Motivation together there is a shared belief in carrying out collaboration, but the mutual understanding is not optimal because of the implementation of separate collaborations. Capacity aspects of financial resources, facilities and human resources are still limited. The impact of Collaborative governance in overcoming HIV and AIDS is to be able to minimize the spread of HIV and AIDS in the city of Yogyakarta as well as an increase in the handling of people affected by HIV and AIDS.
Various problems of public services including convoluted procedures, and relatively long time in administering administrative documents.Similarly, what happened in Danurejan District for the administration of one population document could take up to 1 month and have an impact on the low ownership of Birth Certificates and Child Identity Cards, the number of changes in newborn birth control with the number of babies born. However, this condition has come to the attention of the local government and encouraged the government at the sub-district level to make an innovation "Register 1 Get 5". This innovation in providing population services by integrating the system is also intended to ease the burden on the community, especially for mothers who give birth, so that it is not inconvenienced in terms of population administration for the newly supported baby. The purpose of this study is to analyze the attributes of the implementation carried out by Danurejan District and the supporting and inhibiting factors of Innovation out with list 1 Get 5. The method used is descriptive qualitative, collecting data conducted by interviews, observations and studies. The expected benefits of this research are for stakeholders who are input for the Danurejan Subdistrict government to continue to create innovations in population services and be used by local governments in promoting administration in population administration.
Keberadaan Kampung Ramah Anak tidak terlepas dari berbagai peran tokoh, proses interaksi sosial yang dilakukan oleh masyarakat. Mekanisme pembentukan desa ramah anak tidak melalui penunjukan melainkan lebih menekankan pada kesadaran masyarakat setempat. Lembaga ini dibentuk pada 26 Juni 2019 dan sudah memiliki satgas dan Forum Anak. Organisasi yang relatif baru ini membuat mereka belum terorganisir dalam hal program atau kegiatan yang akan dilakukan. Selain itu, forum anak yang terdiri dari anak-anak masih dalam tahap pembelajaran dan pendampingan tentang bagaimana membentuk dan melaksanakan kegiatan tentang Desa Layak Anak. Bentuk kegiatan dalam pengabdian ini diawali dengan diskusi dengan pihak pengelola, dilanjutkan dengan melakukan observasi di lokasi. Hasil diskusi dengan pihak pengelola diperoleh rancangan program yang ditindaklanjuti dengan pendampingan dalam hal perencanaan dan penguatan organisasi, sedangkan kegiatan observasi dilakukan dengan mengunjungi beberapa tempat yang digunakan dalam kegiatan desa ramah anak seperti balai, taman bacaan anak , dan lingkungan di RW 01 Giwangan. Partisipasi mitra ditunjukkan dengan keikutsertaan dalam kegiatan diskusi masalah yang dihadiri oleh ketua, sekretaris, dan 2 orang anggota satgas, sedangkan kegiatan pendampingan dihadiri oleh ketua, sekretaris, dan 2 perwakilan Forum Anak. Tahapan pelaksanaan kegiatan pengabdian ini dilakukan melalui tiga tahap penyelesaian yaitu penguatan fungsi, pemberian materi, dan kelengkapan dokumen kelembagaan.
