Kolaborasi dalam penanganan pandemi COVID-19 sangat dibutuhkan, terutama dalam menangani permasalahan-permasalahan yang muncul. Penelitian ini mencoba untuk menemukan bentuk kolaborasi antar aktor dalam Program Kampung Tangguh. Selain itu, penelitian ini bertujuan untuk mengelaborasiakan peran antar stakeholder dalam merespons pandemi COVID-19, melihat konteks Program Kampung Tangguh Semeru. Menggunakan teori kebencanaan dan konsep terkait desa, penelitian ini berargumen bahwa kunci kesuksesan berjalannya Program Kampung Tangguh Semeru di Jawa Timur merupakan hasil partisipasi dari bawah (bottom up participation) atau bentuk partisipasi masyarakat dan pemerintah dalam menghadapi pandemi COVID-19. Dalam penulisan artikel, peneliti menggunakan pendekatan analisis deskriptif, yang didasarkan pada studi pustaka atau bersumber dari data sekunder. Kata Kunci: Pandemi, Kolaborasi, Kampung Tangguh Collaboration in handling COVID-19 pandemic is urgently needed, especially in handling problems that arise from it. This research is try to find collaboration between stakeholders within Tough Village Program (Program Kampung Tangguh). In addition, this study aims to elaborate on the roles between stakeholders in responding to the COVID-19 pandemic. Using disaster theory and concept about village, this research argues that the key to the success of the Tangguh Semeru Village Program in East Java is through bottom up participation or a form of community participation in the government in facing the COVID-19 pandemic. Pandemi Covid-19 sudah hampir satu tahun melanda dunia, dan hingga saat ini angka positif di Indonesia masih sangat tinggi. Sebagai negara yang mempunyai kekayaan budaya, budaya dan masyarakat tentunya tidak dapat dipisahkan dari kehidupan sehari-hari. Maka sebaiknya dalam upaya penanggulangan Covid-19 dapat dimaksimalkan dengan kearifan lokal pada masing-masing daerah. Pemerintah juga telah mengeluarkan kebijakan terkait program kampung tangguh, dimana Desa ditutntut agar mampu menciptakan inovasi maupun memnfaatkan kearifan lokal secara maksimal untuk dapat mengurangi angka pasien positif Covid-19. Karena penanggulangan Covid-19 melalui kampung tangguh yang berbasis kearifan lokal ini menjadi variasi baru dan dinilai efektif karena lebih diterima oleh masyarakat desa. Penulisan artikel ini menggunakan jenis penelitian analisis naratif dengan pendekatan studi literatur dan tinjuan sistematis. Tujuan dari penulisan artikel ini yaitu untuk mengetahui seberapa efektif penanggulangan Covid-19 melalui program kampung tangguh yang berbasis kearifan lokal. Penelitian yang menarik untuk selanjutnya dikaji yaitu terkait penanggulangan bencana berbasis kearifan lokal.

In this study, researchers used a method of research literature studies. Sakera Jempol's innovation in Pasuruan Regency has received an award from the Ministry of PAN-RB as the best national public servant and has succeeded in promoting the safety of girls in Pasuruan Regency.
The implementation of parking in the city of Surabaya is regulated by Regional Regulation (Perda) Number 3 of 2018. The purpose of introducing e-parking or a parking meter tool is to suppress the leakage of PAD in the parking sector, control parking attendants, and facilitate convenient experiences for individuals visiting the smart city of Surabaya. The meter was introduced to measure the duration of parking and facilitate electronic payment of fees. Therefore, e-parking innovation plays a crucial role in effectively managing local revenue (PAD). This study predominantly focuses on the institutional governance system for implementing innovations in the public service sector, specifically the use of e-parking to address parking-related issues. This study employed a descriptive approach with a qualitative methodology. The subjects included the Head of Surabaya Parking UPTD, employees of Surabaya City Transportation Service, attendants of Surabaya City Hall and Tama Bungkul Surabaya parking, as well as the wallet team of Surabaya City Transportation Department. Data were collected using various techniques, namely interviews, observation, and documentation, and were subsequently analyzed through a systematic process of data reduction, presentation, and verification. The results showed the Surabaya City Transportation Service successfully implemented parking meters at several points, including City Hall and Bungkul Park. The implementation of the e-parking program in the city has been progressing well, despite encountering some challenges. These challenges have been effectively resolved, ensuring the smooth operation of the parking meter tool.
