Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. This research aimed to establish a mechanism of evolution of community protection, identify the support of facilities and infrastructure needed in facilitating the implementation of the tasks and functions of Linmas, especially in disaster management and formulate community protection institutions that are appropriate to the needs and capacities of the regions. The research method is carried out by a qualitative approach that is using focus group discussion (FGD) based on experience and perceptions of the benefits and impacts of the community protection unit’s guidance in West Java province. The results show that the community protection institutions are needed in improving the independence of the community in tackling any disaster that is faced by an organization in which at least have the ability and skills in the field: early prevention, peace and orderly of safety fibre, health and psychologist and public and social work. The practical implication of this research is that the local government should empower the community protection unit through the regional work unit or related stakeholders in conducting training and facilitation of training and improving skills so that they can carry out their duties better.
Minimnya pengembangan kompetensi ASN Kabupaten Naganraya baik dari aspek pendidikan maupun pelatihan. Tujuan penelitian ini adalah untuk menganalisis pengembangan kompetensi Manajerial ASN, menganalisis faktor internal dan eksternal serta untuk menganalisis strategi pengembangan Kompetensi Manajerial ASN di Kabupaten Naganraya. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, dan menggunakan teori pengembangan kompetensi sumber daya manusia melalui pendidikan dan pelatihan menurut Busro (2018: 206) yang diukur dengan kesempatan dan peluang mengikuti pendidikan serta kesempatan mengikuti pelatihan. Hasil penelitian bahwa pengembangan kompetensi manajerial ASN melalui pendidikan dan pelatihan di Kabupaten Naganraya belum dilakukan secara optimal, dikarenakan kesempatan mengikuti pendidikan dan pelatihan yang disediakan sangat sedikit, peluang beasiswa di luar APBD juga kurang dimanfaatkan dengan baik oleh Pemerintah Daerah maupun ASN. Faktor internal 1) Peraturan perundang-undangan, 2) Visi misi Bupati Naganraya, 3) Kewenangan, 4) Belum adanya Perbup tentang tugas belajar dan izin belajar, 5) Keterbatasan anggaran, dan faktor eksternal 1) Adanya program beasiswa di luar APBD Naganraya, 2) Adanya sekolah tinggi di Kabupaten Naganraya, 3) Intervensi Politik, 4) Adanya mindset ASN yang menganggap tugas belajar di politisasi. Strategi pengembangan kompetensi manajerial ASN melalui pendidikan dan pelatihan 1) Menyusun Perbup sebagai rujukan tugas belajar dan izin belajar baik anggaran yang menggunakan APBD maupun di luar APBD, 2) Membentuk satuan tugas percepatan pengembangan kompetensi manajerial ASN dalam pemanfaatan beasiswa tugas belajar di luar APBD, 3) Membangun kerja sama dengan sekolah tinggi yang ada di Kabupaten Naganraya, 4) Meningkatkan sosialisasi, dan transparansi serta kepastian pelayanan, 5) Mendorong ASN untuk izin belajar di sekolah tinggi yang ada di Kabupaten Naganraya, 6) Memanfaatkan dan memfasilitasi ASN dalam mengikuti beasiswa di luar APBD, 7) Membangun komitmen bersama untuk bekerja secara profesional. Adapun saran 1) Perlunya memperbanyak kesempatan untuk mengikuti pendidikan dan pelatihan serta memanfaatkan peluang beasiswa di luar APBD dengan maksimal, 2) Perlunya memanfaatkan secara maksimal kekuatan dan peluang, dan menutupi kelemahan serta mengatasi ancaman, 3) Perlunya mengoordinasikan, bekerja sama dan meningkatkan kualitas pelayanan kepegawaian untuk melaksanakan strategi pengembangan.
