Taking the region of Flanders in Belgium as a case study, this article reflects on how smart cities initiated a grassroots initiative on data interoperability. We observe that cities are struggling due to the fragmentation of data and services across different governmental levels. This may cause frustrations in the everyday life of citizens as they expect a coherent user experience. Our research question considers the relationship between individual characteristics of decision makers and their intention to use data standards. We identified criteria for implementing data standards in the public sector by analysing the factors that affect the adoption of data governance, based on the Technology Readiness and Acceptance Model (TRAM), by conducting an online survey (n = 205). Results indicate that respondents who score high on innovativeness have a higher intention to use data standards. However, we conclude that personality characteristics as described in the TRAM-model are not significant predictors of the perceived usefulness and perceived ease of use of data standards. Therefore, we suggest exploring the effects of network governance and organisational impediments to speed-up the adoption of open standards and raise interoperability in complex ecosystems.
The aim of this article is to provide an exploratory analysis of the landscape of web archiving activities in Europe. Our contribution, based on desk research, and complemented with data from interviews with representatives of European heritage institutions, provides a descriptive overview of the state-of-the-art of national web archiving in Europe. It is written for a broad interdisciplinary audience, including cultural heritage professionals, IT specialists and managers, and humanities and social science researchers. The legal, technical and operational aspects of web archiving and the value of web archives as born-digital primary research resources are both explored. In addition to investigating the organisations involved and the scope of their web archiving programmes, the curatorial aspects of the web archiving process, such as selection of web content, the tools used and the provision of access and discovery services are also considered. Furthermore, general policies related to web archiving programmes are analysed. The article concludes by offering four important issues that digital scholars should consider when using web archives as a historical data source. Whilst recognising that this study was limited to a sample of only nine web archives, this article can nevertheless offer some useful insights into the technical, legal, curatorial and policy-related aspects of web archiving. Finally, this paper could function as a stepping stone for more extensive and qualitative research.
The archived web provides an important footprint of the past, documenting online social behaviour through social media, and news through media outlets websites and government sites. Consequently, web archiving is increasingly gaining attention of heritage institutions, academics and policy makers. The importance of web archives as data resources for (digital) scholars has been acknowledged for investigating the past. Still, heritage institutions and academics struggle to ‘keep up to pace’ with the fast evolving changes of the World Wide Web and with the changing habits and practices of internet users. While a number of national institutions have set up a national framework to archive ‘regular’ web pages, social media archiving (SMA) is still in its infancy with various countries starting up pilot archiving projects. SMA is not without challenges; the sheer volume of social media content, the lack of technical standards for capturing or storing social media data and social media’s ephemeral character can be impeding factors. The goal of this article is three-fold. First, we aim to extend the most recent descriptive state-of-the-art of national web archiving, published in the first issue of International Journal of Digital Humanities (March 2019) with information on SMA. Secondly, we outline the current legal, technical and operational (such as the selection and preservation policy) aspects of archiving social media content. This is complemented with results from an online survey to which 15 institutions responded. Finally, we discuss and reflect on important challenges in SMA that should be considered in future archiving projects.
Abstract. One of the promises of the smart city concept is using real-time data to enhance policy making. In practice, such promises can turn out to be either very limited in what is actually possible or quickly trigger dystopian scenarios of tracking and monitoring. Today, many cities around the world already measure forms of urban bustle, i.e. how busy it is during specific periods of time. They do this for all kinds of purposes like optimising mobility flows, attracting tourism, monitoring safety during events or stimulating the local economy, and they employ divergent technologies: from analogue counting, over surveys, to more advanced near real-time tracking using mobile operator data. This fragmentation of approaches to measuring urban bustle creates some challenges for cities related to privacy, vendor lock-in, comparability of data, data quality and accuracy, historical and predictive analysis of data and so on. To tackle these challenges and formulate a standardised approach to measuring urban bustle, the thirteen largest cities in Flanders (Belgium), together with local technology vendors, co-created a “definition manual”; a document outlining indicators and relevant technologies for measuring urban bustle, as well as shared profile descriptions of residents and visitors of the city. This paper outlines the process and presents the results, an agreed-upon framework of standard profiles and indicators, which are useful to academics, public servants and technology companies involved in this topic.
Smart cities need (sensor) data for better decision-making. However, while there are vast amounts of data available about and from cities, an intermediary is needed that connects and interprets (sensor) data on a Web-scale. Today, governments in Europe are struggling to publish open data in a sustainable, predictable and cost-effective way. Our research question considers what methods for publishing Linked Open Data time series, in particular air quality data, are suitable in a sustainable and cost-effective way. Furthermore, we demonstrate the cross-domain applicability of our data publishing approach through a different use case on railway infrastructure—Linked Open Data. Based on scenarios co-created with various governmental stakeholders, we researched methods to promote data interoperability, scalability and flexibility. The results show that applying a Linked Data Fragments-based approach on public endpoints for air quality and railway infrastructure data, lowers the cost of publishing and increases availability due to better Web caching strategies.
