Penelitian ini bertujuan untuk menjelaskan pengaturan dan pemanfaatan Corporate Social Responsibility terhadap pembangunan perekonomian desa di Provinsi Riau, serta sanksi hukumnya, menurut Peraturan Daerah Provinsi Riau Nomor 6 Tahun 2012. Penelitian ini bersifat deskriptif dengan jenis yuridis normatif melalui pendekatan perundang-undangan dengan metode analisis kualitatif. Perusahaan-perusahaan besar yang beroperasi di Provinsi Riau wajib melaksanakan program Corporate Social Responsibility untuk membangun desa. Terhadap perusahaan yang tidak melaksanakan Corporate Social Responsibility di Provinsi Riau, maka perusahaan tersebut dapat dikenakan sanksi berupa peringatan tertulis, pembatasan kegiatan usaha perusahaan, pembekuan izin usaha perusahaan, dan pencabutan izin usaha perusahaan.
One of the goals of the establishment of Indonesia as a country is to improve the welfare of the people. The Covid-19 pandemic that has hit Indonesia since March 2020 has greatly affected the condition of the national economy, including in Pekanbaru City. The method used in this research is sociological law research. The strategy that can be applied by MSME actors in Pekanbaru City to survive during the Covid-19 pandemic is to make creative innovations that do not violate government policies. Law Number 20 of 2008 concerning Micro, Small and Medium Enterprises stipulates that the government is obliged to empower MSMEs in order to maintain national economic stability. Law Number 20 of 2008 concerning Micro, Small and Medium Enterprises stipulates that the forms of empowering MSMEs that must be carried out by the government include funding assistance, improving facilities and infrastructure, information on business opportunities, partnership programs, facilitating business licensing, providing business opportunities, conducting trade promotion activities, as well as institutional support.Keywords: MSMEs, Empowerment, Covid-19 Pandemic
ABSTRACT This research aims to identify and inventory the assets, including form, size, physical, and legal, to know the market value (economic benefits) of the Pekanbaru city, to find out the value of the asset adjusted to its allocation or not, and to know the assets that are required to be optimized. The analysis of the drafting of optimization assets in Pekanbaru City is based on the performance, capacity, quality, and quantity of available assets. The research was carried out at the Pasar Sukaramai area, Jenderal Sudirman Street, Ahmad Yani street, Karet street, and Juanda street of Pekanbaru city. The research locations were selected purposively which are the potential area in Pekanbaru City. Analysis of land use optimization that is the Government’s asset of Pekanbaru City used qualitative and quantitative approaches. A qualitative approach was used to analyze the characteristics of land assets and the surrounding area. The analysis method used in this study was a qualitative analysis that was done inductively. The analysis data was done using the highest and best use analysis (HBU) by analyzing the physical feasibility, regulatory eligibility, financial feasibility, and maximum productivity. The analysis results that are based on identification were obtained: a) there is a need for the firmness of the Pekanbaru City Government in terms of enforcing regulations relating to HPL or issuance of regulations related to HPL for making clear regulations, b. The present retribution has been not optimal yet, so the Regional Original Revenue (PAD) does not increase significantly, and c. Determination of the Land Value Zone (ZNT) consistently by following the market price is extremely required referring to the collaboration in determining the value of the percentage of land ownership.
This study aims to determine farmers' perceptions of the role of agribusiness institutions and shape of roles agribusiness institutions in helping farmers deal with various farming problems and increasing rice productivity in Rokan Hulu Regency. The study was conducted by survey with a qualitative descriptive analysis method. Research respondents were 40 rice farmers scattered in Rokan Hulu Regency. Based on the research results it is known that 1. institute of agricultural inputs available at the village level with the acquisition of a score of 3.75 category of "have a role", especially in providing of inputs such as fertilizers, pesticides and agricultural equipment at affordable prices for farmers. 2. financial institutions "quite instrumental" in providing of rice farm financing with a score of 2.61, with a lower percentage of farmers participating in accessing finance facilities (22.5%) were affected by the system of repayment the loan, the interest rate and the level of risk faced. 3. The Postharvest Institution received a score of 4.38 in the "very instrumental" category for farmers in managing crop yields, as a milling and marketing service for harvest available in the village by setting prices and payment systems in favor of farmers. 4. Farmers' institutions (farmer groups) in each village "play a role" score of 3.63 in farming activities because by joining into farmer groups farmers have more access in obtaining subsidies for input production and agricultural machinery technology from the government, obtaining information in the application of agricultural cultivation technology innovations renewable effort to improve yield productivity and efficiency in the use of local resources. Paddy farmers in Rokan Hulu Subdistrict stated that the government "has a role to play" score of 3.14 in motivating farmers to increase productivity of their farming products, especially in the aspect of strengthening agricultural infrastructure and revitalizing production inputs. Extension institutions as part of the government increase human resources and strengthen Farmer Institutions "play a role" score of 3.77 in rice farming as a forum for education, facilitation, information / innovation dissemination, consultation and supervision. While the role of research institutes and universities is still not directly felt by farmers in developing farmers to increase farm productivity.
