Artikel ini bertujuan untuk memaparkan hasil penelitian terkait dengan Pengarusutamaan Gender (PUG) dalam perencanaan dan penganggaran di Provinsi Riau. Payung hukum PUG telah ada sejak 21 tahun yang lalu melalui Inpres Nomor 9 Tahun 2000. Namun realisasinya khususnya di dalam perencanaan dan penganggaran public belum banyak diterapkan. Metode penelitian kualitatif dengan pendekatan studi kasus digunakan dalam rangka menjawab pertanyaan bagaimana PUG dalam perencanaan dan penganggaran di Provinsi Riau. Temuan penelitian ini adalah belum kuatnya PUG mewarnai kebijakan publik di Riau, yang dibuktikan belum berjalannya perencanaan dan penganggaran yang responsif gender di Provinsi Riau saat ini. Selain itu terdapat pula evidens bahwa pemahaman PUG belum menyeluruh pada SDM perencana di OPD, dan belum ada dukungan yang tegas dari elite pemerintahan terhadap PUG di semua lini pemerintahan.
The neutrality of ASN has always been a hot topic in various circles. Concern over the alignment of ASN to one of the candidate pairs is the main reason there are three types of politicization of the bureaucracy in Indonesia: First, openly politicization. Second, semi-open politicization, third, closed politicization. By utilizing the votes of civil servants, it is obvious for incumbent candidates with the promise of being given a position or to support their superiors and the mobilization of civil servants during general and regional elections. The politicization of the bureaucracy in Indonesia is still exist, currently politicization can appear from the legislature or from the executive with the aim of perpetuating power. From symptoms ranging from users of state facilities, mobilization of civil servants, compensation for positions, commercialization of positions, recruitment of new civil servants, to removal (depromotion) of regional secretaries. The involvement of the State Civil Apparatus (ASN) in practical politics is obvious because ASN is considered as the easiest way to influence society. The position of ASN is quite strategic and seen in the community, of course, will make it easier for candidates to gain support and have big hopes in the pilkada. The non-neutrality of ASN is certainly in the spotlight amidst the hopes of the community that ASN is able to become a pillar of an example of an honest and fair course of democratization.
One of the success of village development is influenced by the role of the Village Head, thus the role of the Village Head becomes very important in the village development process in order to facilitate development and increase community awareness to participate in village development in relation to the Tanjung Batu Kecil Village, Buru District, Based on the results of the initial survey, the researchers found phenomena that: first, until now there has been no concept / model of village development that can be an optimal solution in efforts to reduce poverty in the village. Second, the village development that is carried out is sectoral, which will only provide partial solutions as well and with a temporary time, so there is no guarantee of the continuity of the development program. Third, the human resources in the village, both the apparatus and the community, have contributed greatly to the slowing of various efforts to implement village development itself, limited funding sources. The type of research used is qualitative descriptive research type. The details of the informants used in this research are as follows: Village Head 1 person, Village Secretary and Village Apparatus 4 people, Head Guard 2 people. The role of the village head as a mobilizer Ie the village head to move or invite the community to jointly take concrete actions to develop the village. In increasing public awareness to participate in an activity, there are various ways in which the village government has done all this in order to expedite the implementation of development in the Village and so that the residents of Tanjung Batu Kecil Village are accustomed to positive village activities
Reforms in the field of public management have become mainstream in the bureaucracy and governance, especially in terms of regional development planning. Therefore, planners as the spearhead of regional planning is required to be able to meet the qualifications (competence) as human resources in all support systems of government institutions. Competency development is a necessity for planners and should be directed to arrangements that are in accordance with their field of duty. This study fills in the scarcity of research results related to planners in the Meranti Islands Regency, which is the youngest district in Riau Province. Since its division from Bengkalis Regency in 2008, the Meranti Islands Regency has still not been able to show significant progress. The placement of the planners has not been based on its competence. Efforts to develop the competence of the planners have not been carried out systematically and strategically. This has an impact on the planning and budgeting of the Meranti Islands Regency which has not been effective and efficient. Qualitative research methods with SWOT analysis were used to answer research questions and extract data. This approach is needed as an analytical tool to reach the conclusions expected in this study. The results of the study illustrate that planners need to be equipped with training in order to achieve the desired competencies and be able to plan regional development optimally
This study aims to determine and analyze the selection process of candidate members of the Election Supervisory Committee (Panwas) Election in two districts and two cities in the province of Riau. The selection takes place in mid-2017, in response to Law No. 15 of 2011 on General Election. Moreover, Riau will hold the Elections to the Regions in 2018 and Legislative Election and the Presidential and Vice Presidential Election in 2019. The existence of Panwas is a necessity in the effort to make the election more qualified and produce leaders in accordance with the conscience of the people. But please note how transparency in the selection process of candidates for Panwas members who have a very big mandate in the nation's democratic process. Selection of Panwas member candidates should fulfill the element of transparency as a proof of the implementation of good governance.The method used in this research is qualitative research methods. Data collection is done by using primary data in the form of in-depth interviews to the informants.Purposive sampling is chosen to be a technique in getting informants in accordance with this research. In addition, secondary data derived from the Election Supervisory Agency and mass media documents also support and sharpen the case studies as the analytical blades in this study.
