The purpose of this paper is to present the main strategies adopted by PETROBRAS and to be submitted and decided together with its co-venturers in the Brazilian Industry, to develop the designs, contracts and construction activities for the latest offshore production units in Brazil, since 2003, and also present the development of this strategy for the future Pre-Salt layer, emphasizing the challenges of transforming the opportunity into the development of a World Class local supplier industry and therefore maximizing qualified jobs and employment in Brazil. The paper will be focused on the latest Projects and their lessons learned (ex. similarity applied to different Projects) that will contribute with the Pre-Salt development, deep water giant offshore oil and gas fields located at Campos, Santos and EspÍrito Santo Basins - Brazil. Conversions and new units will be presented in terms of their unique features and key Project decisions that affected their design, construction and installation. Massive investments in Brazilian oil & gas sector will be highlighted, such as new scale of goods and services demand, and the required initiatives to improve local supplier industry competitiveness such as professional qualification, industrial infrastructure and technologies providing scale gains and increasing productivity. In addition, we will be presenting the Brazilian Governmental Program, PROMINP, created to support the implementation of a local content policy. From the identification of the gaps related to the professional qualification, industrial infrastructure and supply of materials and equipment, and in collaboration with local industry main stakeholders, Government, O&G Operators and Suppliers Associations, PROMINP has developed and implemented a set of actions in order to increase local industry competitiveness. Since PROMINP's creation, the Brazilian industry participation (Local Content) in the oil & gas Projects increased from 57% in 2003 to 75% in 2007, what meant an addition of US$ 8.3 billion in acquisitions of goods and services in the national market. It also has generated more than 390,000 new jobs in this period. Introduction Before 2003, many important Units of PETROBRAS were built in other countries, such as Singapore, Korea, Spain, etc. During this period, the Brazilian naval and offshore industries lost great part of its capabilities to provide larger Projects, mainly the ones related to offshore operation. In 2003, the Brazilian Government has decided to revitalize this industry, including Minimum Local Content requirements in the offshore development Projects. To attend these minimum Local Content requirements, we had the following problems to solve:Lack of capacity of the main vendors, that has been caused by the long period of non-significant activities demanded by the National Offshore area;Yards and shipyards needed to be retrofitted. Many of them where totally closed;Little skilled labor and qualified people to provide services for all phases: Design, Procurement, Construction & Assembling and Commissioning.
Health, comfort and the job efficiency of the crew of offshore platforms are factors deeply related to the acoustic quality of the places. The acoustic project of platforms include the noise prediction. It is a complex problem, because it involves several noise sources and receptors. Numeric methods such as Boundary Element Method and Finite Element Method are not still fully satisfactory for use in complex acoustic problems. This way, semi-empiric formulas and statistics methods are used in the prediction calculations. This paper describes some aspects of the Petrobras experience, along the years, in the performance of acoustic projects in offshore platforms. Finally, in this work, some important decisions are discussed for improvement of the acoustic quality of those operational units.
This paper aims at discussing the main advantages of repeating a FPSO Project for different oil fields developed by PETROBRAS. It will also be discussed the main aspects which shall be considered during projects based on oil tankers conversion into FPSOs, emphasizing the topics that can influence the overall progress of the works. Contractual requirements have been highlighted, such as minimum Brazilian national content, engineering scope of work, type of contracting, standardization of systems, construction using topside modules concept and some other points. Special attention must be given to the material and piping specification, as well as to the versions of applicable Rules and Regulations and Classification Society requirements. Case study based on the FPSO PETROBRAS 50 (P-50) and its " younger sister?? PETROBRAS 54 (P-54) project is presented, giving special attention to the Topsides and Marine systems, as well as to hull conversion works and related technical documentation. All the advantages obtained from the similarity and repeatability between the projects have been discussed, showing how they contributed to reduce the delivery time of the Unit. Other aspects adopted in such projects will be presented herein, such as: integrated team between the Operation and C&A (Construction & Assembling). Also, a focus on HSE (Healthy, Safety and Environment) during the construction and assembling phase will be presented. Introduction The development plan of an oil production field starts during the conception phase. During this phase, the type of the Unit to be installed and the construction schedule are defined. If the Unit to be adopted is a FPSO (Floating, Production, Storage and Offloading), 02 (two) options are possible: a tanker conversion or a new built hull. The type of Unit to be adopted for the field exploitation depends mainly on a technical-economic analysis, which is developed by PETROBRAS. At this moment, some alternatives are evaluated and considered, such as the type of hull (converted vessel into a FPSO, FPSO with new hull, converted Semi-Submersible, new SS), capacity of the production plant, facilities, etc. According to the economic-financial return for each option and taken into account the possibilities at the moment (availability of vessels for conversion, for instance), the chosen alternative will be the one that presents the best results. In general, the technical teams prefer customized projects for production Units. It means that the Unit must be a " Taylor made?? project, built specifically for each field. However, in some situations, this is not the best alternative to be followed. In this way, the premises of repeatability and similarity are an optimized and very attractive decision that will result in a highest financial gain.
This paper aims to present the main points related to the construction of a huge project in Brazil. PETROBRAS 52 (P-52) is a semi-submersible platform installed in Module 1A - Phase 2 of the Roncador Field, located in the Campos Basin, Brazil, which will produce 180,000 barrels of oil and compress 7.5 million N/m3 of gas daily. Due to the national industry situation caused by a recent past without similar projects, it was necessary to substantially revitalize the naval and offshore local market (including equipment, valves, piping, bulk materials, engineering and construction). The main contractual requirements, such as gains obtained with the Early Detailed Design and the construction shared in modules will also be presented. In a general overview of P-52, this paper will highlight the main solutions adopted, such as the strict inspection program in equipment vendors, introduction of the minimum requirements of local content, etc. In addition, it will be described a critical operation called Marine Deck Mating, when the hull was connected to the topside of the platform. The most important lessons learned of this operation will also be commented. Demands to concretize the change of this scenery have been very significant to Brazil. First of all, there was no skilled labor and qualified people to provide services with the high level of quality required for Petroleum Industry. The lack of Human Resources could be applied not only for the Construction & Assembling activities but had to be extended for engineering activities, for example. The second one was related with the long period of non-significant activities for National Industries in the Petroleum area. Considering that most part of the equipment and materials to be used in the previous projects have been supplied by companies installed in other countries, there were no reasons to develop the Brazilian Industries capacity. However, the inclusion of Local Content Minimum Requirements for P-52 and its further projects has modified completely this situation. In order to solve or minimize the impact in the future projects, the Brazilian Government has created the Program called PROMINP (" Programa Nacional de Mobilização da Indústria Naval e do Petréleo e Gás?? - National Program to Improve the National Petroleum Industry). This program started in 2004 and it has been very relevant to concretize the success of the recent projects in Brazil, mainly the P-52 and P-54, other production Unit installed in Roncador Field. This program has detected and identified the most important necessities of the industry, acting before the occurrence of the lacks.
