Ecotourism is part of the development of tourism in Indonesia, where it concerns on optimizing natural tourism travel including knowledge, in the form of preserving the environment, which encourages to carry out conservation activities for the environment and natural resources, in accordance with the characteristics of Indonesia's regional conditions. Wana Tirta Mangrove Forest (WTMF) is known as one of the ecotourism attractions which is developed in Kulon Progo Regency. This research specifically discusses the dynamic of Community Participation in the management. The purpose of this study is to identify and analyze using three-phases methods developed by Noronha, namely, Discovery, Local Response and Initiative, and Institutionalization. This research focuses on seeing the realization of a community participation initiative activity as well as the role of the community in the Local Response and Initiative phase of greenwood theory, where the role of the community itself is related to the involvement directly and most instrumentally in the management of ecotourism in the WTMF area. At the end of this study, researchers wanted to provide an overview of driving factors, supporting factors, and inhibitory factors. ABSTRAKEkowisata menjadi bagian dari pengembangan pariwisata di Indonesia, yang mana ekowisata berkonsentrasi dalam melakukan optimalisasi perjalanan wisata alam meliputi pengetahuan, dalam bentuk melestarikan lingkungan, yang mendorong untuk melakukan kegiatan konservasi terhadap lingkungan dan sumber daya alam, sesuai dengan dengan karakteristik kondisi wilayah Indonesia. Hutan Mangrove Wana Tirta (HMWT)diketahui sebagai salah satu potensi ekowisata yang sedang di kembangkan di Kabupaten Kulon Progo. Penelitian ini secara spesifik membahas tentang Dinamika Partisipasi Masyarakat Dalam Tata Kelola Ekowisata. Tujuan penelitian ini ingin mengidentifikasi dan menganalisis menggunakan tiga metode tahapan yang dikembangkan oleh Noronha yaitu, fase Discovery, ,fase Local Response and Initiative, dan fase Institutionalization. Penelitian ini berfokus ingin melihat perwujudan dari suatu aktivitas inisiatif partisipasi masyarakat maupun peran masyarakat dalam fase Local Response and Initiative pada teori Greenwood, dimana peran masyarakat itu sendiri berkaitan dengan adanya keterlibatan secara langsung maupun yang paling berperan dalam pengelolaan ekowisata. Di akhir penelitian ini, peneliti ingin memberikan beberapa gambaran faktor pendorong, faktor pendukung, dan faktor penghambat.
This research is located in Gunungkidul Regency, Yogyakarta Special Region (DIY). The rapid development of global information technology has driven a paradigm shift in society towards the era of digital society. This fact directs the massive use of electronic media in the public service bureaucracy in Indonesia. In order to realize a clean, transparent public service and be able to answer the demands of change effectively, in line with Presidential Instruction No. 3 of 2003. Dilemma when the Gunungkidul Regency Government is seeking e-government as a reform of the public service bureaucracy that is intended for the community as the recipient of service benefits, there are elements of farmer communities that tend to be difficult to adopt new technologies. The Gunungkidul Regency Government has consistently developed a website up to the sub-district level totaling 18 sub-districts and village levels totaling 144 villages with domains namely "name of village-sub-districts.desa.id", known as the Village Information System (SID). The author uses descriptive exploratory research methods to explain the limitations of peasant communities in the use of e-government. This situation can trigger barriers to optimizing the implementation of e-government in Indonesia. The author finds the limitations of the farming community in Gunungkidul Regency in the use of e-government due to 2 (two) aspects namely the lack of habituation in the use of information technology media and the characteristics of community associations that are inherent in the social activities of farmers in Gunungkidul Regency. The character of the farming community tends to be difficult to correlate with the development of digital information technology in its activities, making it difficult to create an habit of using internet media for everyday life. The covid-19 pandemic has worsened the economy of the informal sector. Online media may serve as one solution for opening new business spaces. The main problem encountered by our partner is the lack of understanding and use of digital media as a means of promotion. This activity aims to facilitate the creation of a village website as a supporting medium to increase the productivity of the residents.The partner of this community service program is the community members of RT 01 RW 34 Padukuhan Banjeng, Kanoman, Maguwoharjo, Depok, Sleman. This activity employed the Participatory Rural Appraisal (PRA) method. The implementation of these community service activities have successfully increased four aspects of community members’ productivity: 1) human development, shown by the higher understanding and ability in using the website to promote their business and increase the value of their business products; 2) business development, demonstrated by the enthusiasm of seventeen business owners in adding content to the website and in giving access to community members to help develop their digital-based businesses; 3) environmental development, manifested in pictures of the village on the website to provide a good impression of the village; and 4) institutional development, illustrated by the initiation of a new institutional model to ensure the sustainable use of the website, as a digital media to promote the community members’businesses.
Abstract This paper discusses the pattern of kiai hegemony as a charismatic leader. Kiai have a strategic position, are very respectable, and even have a big influence on the development of a community. The author examines the phenomenon of Habib Syech bin Abdul Qadir Assegaf as one of the charismatic kiai. Kiai is not a person who is experienced and has professional skills, but is socially proven to be able to spearhead the process of social change in society. The functionalist perspective presented by William F. Ogburn the author uses as an approach in interpreting the kiai's charismatic leadership. This perspective considers social change as something that can disrupt the balance of society. Kiai not only restricts the flow of culture, but the kiai seeks to spearhead change. The main finding in this paper is that compliance that is formed from a charismatic kiai is able to consciously obey his followers and without coercion. Kiai not only restricts the flow of culture, but the kiai tries to spearhead changes. On the other hand Habib Syech bin Abdul Qadir Assegaf tends to create restrictions on relations to a political party activity. In a functionalist perspective, change is integrated in culture. The culture of sholawatan that has grown very strong among the NU community, is another supporting aspect in the creation of charismatic permanence Habib Syech bin Abdul Qadir Assegaf as a Kiai. Charismatic leadership is raised on the emotional involvement of an individual in identifying the psychological individual of his followers in an effective way, which leads to cultural constancy adopted by certain community groups.Keywords : kiai, leadership, charismatic, hegemonyAbstrak Tulisan ini membahas tentang pola hegemoni kiai sebagai pemimpin kharismatik. Kiai mempunyai kedudukan strategis, sangat terhormat, bahkanberpengaruh besar pada perkembangan suatu komunitas. Penulis melakukan telaah terhadap fenomena Habib Syech bin Abdul Qadir Assegaf sebagai salah seorang kiai kharismatik. Kiaibukanlah sosok yang berpengalaman dan memiliki kemampuan profesional, tetapi secara sosial terbukti mampu memelopori proses perubahan sosial dalam masyarakat. Perspektif fungsionalis yang disampaikan oleh William F. Ogburn penulis gunakan sebagai sebuah pendekatan dalam memaknai kepemimpinan kharismatik kiai.Perspektif ini menganggap perubahan sosial sebagai suatu hal yang dapat mengacaukan keseimbangan masyarakat.Kiai bukan hanya membatasi arus budaya yang masuk, namun kiai berupaya memelopori perubahan Temuan utama didalam tulisan ini adalah kepatuhan yang terbentuk dari kharismatik seorang kiai mampu menghegemoni pengikutnya dengan sadar dan tanpa suatu paksaan. Kiai bukan hanya membatasi arus budaya yang masuk, namun kiai berupaya memelopori perubahan. Disisi lain Habib Syech bin Abdul Qadir Assegafcenderung menciptakan pembatasan hubungan terhadap suatu aktivitas partai politik. Dalam perspektif fungsionalis perubahan terintegrasi dalam kebudayaan.Budaya sholawatan yang sudah tumbuh sangat kuat dikalangan masyarakat NU, menjadi aspek pendukung lain dalam penciptaan kelanggengan kharismatik Habib Syech bin Abdul Qadir Assegafsebagai seorang Kiai. Kepemimpinan kharismatik dimunculkan atas keterlibatan emosional seseorang individu dalam mengidentifikasi psikologis individu pengikutnya dengan cara efektif, yakni mengarah pada keajegan budaya yang dianut oleh kelompok masyarakat tertentu.Kata kunci : kiai, kepemimpinan, kharismatik, hegemoni
Demokrasi semakin menuntut warga masyarakat untuk turut serta berpartisipasi dalam konteks pengambilan keputusan politik. Era digital membuka ruang baru dalam menciptakan media komunikasi berbasis digital untuk mengefektifkan partisipasi politik warga. Program pengabdian masyarakat ini akan berlokasi di RW. 34 Padukuhan Banjeng, Kanoman, Maguwoharjo, Depok, Sleman, Daerah Istimewa Yogyakarta. Program ini diarahkan untuk menyelesaikan permasalahan utama mitra yakni belum tersedianya media komunikasi digital untuk mengelola aspirasi politik warga RW. 34. Permasalahan tersebut dipertegas dengan kondisi sebagai berikut: 1). Minimnya dokumentasi data aspirasi politik warga RW. 34; dan 2). Terbatasnya akses penyampaian aspirasi warga berkaitan dengan jarak ruang dan waktu. Untuk menyelesaikan permasalahan mitra tersebut, maka pengusul akan menggunakan metode pendampingan dan sosialisasi. Adapun kegiatan-kegiatan yang telah dilaksanakan pengusul bersama dengan mitra antara lain: 1). Fasilitasi pembuatan media komunikasi digital untuk penyampaian aspirasi warga RW. 34 dengan media google form; 2). Sosialisasi media komunikasi digital dengan media poster cetak dan digital; 3). Pendampingan pengelolaan data aspirasi yang bersumber dari media google form, dan 4) Monitoring dan evaluasi kegiatan pengabdian masyarakat. Capaian hasil pengabdian masyarakat ini antara lain: 1) Tersedianya media komunikasi digital “Kotak Saran Warga Banjeng RW. 34” dengan media google form, 2) Tersampaikannya hasil pembuatan google form kepada Ketua RW. 34, 3) Tersedianya QR link untuk akses media komunikasi digital “Kotak Saran Warga Banjeng RW. 34”, 4) Tersedianya poster digital “Solusiku” dan tersampaikan kepada Ketua RW. 34, 5) Tersedianya 10 poster cetak “Solusiku” dan tersampaikan kepada Ketua RW. 34, 6) Tersampaikannya tutorial pengelolaan google form media komunikasi digital “Kotak Saran Warga Banjeng RW. 34” kepada Ketua RW. 34, 7) Meningkatnya kemampuan Ketua RW. 34 didalam pengelolaan masukan warga yang disampaikan melalui google form media komunikasi digital “Kotak Saran Warga Banjeng RW. 34”, dan 8) Meningkatnya partisipasi warga dalam menyampaikan masukan melalui https://bit.ly/SaranUntukBanjengRW.34 . Dari hasil rekapitulasi data google form, teridentifikasi 13 masukan.
