Mainstream political economy has tended to treat the family as a unit when examining the distributional consequences of labor market institutions and of public policy. In a world with high divorce rates, we argue that this simplification is more likely to obscure than to instruct. We find that labor market opportunities for women, which vary systematically with the position of countries in the international division of labor and with the structure of the welfare state, affect women's bargaining power within the family and as a result, can explain much of the cross country variation in the gender division of labor as well as the gender gap in political preferences.
This article examines the policy consequences of the number of parties in government. We argue that parties externalize costs not borne by their support groups. Larger parties thus internalize more costs than small parties because they represent more groups. This argument implies that the public sector should be larger the more parties there are in the government coalition. We test this prediction using yearly time-series cross-sectional data from 1970 to 1998 in 17 European countries. We find that increasing the number of parties in government increases the fraction of GDP accounted for by government spending by close to half a percentage point, or more than one billion current dollars in the typical year. We find little support for the alternative claim that the number of legislative parties affects the size of the public sector, except via the number of parties in government.
This paper theorizes three forms of bias that might limit women's representation: outright hostility, double standards, and a double bind whereby desired traits present bigger burdens for women than men. We examine these forms of bias using conjoint experiments derived from several original surveys—a population survey of American voters and two rounds of surveys of American public officials. We find no evidence of outright discrimination or of double standards. All else equal, most groups of respondents prefer female candidates, and evaluate men and women with identical profiles similarly. But on closer inspection, all is not equal. Across the board, elites and voters prefer candidates with traditional household profiles such as being married and having children, resulting in a double bind for many women. So long as social expectations about women's familial commitments cut against the demands of a full-time political career, women are likely to remain underrepresented in politics.
Low levels of female labor force participation contribute to female underrepresentation in democratic polities, both by reinforcing traditional voter attitudes toward women (a demand-side feature) and by constraining the supply of women with professional experience and resources who are capable of mounting credible electoral campaigns. Female labor force participation, however, is only part of the story. Comparative analysis suggests that electoral systems have a strong, systematic effect on the extent to which women's workforce participation boosts female political representation. In candidate-centered political systems, where seniority is an important factor in legislative effectiveness, career interruptions for the sake of childcare and other family work hurts female aspiring politicians more seriously than in proportional representation (PR) systems, where political parties control the policy platform and constituency service is a minor consideration in the careers of candidates. In countries with mixed electoral systems, women do better in seats elected by PR than by single-member plurality. Within countries, women are more likely to get elected to offices characterized by shorter tenure and higher average levels of turnover.
