Las últimas noticias cifran que 1 de cada 4 alumnos sufre algún tipo de acoso en sus centros escolares. Analizar el mapa de públicos en los contenidos de las guías de los organismos oficiales para prevenir el acoso, pone de manifiesto carencias sustanciales para promover una campaña de orientación y extensión pública desde la gestión de los públicos para que sea eficaz. La mayoría de mensajes se centran en tres actores: acosador, víctima y observadores. Sin embargo, desde el comportamiento proactivo de las relaciones públicas y teniendo en cuenta la Teoría Situacional de los públicos (Grunig y Hunt, 2000:25 y 36), concebimos que una campaña, guía y/o protocolo eficaz en su prevención debe implicar un mapa de públicos mucho más amplio, cuanto menos, como en el caso de Reino Unido donde "Bullying is a peruasive problem in U.S. schools today and a topic of increasing interest to educators, researchers, and policy makers" (Holt, Finkelhor, y Kantor (2007:345).
The Government of Spain and the Forces and Bodies of Security of the State have undertaken diverse initiatives related to the safety and the minors. The Spanish government approved in March 2006, the "Director Plan for the eschool safety" (with the agreement of the teaching unions, organizations of schools and associations of parents of students) in order to encourage behaviors that promote harmony in these environments. The aim of our work is to describe the actions undertaken by the Departments of the Interior, of Education and Science and Equality of the Government of Spain (in collaboration with the Forces and Bodies of Security of the State) to promote the school safety across the Social Networks.
