Abstract:In this paper we consider both hydrology and governance as critical dimensions for irrigation water security. We scale down the overall water security concept to the agricultural sector, suggest an index of irrigation water security faced by farmers, and provide an empirical illustration in the case of Tajikistan. Irrigation water security is investigated by three different dimensions: (a) a hydrology dimension, expressing a lack of water availability; (b) a governance dimension, the perceived difficulty in accessing water; and (c) a hybrid dimension of governance and hydrology. We developed an irrigation water security index, which we empirically tested using farm household survey data (N = 399). This index provides evidence that different farm types, e.g., small versus large, perceive different water security threats. Further, we found that if one dimension is less distinctive, the complementary dimension occurs as a coping mechanism. Thus, we conclude that diversified support mechanisms for infrastructure and management are needed to reach a higher level of water security.
Abstract:To date, the land-water-food nexus has been primarily addressed from an ecological, hydrological or agronomic angle, with limited response to the governance interface between the input resources. Likewise, in widely used heuristic frameworks, such as the social-ecological system (SES) framework, governance interactions between resources are not sufficiently addressed. We address this gap empirically, using the case of Tajikistan, based on a farm household survey analysis of 306 farmers. The results indicate that land system variables contribute to the willingness to cooperate in irrigation management. Specifically, formal land tenure has a positive effect on farmers paying for water as well as on the likelihood of their investing time and effort in irrigation infrastructure, which is decisive for Tajikistan's food and fiber production. Irrigation system variables show that, e.g., being an upstream user increases the likelihood to contribute to labor maintenance efforts. We further discuss how decisions with respect to the land sector could be designed in the future to facilitate cooperation in other resource sectors. Further, we conclude from a conceptual perspective that the SES framework integrating a nexus perspective can be adapted: either (1) by adding a second-tier "governance nexus" variable inside the governance variable of an irrigation system; or (2) by adding a land resource unit and system outside the irrigation system.
This contribution focuses on the interaction between structural change in agriculture and the availability of key natural resources -land and water. The relationship is not unidimensional; therefore, we propose three dimensions of resource-induced structural change. The first dimension describes the links between the two critical input factors into agricultural production, namely land and water. To systematize this perspective, we use the concept of linking patterns that depict direct and indirect intersectoral linkages from a property rights perspective. Second, we examinee the dimension of how structural change in agriculture can be triggered by scarcity of natural resources. The third dimension describes structural change that may lead to overuse and scarcity. In this regard, we introduce resource scarcity not only as physical but most important as institutional scarcity. To illustrate these dimensions, we have chosen a case in Central Asia, where the availability and the control of access and withdrawal rights to land and water is of utmost importance for the agricultural sector. Tajikistan faces physical and institutional scarcity in arable land. The institutional scarcity is due to the non-transparent and costly processes that need to be followed to gain land rights. Likewise there is sufficient supply in water, in Tajikistan, but the de-facto access rights to water are limited for some groups. For instance, the post-socialist irrigation infrastructure is now inappropriate to serve all small-scale users on a canal. In the future, land use change due to a predicted increase of major investors, will have additional impact on the de-facto water rights. We conclude that a solid study not only on the physical but also on the institutional relations of agriculture to natural resources is important to come to reliable predictions of structural change in agriculture. We also show that structural change in agriculture may have wider implications for rural society that go beyond the agricultural sector.
While there is no universal right to land enshrined in existing human rights treaties, access to land is intrinsically linked to the achievement of human rights. For example, the right to food, adequate housing, property and equality and non-discrimination are of special concern for smallholder farmers, pastoralists, women, and other marginalized groups. In this regard, the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests in the context of national food security (VGGT) is considered a milestone document. They link binding human rights frameworks with universally agreed principles of responsible land governance. However, the implementation of the Guidelines is impeded by their voluntary nature and the absence of clear monitoring and accountability structures. The objective of this paper is to make a case for adopting human rights-based monitoring approaches that strengthen the implementation of the VGGT and, ultimately, responsible land governance. This policy analytical paper draws from a literature review, an analysis of secondary data gathered from National Human Rights Institutions working on land rights, as well as findings from two pilot case studies. The cases illustrate the need for a human rights-based land governance monitoring approach, relevant for policy-makers as well as land rights practitioners. Furthermore, this paper shows that there is currently no systemic approach that monitors the implementation of the VGGT from a human rights perspective. Therefore, the paper suggests that a human rights-based monitoring approach centered around established human rights monitoring and reporting mechanisms can provide a new, and urgently needed, impetus for implementing the VGGT. Linking VGGT implementation to human rights obligations by states can strengthen efforts towards responsible land governance reforms and contributes to holding governments accountable to their commitments.
