The processes of development of the system for managing the personnel potential of the region are studied in the article. Theoretical approaches to the formation of labor potential and organization of activities in the conditions of different countries are considered. It is shown that for effective management of personnel potential, it is necessary to pre-calculate indicators for assessing the elements of this potential. The specificity of the strategy for optimizing the methods and factors for choosing these indicators for the purpose of making economic decisions is revealed. Statistical data on the costs of using digital technologies in the management of human resources are systematized. A model of innovative human potential has been developed. The article presents the advantages of using a digital approach in determining the directions for improving the quality of the resource potential, reveals the reasons, difficulties and laboriousness of other approaches used in the formation of labor potential. The transparency and coherence of extreme labor resource management programs are substantiated, and a mechanism for a digital approach is proposed that can ensure not only the implementation of long-term project priorities, but also guarantee the highly effective implementation of large-scale targeted development programs of countries. Among the main problems, the low efficiency of human resources in the implementation of digital technologies has been identified. The necessity of forming uniform requirements for managers is substantiated.
The article substantiates the need to study the conditions for the formation of the middle class. Various approaches to the assessment of the middle class are considered and the author's approach based on factor modeling of balanced personality development is justified. The model clearly allows us to understand the reasons for the extremely low share of the middle Russian class, the lack of coordination of institutional changes with the harmonious development of the individual. This is due to the unevenness of ownership of production elements, the factors of the impossibility of changing the social status for people with higher education and demanded qualifications. Based on the simulated factors of life satisfaction and comfort of living of the population, a sociological survey was carried out, the results of which were processed using economic and mathematical methods and presented in graphic form. The author substantiates the use of the factor model of population quality of life management for the formation of methods and technologies for managing a set of measures that allow influencing the increase in the share of the middle class.
The article discusses the importance of the problem of human capital formation. Human capital is a multifaceted concept that gives the greatest return in a modern economy. It is measurable. Since 1990, the World Bank has published annual reports on its dynamics, having developed a special index called the Human Development Index. In 1990, when the index was measured for the first time, the Russian Federation was in 49th place in the ranking, but subsequently dropped to 65. Last year we were able to move up to 41st place. The authors trace the dynamics of government investment in human capital and the final result, which is reflected in places in the world ranking. In the nineties of the twentieth century, the Russian Federation was in a deep crisis, investments in human capital were negative, so the place in the HDI rating dropped. Currently, a number of government programs aimed at the development of human capital are being implemented, and they are paying off.

В современных условиях человеческий капитал является главным богатством любого государства. У человеческого капитала есть количественный и качественный аспекты. Данное исследование ориентировано именно на количественную составляющую человеческого капитала. Демографическая проблема -одна из самых острых глобальных проблем, стоящих перед нашей страной. Вот уже почти тридцать лет количество населения в нашей стране последовательно сокращается. Проблема сокращения численности населения отчасти решается за счет устойчиво высокой миграции, но это негативно сказывается на качестве национального человеческого капитала. Правительство, начиная с 2007 года поступательно осуществляет национальный проект «Демография», при этом говорить о сколько-то заметном успехе можно только в период 2011-2014 гг. В рамках национального проекта был реализован целый ряд мероприятий, направленных на стимулирование рождаемости и снижение смертности. Однако, их низкая эффективность заставляет переосмыслить и усилить воздействие на демографическую ситуацию в стране. В этом, 2020 году, приняты новые, беспрецедентные меры стимулирующей демографической политики. Авторами исследуется, каким образом они могут повлиять на дальнейшее развитие демографической ситуации. Целью исследования является раскрытие взаимосвязи между доходами населения и уровнем рождаемости в стране. Основными методами исследования являются статистический анализ и синтез. При этом авторами используются официальные данные Росстата, а также статистические материалы Всемирного Банка.
