The pandemic has made global adjustments to the economies of different countries and has become the main factor in reducing consumer demand for goods, works and services. Fear of losing a job or being quarantined has driven down the consumer spending. The decline in consumer demand led to a reduction in business, which gave rise to other negative consequences, such as the inability of enterprises to pay their obligations and repay debts, and a decrease in creditworthiness. The decline in the profitability of companies led, to a reduction in tax revenues to the state budget. The purpose of writing the article was to consider the impact of the pandemic on the economy of our country, since during the pandemic the high level of uncertainty was observed, the instability and non-standard situation had a negative impact on the economy and social sphere.The paper applied the methods of economic and statistical research using the materials of the National Statistics Bureau of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan for 2017–2021.The scientific work reveals the main problems of the development of the country's economy in the most acute period of the pandemic – in 2020, and also describes the main measures taken by the state.The carried out analysis reflects the possible and potential losses for Kazakhstan in the event of a recurrence of a similar crisis, and the measures that should be taken to minimize the consequences and reduce damage in the future.
Авторами изучены возможности и перспективы развития плодоовощной отрасли Южно-Казахстанского региона. Одной из приоритетных отраслей пищевой промышленности является плодоовощной сектор. В статье рассматриваются актуальные вопросы повышения эффективности функционирования плодоовощного производства, решение которых имеет важное значение для обеспечения продовольственной безопасности страны, так как благодаря высокой биологической ценности овощи и фрукты занимают особое место в сбалансированном и витаминизированном питании населения. Отмечается научная и практическая значимость перспективы расширения объемов выработки плодоовощной продукции. Представлены рекомендации по переходу на индустриально-инновационный путь, высокий уровень конкурентоспособности переработки собственных плодоовощных продуктов. Дана оценка степени и условий инновационного развития в Южно-Казахстанском регионе (Алматинская, Туркестанская, Жамбылская, Кызылординская области). Определен потенциал выращивания плодоовощных культур. Отражены аспекты современного состояния производства, хранения, переработки и сбыта группы плодоовощных товаров в Южном Казахстане. Проанализированы направления инновационной деятельности в плодоовощном подкомплексе. Обоснована необходимость государственного регулирования и стимулирования производства плодоовощной продукции. В современных условиях наиболее перспективным направлением экономического роста региона является организация плодоовощных кластеров. Показаны основные направления дальнейшего развития плодоовощного производства Южного региона для более полного использования его потенциальных возможностей, расширения эффективной эксплуатации природных и экономических ресурсов: земли, атмосферных факторов, оросительной воды, кооперации, концентрации капитала, новой техники и технологий, обеспечения региона продовольствием и активизации экспорта в страны дальнего и ближнего зарубежья.
The aim of the work is to identify the destabilizing factors of the competitiveness of enterprises and to develop recommendations aimed to increase the development efficiency of Kazakhstani enterprises in a crisis. In the work methods of observation and comparison, methods of concretization, analogies were used. The article is based on the materials of an expert survey conducted with the direct participation of the authors of the article and it was a great help in writing the article. The results of the study showed that in the industrial production of the Republic of Kazakhstan a relatively unfavorable economic situation has developed. The COVID-19 pandemic, which made big changes in the plans of all people and businesses, initially put everyone into a stupor, creating such a phenomenon as a global crisis. The analysis of the situation showed that the existing economic model should become a thing of the past, although the population of the whole world has not yet had time to restructure and still is in shock. Nevertheless, people and enterprises are gradually beginning to rethink the current situation and looking for ways out of the current situation. According to the results of the expert survey, at many industrial enterprises there is a decrease in the level of business activity, liquidity indicators, profit margin and profitability in a pandemic. The proceeds from the sale of goods, works of services have decreased the working hours of many industries, shops, beauty salons, etc. were stopped or reduced. Supplies and transportation have decreased. The dominant position among the destabilizing factors limiting the activities of industrial enterprises is occupied by factors of insufficient demand for manufactured products, a shortage of owner’s financial resources, tougher market competition, and the uncertainty of the macroeconomic situation. Despite the fact that this study mainly covers a range of issues related to the Republic of Kazakhstan, the findings born the certain interest when developing an economic strategy at enterprises of other countries with developing economics.
In the context of globalization, the issue of introducing and developing innovations in the banking sector is a modern and complex process. Innovative technologies make it possible to increase the image and financial independence of the bank. In this direction, EAEU countries have great experience in conducting scientific and technical cooperation and pursuing innovative policies, which in the future can become full partner countries for Kazakhstan. In the article, the authors identify the reasons for the emergence of new banking technologies, reveal the main ways of developing banking innovations in Kazakhstan in the conditions of the EAEU. The authors proposed a new interpretation of banking innovation.
With the spread of the COVID-19 pandemic in most countries, after the adoption of emergency measures to prevent the spread of coronavirus infection, various economic measures have been implemented to support the population and stabilize the economy. Global changes are taking place in the world, which is associated with issues of cooperation, management activities using a wide range of methods, transformations in agro-industrial complex. To ensure food security of the country, the role of agricultural sector of the republic is increasing. The authors explored main directions of the effective development of vegetable growing in the southern region of the country. The issues of vegetable-growing subcomplex of agri-industrial complex have been identified. Based on the analysis, their assessment, as well as the potential of the industry's innovative activity are presented. There are great prospects for vegetable market, as the consumption of these products, which are rich in vitamins, minerals necessary for the organism, as well as a balanced diet, is increasing. The solution to the problems is in the transition to industrial technologies, the widespread dissemination of business ideas. The measures necessary to expand the scope of introduction of high-performance technologies in the vegetable sector are considered. The importance of public support for the growth of vegetable production is shown. The destabilizing factors of competitiveness of vegetable growing in Kazakhstan have been identified, proposals on improvement of the efficiency of this industry have been developed which are based on innovation. The authors state the need for innovative restructuring in breeding and seed production of vegetable crops, public variety testing, and control over the use of pesticides. The level of provision of the population with vegetable products, and processing industry with raw materials are determined by the development and location of vegetable growing in the republic, as well as labor provision and transport accessibility of sales markets.
