Heritage buildings incorporate multiple values (architectural, historical, cultural, aesthetic, social, symbolic, authenticity value) to which the economic one (they can be used as commercial and residential spaces, or it can offer cultural experiences for tourists) is added. The cultural services generated by the heritage properties are also used by the local population. The aim of this paper is to analyse the economic values of use and non-use of heritage properties in the central area of Ploieşti Municipality. The authors used the contingent valuation method to identify the non-used economic value. The economic use value of heritage properties was estimated by using the hedonic price method (e.g. expressed in accessibility from homes to shops on foot). Moreover, the economic value was evaluated using the indicator types of use of the heritage buildings. The results obtained by using the non-market valuation highlight the economic potential of the heritage properties located in the central area of Ploieşti city.
Abstract. Planning for post-disaster accessibility is essential in providing emergency and other services to protect life and property in the impacted areas in the aftermath of such events. Careful planning is especially critical in congested historic districts where narrow streets and at-risk structures are more common or prevail. One of the more common methods of measuring accessibility, the use of isochrones, may be particularly inappropriate in congested historic areas. Bucharest, Romania, is a city with such an older historic core of buildings and narrower streets. examination of simulated accessibility for central Bucharest through the use of mapping and GIS technologies. The finding is that accessibility will be substantially compromised by anticipated building collapse. Therefore, policy makers and planners need to more fully understand and appreciate the serious implications of this compromised accessibility in planning for emergency services and disaster recovery activities.
The study is presenting a model of strategic approach of creative industries development in the Old City of Bucharest and more specifically, in the street called Strada Franceză (the French Street), having as purpose the diminution of visual pollution in the area. Among a wide range of parameters used in the interpretation of visual pollution, the analysis focuses on the condition of the abandoned buildings, as a whole or just partially. By using a complex methodology including various analysis criteria in relation with the history of the area, the legislative context, the spatial planning policies and the current socio-economic profile, two potential areas that hold resources for the development of creative industries are proposed for intervention. Forwards, a model of development strategy was shaped, together with the project stages that should be considered in order to achieve the objective of changing Strada Franceză into an important creative area of Bucharest's Old City, thus leading to a reduction of the visual pollution.
