he Network of Competent Authorities (NCA) is one of the implementing structures of the Health Information and Knowledge Strand of the EU Public Health Programme 2003-08. 1 The NCA became aware of problems in the field of European public health monitoring related to data protection legislation, and established in 2005, on a voluntary basis, a Work Group on Data Protection, consisting of six members of the NCA with a specific interest in the topic, and two staff members from the NCA's Scientific Assistance Office. 2 The Work Group carried out an explorative survey among researchers in the European public health field, experts on health data protection and the national Data Protection Offices. This exercise resulted in a (non-exhaustive) overview of problems encountered in public health monitoring, and of major differences between national data protection systems regarding possibilities for using person identifiable health data for public health purposes. The major conclusions that can be drawn from this overview is that the legal possibilities for such usage differ to great extents between the Member States, and that this diversity can be traced back to the improper transposition of the EU Directive on Data Protection (Directive 95/46/EC). 3 EU directives are addressed to the Member States, who are obliged to transpose the directive into national law. By now, all Member States indeed have transposed Directive 95/46/EC, 4 though, as the results of the inventory of the Work Group showed, not in a harmonized
This article presents results of the main measures on vaccine coverage carried out in France in children up to six years of age. Vaccine coverage is very high for diphtheria, tetanus, pertussis, and poliomyelitis, and satisfactory for vaccination against Haemophilus influen-zae b invasive infections. It will be necessary, however, to increase vaccine coverage against measles, mumps and rubella in infants and to ensure efficient catch up. Hepatitis B vaccine coverage is deficient in infants and could be improved when the vaccine is available in a combined form.
[eng] Civil servants in 1975 - Up to 1969, INSEE was compelled to make censuses of civil servants in order to know their number and characteristics. The coordinated processing of pay rolls print out of public offices, which have come in general use, allows now avoiding that heavy task. The present article provides the main results obtained by means of the new method regarding 1975 and compares them with those of 1969. Nevertheless, the data dealing with 1975 concerns only civil servants on duty in the Metropolis, to the exclusion of Ministry of Defence and administrative public offices (consequently about 620 000 civil and military officials are not included in the present study). Between 1969 and 1975, the number of persons employed by the Government has largely increased (+ 330 000 persons) and in 1975 one wage-earner out of ten worked for the State. The number of non-titular officials, which are more numerous in 1975 than in 1969, has nevertheless decreased. If one examines indexes' distribution (new overvalued indexes) in 1975, 46 % of civil servants' index was situated between 200 and 300 (i.e. a gross theoretical wage reaching 2 557 to 3 555 francs). As a matter of fact, it appears finally that civil servants work more often in a region different from their birth-place.
