A gyorsan változó környezet, a hosszú távú kihívások, mint a globalizáció, az erőforrásokra nehezedő nyomás, az európai társadalmak elöregedése folyamatos megújulásra készteti az oktatási rendszert. Az Európai Unió és ezzel párhuzamosan hazánk egyik fő stratégiai célkitűzése az oktatási rendszer teljesítményének és ezen belül is a felsőoktatás vonzerejének növelése. Az Európa 2020 stratégia célkitűzései szerint (Európai Bizottság, 2010) a megvalósítandó célok öt területet érintenek alapvetően: foglalkoztatás, kutatás és innováció, éghajlatváltozás és energia, oktatás, valamint a szegénység elleni küzdelem. E célok között szoros az összefüggés, hiszen a tudáson és az innováción alapuló, fenntarthatóan növekvő, versenyképes gazdaság kialakítása, a magas foglalkoztatás elérése megfelelő oktatási rendszer nélkül elképzelhetetlen. A szerzők tanulmányukban a magyarországi gazdaságtudományi felsőoktatásra fókuszálva adnak képet a jelenlegi helyzetről, bemutatva a lehetőségeket egy hosszú távon fenntartható, folyamatos megújulásra képes rendszerről. One of the main strategic objectives of the European Union and, in parallel, of Hungary, is to improve the performance of the education system and, in particular, the attractiveness of higher education. In line with the objectives of the Europe 2020 strategy, the tasks to be implemented include five areas, basically: employment, research and innovation, climate change and energy, education, and the fight against poverty. These goals are closely related, since the creation of a competitive economy based on knowledge and innovation, capable of sustainable growth and high employment without an adequate education system is inconceivable. In this study, focusing on the Hungarian higher education in economics, the authors give an overview of the current situation, showing the possibilities of a sustainable and continuously renewing system. Sour cherry growing and consumption grows dynamically around the world. The present volume of 1 million tons will incerase within 10 years with 20-30, or even with 50%. In the world wide sour cherry production, Europe is a decisive factor, i.e. 2/3 of the volume is grown there. Prominent capacities are concentrated in East-Central Europe, mainly Poland, Germany and Hungary. In the future, new concurrent exporters are expected on the European market as Turkey, Iran, Serbia-Montenegro. Hungarian sour cherry production has rich traditions, so the growing techniques and the assortment of sour cherry varieties make Hungary a „Great Power" on this field. Fresh fruit and products developed from sour cherry represent values distinguished as „Hungaricum" on the markets. Sour cherry growing and the path of its products are one of the „pulling branches" of Hungarian fruit growing. Sour cherry occupies 15% of area for fruit growing and 40% within the stone fruits. Sour cherry was grown widely in Hungary, it was grown everywhere as for utilizing waste areas. This is the main reason that yields are low as a mean of 15 000 ha and the volume is low (50-60 000 tons) only. To that poor figure the heavy infections of Monilia contributed substantially in the last couple of years. The two most valid arguments of using the present varieties as the best solution are 1) the cross bred new varieties, and 2) the selections of local, traditional varieties, which substituted the earlier dominant 'Pándy meggy' variety, which had a good quality but yielded poorly. Sour cherry growing of Hungary shifted from the dry regions of the country toward the cooler and more humid regions, where the weather excesses secure a less risky production. The most decisive region is the Norther Great Plain Region comprising SzabolcsSzatmar-Bereg county, where more than the half of the Hungarian sour cherry volume is produced, and which is bound to increase its production in the future. The majority of sour cherry produced in Hungary is processed, moreover, an important fraction of the exported fresh fruit is also used by the industry. The main importer of Hungarian sour cherry is Germany. The industry manufactures mainly canned products, a smaller fraction will be processed to other products. The expected volumes of sour cherry grown in Hungary in the next 5 and 10-year-period was estimated from data based on the ratio of young plantations, predicted consequences of the global climatic changes, phytosanitary aspects, furthermore, on the development of the technological level. In the region, the volume grown within 5 years, 40 000 t/year will increase within 10 years to 55 000 t/y. The processing in Hungary is not sufficiently differenciated, which is attributed partly to the characters of the varieties, partly to the weaknesses of the processing industry. One of the reasons is the suitability of varieties mainly for canning products. Processed sour cherry products could not be sold at the same price levels achieved by concurrent sour cherry growing countries. The vertical structure of the path of products of sour cherry disposes of adequate processing capacity being ready to be developed or there is sufficient intention of making investments for the purpose of manufacturing special sour cherry products. Significant tasks of development are actual in the field of the ecological and biological conditions of production. Volume and yield security as well as the maturity time and diversification of processing possibilities are the main endeavours in widening the assortment of varieties to be grown in the near future. The main objective in growing techniques is the modernization of phytotechnical procedures, and new solutions of methods of mechanical harvesting and related technical innovations are necessary in the sour cherry verticum. A key question is the effectiveness of phytosanitary procedures with special reference to the Monilia fungus and to the cherry fruit fly as the most important pest. There are two points of break through in the Hungarian sour cherry verticum. On the one hand, meeting the increasing demands in fuits for fresh consumption, on the other hand, the diversification of processed sour cherry products and their introduction to the markets. Both are aiming to increase the competitiveness of the Hungarian sour cherry. For that purpose, outstanding varieties and excellent as well as internationally recognised fruit qualities are ready to be utilized. The most susceptible problems of the Hungarian sour cherry verticum are associated with marketing, alliance of the grower-and processor organisations and their co-operation because no overall integration within the sour cherry verticum has been established yet. Most urgent necessity as well as possibility of changes are felt in the Northern Great Plain Region.
It is a widely accepted practice in the European Union to break down countries into regions according to their stage of development, their cultural and economic characteristics. The basis of this methodology is the EU-conform MOTS system, which distinguishes territorial units on five levels. Besides the MOTS system, Hungary uses another system, too, which is the basis of our public administration, and whose roots go back to the times of King Saint Stephen: the county system. In Hungary, developmental decisions are taken by a county’s general assembly; at the same time, from an economic point of view the characteristics and competitive advantages of a county can be defined more precisely than those of a region. Szabolcs-Szatmár-Bereg County and Hajdu-Bihaur County may be described with completely different characteristics, albeit both of them are part of the North Great Plain Region. On a county level economically important and justified developmental areas may be mapped more precisely. Hajdu-Bihar County is the 4th most populous county in Hungary. With 80.2% of the population living in cities, the county is significantly urbanized. 2010 statistics show that the birth rate per 1,000 people in the county is practically the same as the birth rate of the country and that of the North Great Plain Region. Following the trends in developed countries, mothers now tend to give birth in an older age. Almost half (44.5%) of the children in Hajdu-Bihar County are born after their mother’s 30th birthday. The general health condition of the population of Hajdu-Bihar County can be described with various indicators. In terms of medical and hospital care no difference can be observed between regional and national data, the county’s health care does not straggle behind. In sum, with the health care system of the county, estimated life expectancy of men is higher than the regional average, and in case of women it is higher than both the regional and national average, according to the given year’s mortality. Children’s ratio among the county’s population is 15.9%, which is more than 1% over the national average. The ratio is higher in case of girls and boys alike. The income of the county’s population depends not only on labour income but also on social benefits. According to the analysis, the proportion of old-age pensioners and those receiving pension-like allowances within the whole population is somewhat lower in the county than the national average. The number of children receiving child-welfare and daytime care is prominent in the county. The number of families and children receiving child-care allowance has not changed significantly in recent years. All important elements of social benefits have increased in the last decade. The quality of life of the county’s population is largely affected by the presence (or absence) of basic infrastructure in their environment. Research conducted at the settlements of the county shows that currently the greater part of the population has access to basic public utility services which form part of everyday services. Although they affect the general quality of life, the network of roads and passenger traffic have their real significance in terms of economic development. The county’s modern, paved road-system had already been built earlier. Roads and pavements in inner-city areas have been paved up to 70%. The technical condition of roads and pavements can seriously impede the population’s mobility and it may hinder the development of certain settlements and districts.
An important ambition of EU regional politics is the reduction of disparities. An important strategical objective of the Commission is to terminate underdevelopment and to ensure the development of the regions based on the principles of solidarity, equity and justice. The commission has dedicated forty percent of its common budget to achieve these goals. The differences in development are significantly influenced by the economic characteristics of the specific region, the quality and quantity of human resources, the accessibility of the region and factors influencing local quality of life.The new spatial structure has been formed by the processes of the change of regime, the events of nineties and the economic renewal based onforeign capital investments parallel with crisis phenomenon. The economic, political and social consequences of the transformation have significantly transformed spatial structure and increased disparities. New disparities have formed, which strengthened due to the formation of east-west slopes and local crisis zones. The outstanding improvement of the capital resulted in great regional development differences, which can be detected when examining regional distribution of gross domestic product. The Eastern part of the country was most heavily affected by the collapse of heavy industry and agricultural mass production based on the Eastern markets.It is of key importance for the region to strengthen regional competitiveness, which requires the application of consistent development-politics. Economic development is the most important, which can also draw the possibility of establishing welfare infrastructures. It is important to develop the processing industry, the supply networks and to ease the lack of capital it is also important to involve foreign capital. Developing agriculture plays an important role in transforming the structure of the economy. Since the conditions of the region, its traditions and long-term competitive advantages are favorable, thus can represent a greater ratio in the economy than the EU average. The modernisation of the agricultural sector can be promoted by supporting marketing, quality agricultural development and producer-retail cooperation. It is also highly important to promote development in transportation and informatics infrastructure and human resources.In the future – based on the strength of the region – it is necessary to achieve such a consistent regional development politics, which by validating the principles of regional politics, serves the interest of utilizing regional development supports most efficiently and prevents the irreversible underdevelopment of the region and promotes fast development.
