With increasing evidence of the destructive impacts of human activities on the ocean there is a growing call for stronger public engagement in marine governance. An understanding of marine issues and pro-environmental values are key elements that influence an individual's engagement in conservation and pro-environmental behaviour. This paper presents a study on public perceptions of sharks and shark conservation in the UK. The study investigated knowledge of and attitudes towards sharks of a group of individuals with a clear interest in the marine environment, as well as possible factors that might influence their perceptions of sharks, in order to make recommendations on how to foster engagement in shark conservation. The key finding was that important prerequisites for engagement in shark conservation exist among parts of the UK public. However, this does not seem to be enough to motivate actual engagement. The study discusses a number of specific challenges with regard to sharks which might be influencing the way in which society connects to shark related issues. It concludes with priority recommendations for further investigation into potential catalysts for public engagement in shark conservation.
ABSTRACT. This article explores the value of the Systems Approach Framework (SAF) as a tool for the transition to sustainable development in coastal zone systems, based on 18 study sites in Europe, where the SAF was developed and tested. The knowledge gained from these experiments concerns the practical aspects of (a) governance in terms of policy effectiveness, (b) sustainability science in terms of applying transdisciplinary science to social-ecological problems, and (c) simulation analysis in terms of quantifying dysfunctions in complex systems. This new knowledge can help broaden our perspectives on how research can be changed to better serve society. The infusion of systems thinking into research and policy making leads to a preference for multiissue instead of single-issue studies, an expansion from static to dynamic indicators, an understanding of the boundaries between system-dependent and system-independent problems, and the inclusion of non-market evaluations. It also develops a real partnership among research, management, and stakeholders to establish a quantitative basis for collaborative decision making. Furthermore, the article argues that the transition to sustainable development for coastal systems requires consideration of the scale interdependency from individual to global and recognition of the probable global reorganizational emergence of scalefree networks that could cooperate to maximize the integrated sustainability among them.
Assessment of environmental literacy and ocean literacy focus on increasing knowledge and awareness. The goal of ocean literacy initiatives is ultimately to enable behavior change (whereby citizens take direct and sustainable action) to achieve sustainable solutions to marine environment issues. The application of social and behavioral research methods provides powerful tools for assessing if ocean literacy initiatives are effective at increasing participant's knowledge and awareness of an issue, its causes and consequences and behaviors or actions required to enable sustainable solutions. Social and behavioral research methods also provide a means of assessing changes in attitude, a key predictor of behavior change, and ultimately a means of assessing changes in a participants intended and reported behaviors. We present a framework to integrate social and behavioral research methods within assessment of the effectiveness of ocean literacy initiatives. The before and after assessment we undertake develops existing environmental literacy and ocean literacy assessment approaches by integrating social and behavioral research methods to assess key predictors of behavior change. We structured the assessment methodology within a Theory of Change logic model, to provide a protocol for systematic evaluation of ocean literacy initiatives and tools. Specifically those aimed at promoting specific behavior change objectives for pre-identified actors. Assessment of educational training courses for professionals entering the shipping industry (targeting behaviors to reduce the spread of invasive species), and educational workshops for school students (aged 11-15 and 16-18), on problems related to marine litter and microplastics and potential solutions were assessed using the framework. Through before and after surveys, an increase in awareness, knowledge and an increase in attitudes supporting action to reduce impacts on the marine environment were reported by participants, after interaction with sets of tools developed by the Horizon 2020 Ocean Literacy project ResponSEAble. Results supported the importance of targeting specific audiences with tailored ocean literacy tools and the importance of informing actors of issues and solutions within the context of wider ocean literacy principles.
ABSTRACT1. Increased inputs of nutrients to estuaries can lead to undesirable effects associated with eutrophication, including algal blooms, changes in species composition and bottom anoxia. Several estuaries and coastal areas around the UK have increased nitrogen (N) and phosphorus (P) concentrations, elevated concentrations of chlorophyll a and changes in algal community composition and abundance. This paper reviews the pressures that lead to high nutrient concentrations in estuaries and considers the likely effectiveness of current and proposed regulatory actions.2. The main sources of nutrients to estuaries are river runoff, sewage discharges, atmospheric inputs and possibly submarine groundwater discharges, although little is known about the latter. Significant reductions in N and P inputs have been realized following application of the EU's Urban Waste Water Treatment Directive. Atmospheric NO x and NH x emissions have also decreased and are expected to decrease further in the next decade as implementation of existing legislation continues, and new controls are introduced for activities such as shipping.3. Agricultural inputs reach estuaries principally through diffuse sources, either in surface water (and in some areas possibly groundwater) or, for N, via the atmosphere. Over 10 years ago the Nitrates Directive was introduced to tackle the problem of N discharges from agriculture but little change in N loads to estuaries has been recorded.4. To meet the aims of the EU Water Framework Directive, for at least 'good' ecological status, more rigorous application and implementation of the Nitrates Directive, together with changes in the Common Agriculture Policy and farming practice are likely to be needed. Even then, the slow response of the natural environment to change and the inherent variability of estuaries means that their responses may not be as predicted. Research is needed into the relationship between policy drivers and environmental responses to ensure actions taken will achieve the planned results.
